UN former (外交)使節/代表 'very 楽観的な' for peace in Libya

The UN's former (外交)使節/代表 to Libya, Ghassan Salame, says he has higher hopes than ever of seeing an end to a 10年間 of 暴力/激しさ in the North African country.
"I'm very 楽観的な," the Lebanese 外交官 said. "What we've seen in the past two months is an accumulation of 肯定的な factors."
Salame spoke in an interview with AFP a day after 競争相手 軍の 代表s 結論するd their 最新の UN-led 会合s inside Libya to fill in the 詳細(に述べる)s of a 目印 October 停戦 取引,協定.

On Friday evening the UN 発表するd that 委任する/代表s in Tunisia had agreed that 国家の 投票s should be held on December 24 next year.
Libya, which sits 頂上に Africa's largest proven 天然のまま oil reserves, 急落(する),激減(する)d into 暴力/激しさ after a 2011 北大西洋条約機構-支援するd 反乱 倒れるd and killed longtime 独裁者 Moamer Kadhafi.
Today it is 支配するd by two competing 行政s and an array of 民兵s, 含むing many foreign 闘士,戦闘機s, 同様に as 存在 an 円形競技場 for 全世界の 競争s.
Salame 辞職するd in March 特記する/引用するing health 推論する/理由s and 強調する/ストレス, but was the architect of the UN's 現在の Libya peace 成果/努力s and has stayed closely 伴う/関わるd.
Speaking from his home in Paris, he 警告する ed that "a war that has been 激怒(する)ing for one 10年間 cannot be solved in a day".
But after months of 親族 静める and a string of 肯定的な steps, the 69-year-old said Libyans had shown "a truly 新たにするd 利益/興味" in 対話.
- 'Stabbed in the 支援する' -
Salame, a former Lebanese culture 大臣 and professor of 国際関係, was 任命するd UN (外交)使節/代表 in June 2017 and struggled to 調停する between a Tripoli-based まとまり 政府 and eastern-based strongman Khalifa Haftar.
In April 2019, Haftar 開始する,打ち上げるd a surprise attack on Tripoli, just days ahead of an earlier planned 一連の会議、交渉/完成する of peace 会談.
Salame later said he had been "stabbed in the 支援する" by UN 安全 会議 members who had supported Haftar.

Today, the UN's political 会談 are finally taking place in Tunisia, economically 決定的な oil 生産/産物 has 再開するd, and the 前線 lines are 静かな.
The 最新の moves build on a Berlin peace 会議/協議会 Salame's 使節団 painstakingly organised in January, 集会 the leaders of the main foreign 力/強力にするs in Libya for the first time.
Salame said Libya was now の近くに to 存在 able to run 選挙s 安全な enough to be "reasonably 代表者/国会議員 of the will of the people".
"I believe this can be done in the next six or seven months."
- Libyans 'deciding for themselves' -
分析家s have 警告するd that both 地元の players and foreign 力/強力にするs could 捜し出す to 破壊行為 any 解決/入植地 that does not serve their 利益/興味s.
That point was を強調するd this week by the 殺人 in the eastern city of Benghazi of a 目だつ lawyer and 権利s 行動主義者 by 身元不明の gunmen.
緊張s also surrounded 軍の 会談 in Sirte as the まとまり 政府 (刑事)被告 a ロシアの 議会の group of 辞退するing to let its 代表 land at an airbase 近づく the central ci ty, a move it said 脅すd "the prospects of a 永久の 停戦".
But Salame 公式文書,認めるd that Russia and Turkey, each of which had 調印するd 組織/基盤/下部構造 契約s 価値(がある) billions of dollars with Libya before Kadhafi's 落ちる, could 利益 from peace.
"The Libyans are ready to 尊敬(する)・点 these 契約s" as they 再構築する their country, he said.
"In fact they are in a hurry."
- 'Deciding for themselves' -
Salame 警告するd against some 政治家,政治屋s he 述べるd as "obstructionists" who were elected in 2012 and 2014 "and do not want to leave their seats".
But he 公式文書,認めるd that Libyans were ますます taking the 交渉 過程 into their own 手渡すs.
"I can tell you the Libyans are deciding for themselves like never before since 2011," he said.

"I'm 極端に happy," he said. "The architecture put in place in Berlin is finally 存在 器具/実施するd."
