Police 直面する （民事の）告訴s about 'third-転換 terror squad'
PROVIDENCE, R.I. (AP) ― A lawyer calls it the "third-転換 terror squad": a 禁止（する）d of white officers who patrol the South 味方する of Providence at night and, 居住（者）s say, strike 恐れる into 黒人／ボイコットs and Latinos by 悩ますing and in some 事例／患者s （警官の）巡回区域，受持ち区域ing them.
"They're terrorizing the city," said Charm Howie, a 黒人／ボイコット former police cadet who was 逮捕（する）d by the 乗組員. "I told them, 'I'm a father. My kids are up there in the window. Please don't disrespect me in 前線 of my children.'"
A 運動 through the 近隣 for pizza in July 2015 ended with Howie splayed against a car and 告発（する），告訴（する）／料金d with disorderly 行為／行う, 強襲，強姦 and resisting 逮捕（する） by the white 新人 officers who stopped him for a broken headlight. In interviews, Providence's 最高の，を越す police 公式の／役人s defended the department's 記録，記録的な／記録する and said they have worked to 改善する relations and discipline and retrain officers. More than 75 パーセント of the nearly 400-member 軍隊 is white, while just 36 パーセント of the city's 179,000 居住（者）s are white.
"We're not perfect, but we've had a tremendous 記録，記録的な／記録する of our use of 抑制 as a police department," Police 長，指導者 Hugh Clements Jr. said last month after welcoming the city's most diverse class of cadets to the 学院. "We're proud of our 記録，記録的な／記録する, we're proud of what we've done, and we 心配する we're about to get better."
Cellphone ビデオs that surfaced last year showing 疑わしい use of 軍隊 against South 味方する 居住（者）s have spurred calls for 改革（する） and a 押し進める for an 法令／条例 banning racial profiling by police.
"Community members are telling us that police are に引き続いて them, taking photos of 青年 when they get out of school, putting them in ギャング（団） databases," said 行動主義者 Vanessa Flores-Maldonado. The 長，率いる of Providence's police union, Sgt. Robert Boehm, said the poor and ひどく 黒人／ボイコット and Hispanic 近隣 生成するs a lot of police calls, and that tends to translate into more 国民 （民事の）告訴s against police. He said the area has had loud parties and "large （人が）群がるs not 協力するing with the police."
Howie, a 35-year-old barber and personal trainer who has a 犯罪の 司法（官） degree, knew the men who 逮捕（する）d him: They were his former classmates at the police 学院, which he was 解任するd from in 2014 after what he said was いじめ（る）ing by 指導者s and fellow 訓練生s.
Steven Nelson, the city lawyer who 起訴するd Howie after his 逮捕（する）, argued during the 非，不，無-陪審／陪審員団 裁判，公判 that Howie "was obstinate, he was 反抗的な and he was bitter" when he saw his former classmates, because "they made it and he did not."
Howie 競うd that the officers disliked him from their days in the 学院 and that one of them telephoned another ex-classmate during the 逮捕（する） to laugh at what was happening to Howie.
裁判官 Madeline Quirk acquitted Howie in November and admonished the officers for "抱擁する" inconsistencies in their 証言.
の中で the red 旗s, she said, was the cellphone call one of Howie's former classmates, 巡査 Matthew Sheridan, made to another, 巡査 Christopher Benoit. Sheridan 証言するd it was 偶発の ― a pocket dial. Another former classmate, 巡査 Michael Place, was also 伴う／関わるd in the 逮捕（する）.

Sheridan attracted attention again in May when he 逮捕（する）d 黒人／ボイコット writer and 業績／成果 artist Christopher Johnson, at the time a 候補者 to be the 明言する／公表する's poet laureate, on 告発（する），告訴（する）／料金s of disorderly 行為／行う, 強襲，強姦 and resisting 逮捕（する）. Johnson later wrote an essay 肩書を与えるd "walking while 黒人／ボイコット" that 申し立てられた／疑わしい Sheridan grabbed him and threw him against a 巡洋艦.

The city said Place, who pulled the woman's hair, received a written けん責（する），戒告, retraining and a one-day 中断. Benoit received an oral けん責（する），戒告 and was retrained. Another officer was also けん責（する），戒告d and retrained.
Howie's lawyer Shannah Kurland, who also 代表するs Johnson and other South 味方する 被告s, called the officers the "third-転換 terror squad" and said the 出来事/事件s "show a pattern of 行為 that is 完全に 容認できない for any person, let alone one who is paid with our 税金 dollars to carry a gun."
Providence Public Safety Commissioner Steven Pare wouldn't 追加する ress whether officers would 直面する その上の discipline but said the department 答える／応じるs 完全に to （民事の）告訴s.
