WASHINGTON (AP) - The U.S. 政府 shutdown began at midnight Friday as 民主党員s and 共和国の/共和党のs failed to 解決する a 引き分け over 移民/移住 and spending. Here's a look at what the parties are fighting over and what it means to shut 負かす/撃墜する the 政府.

Since the end of the 会計年度 in September, the 政府 has been operating on 一時的な 基金ing 対策. The 現在の one 満了する/死ぬd at midnight. 共和国の/共和党のs and 民主党員s have not been able to agree on spending levels for the 残り/休憩(する) of the year, so another short-称する,呼ぶ/期間/用語 手段 is the most likely 解答. The House has passed a four-week 法案 Thursday that also 延長するs 基金ing for a children's health 保険 program.
But 民主党員s have been 説 for weeks they want a 基金ing 手段 to be tied to an 移民/移住 取引,協定 that 保護するs the thousands of young 移民,移住(する)s 直面するing 国外追放. The Deferred 活動/戦闘 for Childhood Arrivals program is 始める,決める to 満了する/死ぬ March 5, and members of both parties have been working on an 拡張 that would also beef up 国境 保護.
That 取引,協定 has not come together, and 民主党員s have deci ded to dig in. They 封鎖するd the House-passed 法案. Both 味方するs were still 交渉するing 早期に Saturday.

THEY'VE BLOWN THE DEADLINE. NOW WHAT?
The 政府 begins to shut 負かす/撃墜する. But not all of the 政府.
The 空気/公表する traffic 支配(する)/統制する system, food 査察, Medicare, 退役軍人s' health care and many other 必須の 政府 programs will run as usual. The Social 安全 行政 will not only send out 利益s but will also continue to take 使用/適用s - though 交替/補充s for lost Social 安全 cards could have to wait. The U.S. 郵便の Service, which is self-基金d, will keep 配達するing the mail. The 連邦の 緊急 管理/経営 機関 will continue to 答える/応じる to last year's 洪水/多発 of 災害s.
The 内部の Department says 国家の parks and other public lands will remain as accessible as possible. The 姿勢 is a change from previous shutdowns when most parks were の近くにd and became high-profile symbols.
Spokeswoman Heather Swifts says the American public - 特に 退役軍人s who come to the nation's 資本/首都 - should find war 記念のs and open-空気/公表する parks open to 訪問者s. Swift says many 国家の parks and 野性生物 避難s 全国的な will also be open with 限られた/立憲的な 接近 when possible.
The Smithsonian museums and the 国家の Zoo will stay open through the 週末 but の近くに Monday.

DO FEDERAL WORKERS GET PAID?
While they can be kept on the 職業, 連邦の 労働者s can't get paid for days worked during a lapse in 基金ing. In the past, however, they have been repaid 遡って even if they were ordered to stay home.
急ぐ hour in downtown Washington, 一方/合間, becomes a 微風. Tens of thousands of 連邦の 労働者s are off the roads.
___
HOW OFTEN DID THIS HAPPEN IN THE PAST?
Way 支援する in the day, shutdowns usually weren't that big a 取引,協定. They happened every year when Jimmy Carter was 大統領,/社長, 普通の/平均(する)ing 11 days each. During Ronald Reagan's two 条件, there were six shutdowns, typically just one or t wo days apiece. 取引,協定s got 削減(する). Everybody moved on.
The last one was a 16-day 部分的な/不平等な shuttering of the 政府 in 2013, which (機の)カム as tea party 保守的なs, 元気づけるd on by outside groups like 遺産 活動/戦闘, 需要・要求するd that language to 封鎖する 実施 of 大統領 Barack Obama's health care 法律 be 追加するd to a must-do 基金ing 法案.
___
世界保健機構 WILL GET THE BLAME?
In a 1995-96 political 戦う/戦い, 大統領 法案 Clinton bested House (衆議院の)議長 イモリ Gingrich and his 禁止(する)d of 予算-削除するing 保守的なs, who were 決定するd to use a shutdown to 軍隊 Clinton to 調印する の上に a balanced 予算 協定. 共和国の/共和党のs were saddled with the 非難する, but most Americans 苦しむd 比較して minor inconveniences like の近くにd parks and 延期するs in 過程ing パスポート 使用/適用s. The fight 支えるd Clinton's 人気 and he sailed to re-選挙 that November.
In 2013, the tea party 共和国の/共和党のs 軍隊d the shutdown over the better judgment of GOP leaders like then-(衆議院の)議長 John Boehner, R-Ohio. 共和国の/共和党のs tried to 基金 the 政府 piecemeal - for example, by 軍隊ing through 法律制定 to 確実にする 軍の service members got paid. But a broader 成果/努力 滞るd, and 共和国の/共和党のs 結局 支援するd 負かす/撃墜する and supported a 一連の会議、交渉/完成する of 予算 会談 led by Paul Ryan, R-Wis., then chairman of the House 予算 委員会.
共和国の/共和党のs are calling the 現在の 引き分け the "Schumer Shutdown," arguing that there's nothing in the 法案 that 民主党員s …に反対する, while a short-称する,呼ぶ/期間/用語 拡張 would give 国会議員s time to work out differences on 問題/発行するs like 保護するing young 移民,移住(する)s and 災害 援助. 上院 少数,小数派 Leader Chuck Schumer, D-N.Y., says the GOP's 不本意 to 妥協 has brought 議会 to this point. A Washington 地位,任命する-ABC News 投票 行為/行うd earlier this week 設立する 48 パーセント 見解(をとる) Trump and congressional 共和国の/共和党のs as おもに 責任がある the 状況/情勢 while 28 パーセント fault 民主党員s. If the shutdown drags on for long, it could give 投票者s another 推論する/理由 to turn away from 現職のs of both parties in a midterm 選挙.
