調印するs of 政府 shutdown spotty but 象徴的な

WASHINGTON (AP) - Symbols of American 約束 became emblems of American dysfunction on Saturday when a 論争 in 議会 over spending and 移民/移住 軍隊d 得点する/非難する/20s of 連邦の 政府 機関s and outposts to の近くに their doors.

The Statue of Liberty and Ellis Island turned away 訪問者s in New York, 予定 to what the 国家の Park Service 述べるd as "a lapse in (資金の)充当/歳出s," a bureaucratic 称する,呼ぶ/期間/用語 for a 欠如(する) of money. In Philadelphia, (人が)群がるs of tourists were told Independence Hall, where the 宣言 of Independence and 憲法 were 調印するd, and the Liberty Bell were の近くにd.

As in shutdowns past, 連邦の services were carved into two 部類s - 必須の and 非,不,無-必須の - with the former 始める,決める to carry on as normal. In that 部類, the mail will be 配達するd and Social 安全 checks still go out, the 空気/公表する traffic 支配(する)/統制する system stays up and running, as do the 連邦検察局, Customs and 国境 保護 and 退役軍人s hospitals.

Still, there were plenty of inconveniences to 困らす American taxpayers.

While active-義務 軍隊/機動隊s will stay at their 地位,任命するs during a shutdown, people 駅/配置するd overseas were touched by the political fallout almost すぐに. The American 軍隊s 網状組織, which broadcasts American 無線で通信する and television programming in Europe and other 場所s outside the U.S., put a message on its Facebook page that said its services would not be 利用できる "予定 to the 政府 shutdown."

The notice 誘発するd a 一連の angry reactions from テレビ視聴者s, with several 公式文書,認めるing that the タイミング couldn't have been worse: The NFL 会議/協議会 選手権s will be played Sunday. "During NFL PLAYOFFS?!" one 地位,任命する read. "AFN, start a GoFundMe & broadcast these games! Make it happen!"

Yet congressional 共和国の/共和党のs and 民主党員s appeared no closer Saturday to settling their differences over 移民/移住 政策 and striking an 協定 to 基金 the 政府. The longer the shutdown lasts, the worse the 影響s will be. Almost half the 2 million 非軍事の 連邦の 労働者s will be 閉めだした from doing their 職業s if the shutdown 延長するs into Monday.

That'll put on 持つ/拘留する a 列 of 政府 機能(する)/行事s, from the 過程ing of new 退役軍人s 利益s (人命などを)奪う,主張するs to the 中心s for 病気 支配(する)/統制する and 予防's support for the 政府's 年次の seasonal flu program. At the 内部の 歳入 Service, more than half of the 80,565 従業員s will be 閉めだした from working just as 税金 とじ込み/提出するing season is beginning and the 機関 is deali ng with the 広範囲にわたる changes made by the new GOP 税金 法律.

Until then, much of the 即座の fallout was in Washington, where 国会議員s carried out the part of 職業s that 伴う/関わる 割り当てるing 非難する.

There were few 調印するs of shutdown at the (ワシントンの)連邦議会議事堂, where 国会議員s spent most of the day making speeches about the 論争. A women's march carried on as planned, under the 注目する,もくろむ of U.S. Park Police 保護. 副大統領 マイク Pence did not 繰り延べる a visit to the Middle East, the 行政 labeling the trip "integral" to U.S. 国家の 安全 and 外交.

Trump's own next scheduled trip was up in the 空気/公表する. The 大統領,/社長 was 予定 to leave for the スイスの アルプス山脈 on Wednesday evening to 参加する in the World 経済的な 会議 in Davos, Switzerland. A number of White House スタッフの一員s and 機関 前進する teams are already there を待つing his arrival.

The 大統領,/社長 was 軍隊d to 取り消す his 計画(する) to …に出席する a fundraiser Saturday night at his Florida 広い地所.

予算 Director Mick Mulvaney told reporters Friday that a shuttering of the 政府 would "look very different" from the 16-day 政府 終結 in 2013 under 大統領 Barack Obama. He said the previous 行政 "weaponized" the 政府 shutdown in 予算 交渉s and did not encourage 機関s to 少なくなる the 衝撃 with unobligated 基金s. He said, "They chose to make it worse."

強調するing the point, 内部の 長官 Ryan Zinke tweeted a photo of himself talking to students at the World War II 記念の in Washington, 封鎖するs from White House.

The 記念の and other open-空気/公表する parks were open Saturday unlike in 2013 when they became a flashpoint in the 政府 shutdown, as 退役軍人s were 否定するd the 権利 to visit and 抗議するd loudly. House 共和国の/共和党のs in particular took up their 原因(となる) and slammed Obama and 内部の 長官 Sally Jewell.

"Not all parks are fully open, but we are all working hard to make as many areas as accessible to the public as possible," Zinke said.

But several famous loc ations were の近くにd すぐに after the shutdown started. In New York, the 国家の Park Service said the 終結 of the Statue of Liberty 国家の Monument and Ellis Island was 効果的な すぐに and until その上の notice.

"To get this の近くに where you can see them, and the 政府 shuts them 負かす/撃墜する - that's very, very 失望させるing," said Dan O'Meara, a firefighter from Fresno, California, who is descended from an Irish 移民,移住(する) family that entered through Ellis Island. "But now, we're not 許すd to go out there and see it."

At Independence Hall in Philadelphia, 安全 guards wearing all 黒人/ボイコット stood around the hall, shooing away people who got too の近くに. ツバメ Luther King Jr.'s childhood home, historic Ebenezer Baptist Church and the 訪問者 中心 at MLK 国家の Historic 場所/位置 in Atlanta are の近くにd. And Big Cypress 国家の 保存する, Everglades 国家の Park and other federally managed natural areas in Florida will be 部分的に/不公平に の近くにd.

The shutdown wasn't knocking "Old Ironsides" out of (売買)手数料,委託(する)/委員会/権限. The USS 憲法, the world's oldest (売買)手数料,委託(する)/委員会/権限d 軍艦, will remain open to tourists during the shutdown at the Charlestown 海軍 Yard in Boston, 公式の/役人s said.
