U.S. families 中央の-採択 trying to get Afghan children out

After five 失望させるing years 苦境に陥るd in bureaucratic 延期するs, Bahaudin Mujtaba and wife Lisa had hoped to finally bring the 10-year-old Afghan boy they´re 可決する・採択するing to their home in Florida this year for a chance at a different 未来.

But with the 崩壊(する) of the Afghan 政府, the couple is 猛烈に trying to get the boy, Noman, on a flight out of Kabul -- going anywhere -- before the chance to leave disappears.

In the 大混乱 に引き続いて the Taliban 引き継ぎ/買収, Noman and another family tried to get to the airport Tuesday through clogged streets, 検問所s and 砲火 but were 軍隊d to turn 支援する.

Mujtaba, who spoke to the boy and the family 早期に Tuesday, said they hope to try again to get to the airport Wednesday.

"I have 涙/ほころびs in my 注目する,もくろむs this morning and my wife has 涙/ほころびs in her 注目する,もくろむs," he said. "I couldn´t really say much else other than `Go for it´ and `Be careful.´"

The Taliban´s 劇の 引き継ぎ/買収 of Afghanistan has reverberated 世界的な, and for families like the Mujtabas, the fallout has been swift, 深く,強烈に personal and 潜在的に life-altering. Knowing the 交戦的な group is almost 確かな not to 支持する the 採択 協定s from the 崩壊(する)d Afghan 政府, the American couple´s best hope is to get the boy out, 急速な/放蕩な.

"Once they get to the airport, it´s just a 事柄 of waiting time. But it´s a 事柄 of waiting a few hours or a few days," Bahaudin Mujtaba said. Noman is 現在/一般に in the 保護/拘留 of another family trying to leave.

Maybe they can get the boy to a nearby country. Maybe Pakistan. Wherever they go, he´s willing to 飛行機で行く there and 会合,会う him.

"But the first goal is to get him out of Afghanistan 安全に," Mujtaba said.

It´s 不明瞭な how many の中で the throngs of people trying to 逃げる Afghanistan 含む 可能性のある adoptive children. One other U.S. family, based in Indiana, is working with the same 採択 機関 as Mujtaba and is trying to get a 2-year-old boy out of the country.

Mary King, (n)役員/(a)執行力のある director of Frank 採択 中心 in Wake Forest, North Carolina, is working with the families and said they had 十分な 許可 from Afghan 法廷,裁判所s to bring the children to the U.S. and 完結する the 採択s. They were を待つing U.S. ビザs, but everything changed in the past few days.

"This all (機の)カム about much faster than any of us 心配するd, so we don´t know," she said. "We have put them on every 名簿(に載せる)/表(にあげる). We´ve filled out every form we´ve been told about. Their 指名するs are everywhere we can get them, as far as with the appropriate U.S. 当局. And so now we are waiting to hear what may happen next."

U.S. 採択s from Afghanistan are 比較して rare compared with 採択s from other countries, によれば 明言する/公表する Department data. From 1999 through 2019, 41 Afghan children were 可決する・採択するd by U.S. families. That´s far より小数の than other countries in the 地域, 含むing 148 children from Iran and 667 from Pakistan. Other countries, like 中国, ウクライナ共和国 and Colombia, have seen thousands of children 可決する・採択するd by U.S. families over the past two 10年間s.

The 過程 in Afghanistan 要求するd working through the Afghan Family 法廷,裁判所, which 限られた/立憲的な the guardianship 過程 to イスラム教徒 parents. Families that receive 許可 from the 法廷,裁判所 can then bring a child to the U.S. to 完結する an 採択, によれば the 明言する/公表する Department.

But under Taliban 支配する, it´s all but 確かな not to be permitted now, Mujtaba said, 特に from a family based in the U.S.

Mujtaba and his 採択 機関 have reached out to Florida Sen. Marco Rubio´s office for help. Mujtaba has even 申し込む/申し出d to go to Afghanistan with the U.S. 軍の, 申し込む/申し出ing his familiarity with the language and culture in return for a chance to bring the boy home.

Rubio´s office 確認するd it is working with Mujtaba and the 採択 機関 but did not 申し込む/申し出 more 詳細(に述べる)s about what 選択s the 上院議員´s staff was 追求するing.

Mujtaba and his wife agreed to 可決する・採択する Noman, a distant 親族, after Mujtaba met him during a visit to Kabul five years ago.

"I just 基本的に fell in love with this little boy. And based on 審理,公聴会 everything, then we knew we had the means and the 動機づけ to help him," he said.

The child´s mother died of 癌, leaving the boy with his adult brothers and 年輩の father who is unable to care for him. Mujtaba 述べるd Noman as "a little boy who has big dreams." He loves music, gets 最高の,を越す grades in school and wants to become a n engineer or a doctor -- a profession Mujtaba said the boy may be drawn to because he´s had to 会合,会う with so many doctors.

Noman appears to have 糖尿病 and other 医療の 問題/発行するs, かもしれない stemming from 栄養 problems, but Mujtaba said it´s not 全く (疑いを)晴らす if the doctors in Afghanistan gave him the 権利 diagnosis or the 治療s.

"That´s the 環境, unfortunately, that you´re in, in Afghanistan," he said. "We´re not really sure 正確に/まさに what the problems might be, once we get here. He´s 罰金 for a period of time and then, unfortunately, he´s not."

Mujtaba is an U.S. 国民 who emigrated from Afghanistan 40 years ago. After the Taliban was 追い出すd two 10年間s ago, he returned in 2005 to the country of his birth for the first time in 20 years. He´s visited Noman 10 times over the past years, staying three to five weeks at a time.

His wife, who is American, has never been to Afghanistan or met the boy in person because it seemed too dangerous to bring her, Mujtaba said.

King, whose 機関 まず第一に/本来 扱うs international 採択s, said her 機関 過程d another 採択 from Afghanistan in 2017, but they´ve never had to を取り引きする a 崩壊(する)d 政府. She said her team are working with the families to get the children out, hoping to 安全な・保証する 緊急 ビザs まっただ中に a 状況/情勢 she 述べるd as "very, very scary."

"I´m watching this as their social 労働者. I cannot fathom what they themselves are feeling and what these little boys are feeling," she said.

Mujtaba, a professor at Nova Southeastern University, said that though the 採択 過程 had felt drawn out, they were 希望に満ちた that they were の近くに until about a week ago.

But now, he´s not sure when or if they will be able to bring the boy to his new home in Fort Lauderdale.

"I think that that´s in jeopardy now," he said.
