Philippines' Duterte will 'die first' before 直面するing ICC
MANILA, Philippines (AP) - Philippine 大統領 Rodrigo Duterte would rather "die first" before 直面するing an international 法廷, his 広報担当者 said Thursday, the day after the 国際刑事警察機構 法廷，裁判所 発表するd it would 調査／捜査する 主張s of 罪，犯罪s against humanity during his 血まみれの war on 麻薬s.
Duterte´s 広報担当者, Harry Roque, said the 大統領，／社長 was unfazed when he´d 知らせるd him late Wednesday of the 法廷，裁判所´s 決定／判定勝ち（する）.
"The 大統領，／社長 didn´t have any reaction, because from the get go, he has said that he´ll die first before he 直面するs any international 法廷，裁判所s," Roque told reporters.
"If there are any （民事の）告訴s, they should とじ込み／提出する it here in the Philippines."
The 法廷，裁判所 on Wednesday said it had 権限を与えるd an 調査 requested by former 検察官，検事 Fatou Bensouda into Duterte´s anti-麻薬s （選挙などの）運動をする, 説 it could not "be seen as a 合法的 法律 施行 操作／手術."

Duterte, who has 元気づけるd many of the deaths but 否定するd 容赦するing extrajudicial 殺人，大当りs of 麻薬 嫌疑者，容疑者／疑うs, is constitutionally 禁じるd from running for another 称する，呼ぶ／期間／用語 as 大統領，／社長 in 選挙s next year. 国際アムネスティ's 長官 General Agnes Callamard said the ICC's 告示 comes at a "pivotal time" and that "human 権利s should be at the 中心 of discussions when the Philippines chooses its next leaders."
"No one is above the 法律," she said in a 声明. "Duterte´s 政府 must すぐに end the cycle of 殺人，大当りs, 除去する those 伴う／関わるd from the 階級s of the police and bring all those 嫌疑者，容疑者／疑うd of 犯罪の 責任／義務 to 裁判，公判."

"While we 推定する／予想する that more theatrics will be 雇うd by the detractors of the 大統領，／社長 as 選挙 season draws 近づく, this 露骨な／あからさまの and brazen 干渉，妨害 and 強襲，強姦 on our 主権，独立 as an 独立した・無所属 country by the ICC is condemnable," he said in a written 声明.
In her 57-page request, a 部分的に／不公平に redacted 見解／翻訳／版 of which the 法廷，裁判所 解放（する）d to the public, Bensouda argued that Duterte's 積極的な approach and bellicose rhetoric toward 麻薬 traffickers had already taken 形態／調整 when he served as 市長 of Davao City, before he was elected presiden t in 2016.
"Throughout his 任期 as 市長, a central 軍隊 of his 成果／努力s was fighting 罪，犯罪 and 麻薬 use, 収入 him the 愛称s `The Punisher´ and `Duterte Harry´ for the violent manner in which he sought to 戦闘 罪，犯罪," Bensouda wrote.
"On 多重の occasions, Duterte 公然と supported and encouraged the 殺人，大当り of petty 犯罪のs and 麻薬 売買業者s in Davao City."
