DATA BILL CLEARS FIRST HURDLE

緊急 法律制定 on communications data has (疑いを)晴らすd its first 障害物 in the House of Lords にもかかわらず 普及した 批評 of the 速度(を上げる) it was 存在 押し進めるd through 議会.

The Data Retention and Investigatory 力/強力にするs 法案 was given a second reading without a 投票(する), as is 伝統的な in the Lords, but the 政府 (機の)カム under 激しい 解雇する/砲火/射撃 over how the 問題/発行する has been 扱うd.

And Home Office 大臣 Lord Taylor of Holbeach, 開始 second reading 審議 in the Lords, 主張するd the 法律制定 単に continued the status quo.

"Those 力/強力にするs are now at 危険," he said. "If we do not take 緊急の 活動/戦闘, lives could be lost."

But former 閣僚 長官 Lord Butler of Brockwell, who sits on the 共同の 知能 and 安全 委員会, said it was a "bad day for the 関係 between 政府 and 議会".

"If the 政府 could reach a 結論 about the necessity of this 法律制定 one week before the House of ありふれたs went into 休会, it beggars belief it could not have reached that 結論 three weeks before... and thus given 議会 proper time to consid er the 法案?" he asked

主要な QC and civil liberties 選挙運動者 Baroness Kennedy of The Shaws, a 労働 peer, said it was "utterly wrong" and an "乱用 of 議会" to 急ぐ through the 法律制定.

"There is 絶対 no 証拠 that I can see that this 法案 should not have been introduced a month ago," the 自由主義の 民主党員 peer said.

Lord King of Bridgwater, the Tory former defence 長官, said he was "深く,強烈に 怪しげな" of 急速な/放蕩な-跡をつけるd 法律制定, 特に when it had all party 協定.

But 保守的な former party leader Lord Howard of Lympne 支援するd the 法案 and said it was "not 不当な" for the 政府 to wait until it knew how it was going to proceed before introducing a 法案.

Lord Lloyd of Berwick, an 独立した・無所属 crossbench peer and former 法律 lord, said the 法案 was necessary.

"It is (疑いを)晴らす we must continue to be able to use communications data in 法廷,裁判所," he said.

自由主義の 民主党員 Lord Macdonald of River Glaven, the former director of public 起訴s, defended the 法律制定 and said it was "nothing to do with the snoopers' 借り切る/憲章".
