事実上の 議会 must continue to 避ける disenfranchising 投票者s, MP 警告するs
投票者s will become disenfranchised unless 手はず／準備 for a 事実上の 議会 remain in place, an ex-閣僚 大臣 has said.
Former Northern Ireland 長官 Karen Bradley, chairwoman of the ありふれたs 手続き 委員会, said 妨げるing MPs from taking part remotely will 除外する members with underlying health 条件s who are unable to travel to Westminster.
The 委員会 has put 今後 推薦s for 事実上の 議会 sittings to continue and is 勧めるing the 政府 to carry on with remote 投票（する）ing まっただ中に a planned return to Westminster next week.
It commended the hybrid 手はず／準備, which 許す MPs to either 投票（する） remotely or in the ありふれたs 議会, in a 報告（する）／憶測 published on Saturday.
It comes as MPs are 始める，決める to return to 議会 on Tuesday to decide on a new method of 投票（する）ing.
Ms Bradley expres sed 関心 only 50 MPs are able to 参加する 手続きs at once in person.
She told the BBC: “We are still going to have only 50 members in the 議会. We are still not going to have that 削減（する） and thrust of 介入s.
“That 簡単に isn’t 議会 as we are used to seeing it. This is a suboptimal 議会.
“This is going to be a 議会 still not scrutinising 政府 in a way that it should.
“With only 50 members in the 議会, with only those that are able to be there 肉体的に because they have not got underlying health 条件s, or for other 推論する／理由s, we are disenfranchising a 広大な／多数の／重要な 列 of members and their 選挙権を持つ／選挙人s.”
労働’s 影をつくる／尾行する disabilities 大臣 Vicky Foxcroft also called for remote 手はず／準備 to continue.
She told the BBC: “無能にするd people are 極端に 関心d at the moment ーに関して／ーの点でs of what’s going on, and they need to feel that their 発言する／表明する is 存在 代表するd.”
ありふれたs （衆議院の）議長 Sir Lindsay Hoyle told The Times: “I still believe that we せねばならない be looking at hybrid for those people who are 保護物，者ing, those people with an age profile.
“And there may be MPs who are really struggling because they have nobody to look after their children. Other 商売／仕事s would try to 融通する that.
“The fact is I’m very, very worried about somebody coming in who may be 感染させるd and before we know it, that has been passed 一連の会議、交渉／完成する.”
The 委員会 said in its 報告（する）／憶測: “It is unfortunate that the 手はず／準備 for remote 訴訟／進行s were 許すd to lapse on May 20, and that it has been necessary to 解任する the House to 許す it to decide on how to 行為／行う its 訴訟／進行s while the 制限s on its work continue.”
Ms Bradley said: “The hybrid House of ありふれたs was an excellent 業績／成就, and the 手続き 委員会 worked closely with 公式の／役人s to 確実にする that hybrid 訴訟／進行s were as 効果的な as possible under the circumstances MPs were 直面するd with in April.
“While hybrid 訴訟／進行s co uld never 取って代わる the spontaneity and 削減（する） and thrust of 審議 in the ありふれたs 議会, they were the best possible 選択 under the 条件s in place.
“The 見解（をとる） of the 手続き 委員会 is that some form of continued 事実上の 参加 continues to be the best 選択 to enable all members, 含むing those unable to travel to Westminster, to 代表する their 選挙権を持つ／選挙人s.”
The 委員会 表明するd “serious 関心s” over 計画（する）s for 分割 ロビーs, 明言する／公表するing it had 設立する “重要な 欠陥／不足s” in the system.
It follows the 告示 on Thursday by Sir Lindsay that the 分割 ロビーs “are 危険な to use for 投票（する）ing”.
Those 関心s were 株d by Public Health England, which advised it would not be 安全な for MPs to 投票（する） in the 伝統的な way of とじ込み／提出するing into 分割 ロビーs, にもかかわらず 対策 such as perspex booths 存在 put in place.
Ms Bradley said: “We have serious 関心s about how the 提案するd system for 分割s in the 議会 will work in practice.
“The House せねばならない be made aware of the 詳細（に述べる） of the 手はず／準備 before it decides on 一時的な 分割 ar rangements on Tuesday.
“If the 提案するd 手はず／準備 cannot be made to work, the remote 投票（する）ing system used in May, paired with 投票（する）ing in the 議会, could be a workable 代案／選択肢.”
自由主義の 民主党員 political and 憲法の 改革（する） spokeswoman Wendy Chamberlain said: “The 政府’s advice to the public is to work from home if possible.
“議会の 当局 have bent over backwards to 確実にする the House of ありふれたs can sit remotely to help 保護する public health. There is no good 推論する／理由 not to continue to do just that.”
