Five Questions on the Trump-Putin 首脳会議
By Helen Coster
July 17 (Reuters) - In a 共同の 圧力(をかける) 会議/協議会 that followed Monday´s の近くにd-door 首脳会議 between Donald Trump and Vladimir Putin, the U.S. 大統領,/社長 辞退するd to 非難する the ロシアの 大統領,/社長 for any 干渉 in the 2016 大統領の 選挙, 受託するd Putin´s 否定 of 干渉,妨害 - and cast 疑問 on the findings of U.S. 知能 機関s, just two days after a 連邦の 大陪審 起訴するd 12 ロシアの 軍の officers for conspiring to 干渉する with the 選挙.
Trump´s Helsinki 業績/成果 drew 批評 from 共和国の/共和党の 国会議員s such as 上院議員s John McCain, Jeff Flake and 略奪する Corker, who 公然と非難するd the 大統領,/社長´s comments. On Twitter former 中央情報局 director John Brennan called Trump´s 行為 "nothing short of treasonous."
Steven Pifer, a 非,不,無-居住(者) 上級の fellow with the Brookings 会・原則 and a former 明言する/公表する Department 公式の/役人 焦点(を合わせる)d on U.S. relations with the former Soviet Union, spoke with Reuters editor Helen Coster about the 首脳会議.
"に引き続いて Trump's bull-in-the-磁器-shop 外交 at 北大西洋条約機構 and in London and his obsequious and embarrassing 業績/成果 in Helsinki," said Pifer, "it is hard to 避ける the 結論 that U.S. 外交政策 利益/興味s would have been better served had Trump stayed home."
COSTER: What was your main takeaway from the 首脳会議?
PIFER: Based on the 圧力(をかける) 会議/協議会, Vladimir Putin has every 推論する/理由 to be happy. He got a formal 首脳会議 with 大統領 Trump, which helps his spin that Russia is no longer 孤立するd. He did not appear to give on any major 問題/発行する, and Trump 拒絶する/低下するd to challenge ロシアの 活動/戦闘s. The 大統領,/社長, at least in public, failed to 非難する ロシアの 侵略 against ウクライナ共和国 and did not put 負かす/撃墜する a marker that ロシアの 干渉 in U.S. politics is 容認できない and, if continued, would result in U.S. 報復. One can only hope that things went better in the actual discussions, but it's not (疑いを)晴らす there is any 推論する/理由 to believe that.
CO STER: What do you think of the fact that Trump took Putin´s 味方する against the U.S. 知能 community?
PIFER: Trump's 受託 of Putin's 否定 of 選挙-干渉 over the considered judgment of the U.S. 知能 community (and the growing number of 起訴,告発s of individual ロシアのs) is astonishing. He gave the Kremlin no 推論する/理由 not to continue such 干渉,妨害 in U.S. 選挙 過程s: it's been successful (from their point of 見解(をとる)), the costs are 極小の, and the U.S. 大統領,/社長 明らかに does not believe it is happening. Why not continue?
COSTER: What do you 推定する/予想する to be the reaction の中で U.S. 同盟(する)s - in public and in 私的な?
PIFER: U.S. 同盟(する)s will likely keep their 見解(をとる)s to themselves 公然と, but they have to be 狼狽d in 私的な. Contrast Trump's 不本意 in Helsinki to 非難する Putin or any ロシアの misbehavior with his eager 準備完了 to 非難する 同盟(する)s [at last week´s 北大西洋条約機構 首脳会議] in Brussels, 特に Germany and German (ドイツなどの)首相/(大学の)学長 Angela Merkel, over 弁護 spending, 加える his London interview in which he put the European Union at the 最高の,を越す of his 名簿(に載せる)/表(にあげる) of 敵s of the 部隊d 明言する/公表するs.
COSTER: So much of 外交 happens in small steps and behind the scenes. What steps of that nature might have come out of today´s 会合, and what do you 推定する/予想する for U.S.-Russia relations going 今後?
PIFER: Hopefully, the 首脳会議 will produce follow-up 対話s that might 産する/生じる some 進歩. Putin opened the door for discussions on 武器 支配(する)/統制する, 含むing on 延長するing the New 戦略の 武器 削減 条約, which would be in the U.S. 利益/興味. We will have to see what comes, but it would be wise to be 患者 and keep 期待s modest.
COSTER: A lot of people are 明言する/公表するing that Trump´s comments today give Putin a blank check ーに関して/ーの点でs of his 未来 行為. What do you think?
PIFER: 本物の 改良 in U.S.-ロシアの relations will 要求する at least some change in problematic ロシアの 政策s, such as 侵略 against ウクライナ共和国, interfer ence in U.S. 国内の politics and 関与 in Syria. It does not appear that Trump gave Putin a 推論する/理由 to change any of those 政策s, so ロシアの misbehavior will likely continue. (報告(する)/憶測ing by Helen Coster)
