While we can hope that the Social 安全 行政 fares better than other 機関s, the reality is that it has been disfavored in 最近の years, receiving いっそう少なく than most other 機関s in the "非，不，無-弁護 discretionary" 部類.

My guess is that the language about continuing disability reviews is ーするつもりであるd to make sure that the Social 安全 行政 has more and more to spend on CDRs even though its （資金の）充当／歳出 さもなければ will go 負かす／撃墜する.
