会合,会う the ex-baggage handler who 公約するs to build Heathrow's third 滑走路 for half the price: Hotel 大君 Surinder Arora interview
At the age of 11, Surinder Arora was, in his own words, a '完全にする nutter'. He smoked, he 賭事d and he carried a knife while roaming the streets of Punjab, India, where he grew up with his aunt and uncle, who 可決する・採択するd him when he was a couple of days old.
Two years later, his life was turned upside 負かす/撃墜する when he was moved to live with his 生物学の parents in Southall, a West London town dubbed 'Little Punjab'. Young Surinder quickly fell 支援する into bad habits, but was put straight by his mother, who 脅すd to 立ち退かせる him from their family home after he lied about bunking off from school.
'She gave me a good hiding,' says Arora, who remembers his mother telling him: 'You ever go and do anything wrong and you tell me the truth, I'll 保護する you. If you 嘘(をつく) to me again, next time I'll chuck you out of the house.' He 追加するs: 'She was that 肉親,親類d of person.'

Arora, sitting with a beaming smile in the coffee 妨げる/法廷,弁護士業 of his Sofitel hotel at Heathrow Airport, is 明確に proud to be a friend of the Queen's son, Prince Andrew, and other 井戸/弁護士席-known 人物/姿/数字s.
But he is bidding to make his own 指名する ? and become part of Britain's history ? by 存在 the man who (finally) builds Heathrow's third 滑走路 and sixth 終点.
He 直面するs an 上りの/困難な struggle. 議会 投票(する)d in favour of Heathrow 拡大 in June ? 50 years after a 労働 政府 first (売買)手数料,委託(する)/委員会/権限d a 報告(する)/憶測 on growing London's airport space ? but there remains major political 対立. 含むing from Boris Johnson, tipped by many as a 未来 Tory Party leader, and Jeremy Corbyn and John McDonnell's 労働.
'I hate 存在 議論の的になる,' says Arora when asked about Corbyn and McDonnell. 'But I will be on this one: I think they would be a 完全にする 災害 ? an 絶対の 災害. We would go 支援する to the 1970s. We need to go 今後 as a nation and I think it would be a real 悲劇 if Jeremy Corbyn (機の)カム into 力/強力にする.'
Arora also 直面するs the challenge of 説得するing the 政府 that he is better positioned to lead Heathrow's 拡大 than the airport's own 操作者, Heathrow Airports 限られた/立憲的な (HAL). Arora's background is in 所有物/資産/財産. He specialises in developing hotels, offices, car parks and other 資産s in airport areas.
Many, 含むing Heathrow bosses, had assumed HAL would be the only 候補者 for the 職業 of building a 滑走路 and 終点. So it (機の)カム as a shock to onlookers ? and 明らかに 'upset' Heathrow (n)役員/(a)執行力のあるs ? when Arora 明かすd his 計画(する)s in the summer of 2017.
One of Arora's big selling points will be price. He (人命などを)奪う,主張するs HAL could rack up costs of £31 billion, while he believes his team can 完全にする the 職業 for £14.4 billion.

'John ? JHK ? is a lovely guy,' says Arora, who is the largest landowner in and around Heathrow, and is in fact HAL's landlord. 'I never say anything about my competitor ? that they're bad, that they are worse at anything,' he 追加するs, before reeling off a long 名簿(に載せる)/表(にあげる) of 支配するs about the way Heathrow is run.
His 関心s centre on Civil 航空 当局 支配するs that mean Heathrow and its 投資家s ? 含むing Spanish 会社/堅い Ferrovial, the Qatar 投資 当局 and the 中国 投資 会社/団体 ? 告発(する),告訴(する)/料金 航空機によるs in line with the value of the airport's 資産s. Therefore, the more HAL spends on building up Heathrow, the more money is returned to 投資家s.
Arora believes HAL's third 滑走路 and 終点 計画(する)s will be overpriced because the company 現在/一般に has a 'monopoly'. He 追加するs: 'I've been 説 to 上級の (n)役員/(a)執行力のあるs: 'Why are you so 脅すd of 競争?' We should 現実に be 説 競争 is a good thing. It keeps everyone on their toes.'
So far, both British 航空路s and Virgin 大西洋 have spoken in support of Arora's 提案 存在 considered, to introduce 競争 and 潜在的に 運動 負かす/撃墜する their costs.
Arora's team, which 含むs construction group Bechtel as lead partner and architects 会社/堅い Corgan, is working on its 競争相手 planning 使用/適用 now and 計画(する)s to とじ込み/提出する it in 2020. In the 合間, a smaller 論争 is playing out between Arora and Heathrow.

Since his tearaway teens, Arora has worked hard all of his adult life. 'This will make a 抱擁する difference for 未来 世代s,' he says. 'If we don't do it ? it doesn't have to be me, I don't care who does it ? then our friends [HAL] will keep on milking it and the 消費者, the 航空機によるs, the 乗客s, the nation will keep on 苦しむing.
'Then it will get to a 行う/開催する/段階 where it's a white elephant ? no one wants to 飛行機で行く in because they can't afford to.'
When Arora is finally ready to hang up his construction cap, he will probably not be around to experience the 利益s ? or 環境の costs, depending on one's political position on airport 拡大 ? of an 大きくするd Heathrow. Instead, he 計画(する)s to return to the Indian streets he once たびたび(訪れる)d as a knife-(権力などを)行使するing 青年.
'India's home,' he says. 'I've got family there, I've kept my roots. My eldest brother and my sister still live there. One day, when I'm a bit old and frail, I'm going to go 支援する.'
