MPs rail against frozen 明言する/公表する 年金 '不正' in ありふれたs, and 労働 誓約(する)s to support 550,000 年輩の expats in 未解決の manifesto

  • Tory MP Roger 強風 called on his party to settle '負債 of honour' to retired expats
  • But 政府 stood by 存在するing 政策 on frozen 明言する/公表する 年金s in 審議?
  • 労働 計画(する)s to put support for 550,000 年輩の expats in manifesto and so do Greens, but other parties' 公式の/役人 選挙 姿勢s are still unknown
  • 明言する/公表する 年金s are frozen when you retire to 確かな countries, 含むing Canada, India and Australia, but not others like the US or Jamaica?
  • 脅し of having 年金s frozen now hangs over some 472,000 EU expats too

労働 is to 含む a 誓約(する) to unfreeze expats' 明言する/公表する 年金s in its 選挙 manifesto, but the Tory 政府 defended 存在するing 政策 in a House of ありふれたs 審議 this week.

Cross-party calls by MPs to start giving 550,000 British pensioners living overseas the same 年次の payout 引き上げ(る)s as all other retirees were rebuffed by the 政府.

明言する/公表する 年金s are frozen when you first retire or move abroad if you decide to live in 確かな countries, such as Canada, India and Australia, but not in others - 軍隊ing many to struggle with the cost of living or give up and return home.??

Debate in Commons: Cross-party calls by MPs to unfreeze state pensions of some 550,000 British expats were rebuffed by the Government

審議 in ありふれたs: Cross-party calls by MPs to unfreeze 明言する/公表する 年金s of some 550,000 British expats were rebuffed by the 政府

It means some expats who retired when the basic 率 was £67.50 a week in 2000 still get that, rather than the £122.30 now received by others who retired that year.

That comes にもかかわらず those who choose to move overseas after 退職 having paid the same 国家の 保険 出資/貢献s as those who remain in the UK, or move to a country where the 明言する/公表する 年金 does continue to rise.

Even if expat pensioners did not see their 明言する/公表する 年金 rise to match the 存在するing UK 年金, they could instead at least have their already lower 年金s start to be uprated with インフレーション, 選挙運動者s say.

But the 政府 argues the 年次の cost of doing even this would 結局 増大する from £30million to £500million. This is because those on much lower 年金s will die and be 取って代わるd by expats with higher payouts, 主要な 明言する/公表する 年金s to 徐々に become equal for everyone in 未来 years.

The anomaly in payouts is because the 政府 has struck individual 取引,協定s with some countries but not with around 150 others, にもかかわらず many of them 存在 連邦/共和国 nations.

People moving abroad can be 影響する/感情d even if they paid 十分な 国家の 保険 出資/貢献s in the UK during their working lives.

In a 新たな展開, those who live in a country where 支払い(額)s are not uprated can get higher 支払い(額)s for periods of time they spend 支援する in the UK, for example on a family holiday.

Brexit has 高くする,増すd political 利益/興味 in frozen 明言する/公表する 年金s, because the 472,000 people who have retired to other EU countries 現在/一般に get (a)自動的な/(n)自動拳銃 年次の 増加するs, but it is 不明瞭な whether the UK will strike a 取引,協定 for this to continue after its 出発.

It is a 事柄 of moral 責任/義務 and 義務 that has been shirked by 連続する 政府s of 異なるing political 説得/派閥s disgracefully - Sir Roger 強風, MP

Sir Roger 強風, a backbench Tory MP who has spearheaded a cross-party (選挙などの)運動をする on the 問題/発行する, 控訴,上告d to his party's leaders to settle a '負債 of honour' to retired expats and 含む a 誓約(する) to start 増加するing their 明言する/公表する 年金s in the 保守的な manifesto.

'This is not ? let me make this (疑いを)晴らす from the start ? a 事柄 of cost. It is a 事柄 of moral 責任/義務 and 義務 that has been shirked by 連続する 政府s of 異なるing political 説得/派閥s disgracefully since the 1960s. It is past high-time to recognise that 不正,' he said in the House of ありふれたs.

He said many expats choose to move abroad for personal 推論する/理由s and would be aware of the changes to their 年金 before doing so.

He 追加するd that 国家の 保険 was a '支払う/賃金 as you go' system, where 現在の 出資/貢献s were used for 支出 on 明言する/公表する 年金s in that year, not in 未来 ones.

For 労働, 影をつくる/尾行する 年金s 大臣 Alex Cunningham 支援するd calls to end '不正' for pensioners living abroad, and during Wednesday's 審議 確認するd that a かかわり合い to start 増加するing all expat 明言する/公表する 年金s would appear in the party's 選挙 manifesto.

Party leader Jeremy Corbyn also recently threw his 負わせる behind moves to overturn 長年の 規則s that 封鎖する expats living on frozen 明言する/公表する 年金s from getting payouts like other retirees.?

During Thurday's 審議, Cunningham asked: 'Why in this globalised world should the country in which a person retires by choice or by other means 影響する/感情 the 年金 they have worked hard to earn for 45 years or more?'

He went on: 'This doesn't sound like a fair system to me. It sounds like a system which leaves hundreds of thousands of pensioners with 不確定 about their 未来, their 財政上の position and 最終的に their wellbeing.'

自由主義の 民主党員 MP Greg Mulholland said he did not know yet whether his party would 含む a 政策 支援 明言する/公表する 年金 増加するs for all expats in its manifesto, but that he ーするつもりであるd to 勧める them to make this かかわり合い.

The Scottish 国家の Party's 年金s 広報担当者 Ian Blackford said the 現在の 政策 was impoverishing pensioners, and the stories he had heard about the human cost were heartbreaking.

'Where is the humanity? Where is the dignity? This is wrong and it's something we must を取り引きする,' he said.?

The?Green Party 含むd a かかわり合い to 改革(する) in its 2015 manifesto, and this position is not 推定する/予想するd to change in the 現在の 選挙.?

How do 明言する/公表する 年金s rise each year??

明言する/公表する 年金s 現在/一般に 増加する in line with the '3倍になる lock' - whichever is the highest of インフレーション, 普通の/平均(する) 収入s or 2.5 per cent - unless you live in one of the 除外するd countries. In the past few years, it has routinely risen by 2.5 per cent because salary 増加するs have remained weak and the インフレーション 率 low.

People who are する権利を与えるd to second 明言する/公表する 年金 最高の,を越す-ups 同様に as the basic payout of £122.30 a week have these frozen too if they move to one of the 影響する/感情d countries.

People in frozen countries who have retired since the 明言する/公表する 年金 精密検査する last spring are also 閉めだした from getting 増加するs in the new flat-率 明言する/公表する 年金, which is cur rently £159.55 a week.

Expats who come 支援する to the UK, whether for a short visit or for good, get their 明言する/公表する 年金 uprated 支援する to the 十分な 量 again if they 適用する to the DWP service centre.

What do overseas 年金 選挙運動者s want??

選挙運動者s argue that people might 支払う/賃金 国家の 保険 their whole life, but still receive a 減ずるd 明言する/公表する 年金 just because they choose to retire abroad to one country over another.

They say the cost of unfreezing expat 明言する/公表する 年金s would be 相殺する because the 政府 makes 貯金 on every pensioner who moves abroad at 退職, since they don't use the NHS and care services or take other 利益s.

The International 国際借款団/連合 of British Pensioners, which is の中で pensioner groups (選挙などの)運動をするing on the 問題/発行する, was 予定 to discuss the 事柄 with Harrington at a 会合 on Wednesday, but this was cancelled に引き続いて the surprise 選挙 告示.

Dave Morris, a director of the ICBP (pictured above with other 選挙運動者s, 含むing Roger 強風 MP), flew to the UK from Canada to …に出席する the House of ありふれたs 審議 this week.

He regarded Harrington's 協定 to have a 会合 as a welcome 調印する of 進歩 even though it got called off, and was 希望に満ちた the 選挙 and Brexit 交渉s would be a catalyst for changing 政治家,政治屋s' minds over the 現在の 政策.

The 大多数 of the ICBP's 現在の 20,000 members are based in Australia and Canada and have been living on frozen 明言する/公表する 年金s ever since moving abroad.

However, Morris said the group was receiving 利益/興味 from expats in EU countries - Spain in particular - and that it 計画(する)s to (選挙などの)運動をする hard to 持続する their 権利s to uprated 明言する/公表する 年金s under any Brexit 取引,協定, 同様に as on に代わって of people already on frozen 年金s.

WHY ARE STATE PENSIONS FROZEN FOR SOME EXPATS??

Whether an expat's 年金 is frozen or not depends 完全に on where they move to, because the 政府 has struck individual 取引,協定s with some countries but left around 150 others out in the 冷淡な. See the 地図/計画する above and the 名簿(に載せる)/表(にあげる) of countries 影響する/感情d just below.

This has created an historical anomaly, which 起こる/始まるd some 70 years ago, where people retiring to Canada, Australia, India, Africa and many parts of the Caribbean lose out on 明言する/公表する 年金 増加するs, while those living in EU countries, the US, Jamaica, イスラエル and the Philippines get their 十分な whack.

The 政府 has not struck any new 取引,協定s for many 10年間s, but the 問題/発行する is 確かな to come up during the Brexit 交渉s, because if not a その上の 472,000 people who have retired to other EU countries could see their 明言する/公表する 年金s frozen too.?

年輩の people can experience 厳しい 財政上の hardship if they still choose to go abroad, while in other 事例/患者s they are unable to join families overseas or return to their 母国 after working in the UK because they can't afford it.?

HOW MUCH IS THE STATE PENSION?

The basic 明言する/公表する 年金 is £122.30 a week.??It is topped up by 付加 明言する/公表する 年金 entitlements - S2P and Serps - accrued during working years.

That two-tier system has changed for people retiring since 6 April 2016, when it was 取って代わるd by a new 'flat 率' 明言する/公表する 年金. This is 価値(がある) £159.55 a week.

However, people who have 契約d out of S2P and Serps over the years?get いっそう少なく than this.

労働者s needed to have 30 years of qualifying Natio nal 保険 出資/貢献s to get the old 明言する/公表する 年金, but they now need to have 35 years of 出資/貢献s to get the new flat 率 明言する/公表する 年金.

But even if you paid in 十分な for a whole 35 years, if you 契約d out for some years on 最高の,を越す of that it might still 減ずる what you get.?

Everyone gets the 選択 of deferring their 明言する/公表する 年金 to get more in their later years. You can check your NI 記録,記録的な/記録する here.?
