The 粉々にするd 退職 dreams of millions of women have been 非難するd on the 政府's 失敗 to 適切に communicate 明言する/公表する 年金 changes ? as a damning 報告(する)/憶測 明らかにする/漏らすd yesterday.

The 議会の and Health Service Ombudsman criticised the Department for Work and 年金s for failing to adequately 促進する and explain to women born in the 1950s they would receive their 明言する/公表する 年金 up to six years later.

政府 公式の/役人s did spend more than £10million of taxpayer money on advertising (選挙などの)運動をするs, but adverts were often obscure and cryptic, as we 明らかにする/漏らす. So do you think the women deserve billions in 補償(金) for 失敗s in how the changes were communicated??

A golden retriever 答える/応じるs: 'Relax Wendy. There's a guide that tells you about it.'?

That was it. No その上の explanation ? apart from the small print beneath the picture explaining that the 明言する/公表する 年金 age for women was changing to 65 in line with the men's age.

It seemed like they 手配中の,お尋ね者 to bury this (警察などへの)密告,告訴(状) ? like an unwanted health 警告 that used to be hidden at the 底(に届く) of an advert for cigarettes.

Readers were then encouraged to send in a coupon or call a phone nu mber to request a 解放する/自由な (警察などへの)密告,告訴(状) pack.

A ludicrously 不適切な and probably 不快な/攻撃 central metaphor?

David Alder, a lecturer in advertising at Bournemouth University, branded it 'a ludicrously 不適切な and probably 不快な/攻撃 central metaphor' that managed to 'make this 広告 an (a)自動的な/(n)自動拳銃 page-turner'.?

The 試みる/企てるd used of humour worked as a smokescreen to hide the truth ? when a simple 旗,新聞一面トップの大見出し/大々的に報道する explaining what was happening might have been useful.

The DWP says this (選挙などの)運動をする, which ran between 2001 and 2003, received more than 1.1million 返答s 経由で its website, helpline and returned coupons, with 1.5million ちらしs ordered by March 2002.

These adverts 含むd advertorials ? in newspapers and magazines ? with images of the board 耐えるing messages in place of street 指名するs. For example, rather than buy Old Kent Road for £60, you were encouraged to 'アイロンをかける it out now ? and let off some steam in your 退職'.?

Land on a Chance square and, you guessed it, you were 扱う/治療するd to such gems as 'Don't leave your 年金 to chance'.

Needless to say, the advert was even いっそう少なく alluring than playing an actual game of Monopoly with temper-tantrum children on ボクシング Day. And for many, the message was lost.

The advertorial content was also not always (疑いを)晴らす at explaining why you were reading the piece ? until you got halfway 負かす/撃墜する the literature.

For example, one that was printed in Woman magazine in March 2000 - during the period the Monopoly (選挙などの)運動をする was running - appeared on page 51 (of 59) of the 週刊誌 出版(物), with the headli ne 'Don't leave your 年金 to chance'.?

The article began: '年金s had never been very high on Carol Phillips' 協議事項 - until her younger sister Anne について言及するd that she was going to have to start her own after getting 離婚d.'?

It was only almost halfway through that readers discovered the women's 明言する/公表する 年金 age was rising.?

In the article, Carol said: 'I 設立する out that I'd be getting my 明言する/公表する 年金 later than I thought'.?

'明らかに, from 2020, women will be getting their 明言する/公表する 年金 age at 65 - the same as men. As women tend to live longer than men, I suppose it makes sense and it's much easier to 計画(する) for the 未来 when you know what changes are going to take place.'

There was also a small (米)棚上げする/(英)提議する at the 底(に届く) of the page which does 明確に (一定の)期間 out how women of different ages will be 影響する/感情d. The advertising 明言する/公表するs that 'all women born after April 6, 1955 will have to wait until they are 65 before they can (人命などを)奪う,主張する their 明言する/公表する 年金'.?

The 目的(とする) seems to be to bury the bad news beneath the tedious story of a woman who one day called the DSS?

It does not について言及する that women born between April 1950 and April 1955 would also be 影響する/感情d by the 年金 change.

The letters that didn't explain things

Along with advertising in magazines, newspapers ? 同様に as on the 味方する of buses, trams and on TV 審査するs in 地位,任命する offices ? mail was sent in the 地位,任命する.

ちらしs headlined 'What every woman needs to know about 年金s' and '年金s for Women' were given out ? 同様に as a 'Women's 年金 Pack' that was 利用できる through the 年金 Service.?

This pack 含むd not only ちらしs, but a cardboard 'reckoner' that 許すd you to work out your 明言する/公表する 年金 age by adjusting the slider to your birthday.

Up to 3.8million women born in the 1950s should have received letters 知らせるing them about the changes, believes the ombudsman. But many said they received such (警察などへの)密告,告訴(状) far too late or did not receive anything in the 地位,任命する at all.?

The ombudsman said this resulted in 'lost 適切な時期s to make 知らせるd 決定/判定勝ち(する)s about their 財政/金融s' as a result.

Between 2003 and 2006, millions of women below 退職 age received letters with an 見積(る) of what their 明言する/公表する 年金 would be in 退職. But the letters did not 含む/封じ込める any (警察などへの)密告,告訴(状) about the rise in 明言する/公表する 年金 age from 60 to 65.?
