Graham Hall was looking 今後 to 郊外住宅 追跡(する)ing next month in sun-drenched Javea, a historic Spanish town on the Mediterranean Sea.

Graham, 73, from Bristol, has been visiting Spain for more than 19 years and was considering buying himself a base for his たびたび(訪れる) visits.?

He had his 注目する,もくろむ on a holiday home in Javea where he enjoys the idyllic nature reserves and 野性生物.

At a 閣議 la st Tuesday, Spanish 総理大臣 Pedro Sanchez 発表するd his 政府's 意向 to 捨てる the 計画/陰謀 altogether. Golden ビザs 申し込む/申し出 急速な/放蕩な-跡をつけるd residency to foreign 投資家s who buy 所有物/資産/財産 in Spain 価値(がある) at least 500,000 euros (£429,000).

The 告示 by Sanchez sent shockwaves の中で British expats and 所有物/資産/財産 owners in Spain.

Expats 恐れるd it spelt even その上の 制限s on their ability to live and work in Spain ― both of which have become more difficult since Brexit.?

Some real 広い地所 スパイ/執行官s 警告するd it would be cataclysmic for the high-end 所有物/資産/財産 market as it would lead to an exodus of foreign 買い手s with generous 予算s.

For Graham Hall, who has a 所有物/資産/財産 商売/仕事 in the UK, it is yet another 'retrograde step' by the Spanish 政府 that has put him off 投資するing in the country.?

'It shows they can change the 支配するs any time,' he says. 'I've put the 郊外住宅 購入(する) on the backburner and will stay in hotels when I visit instead. It's Spain that will 行方不明になる out because if I'm not spending, they're losing.'

What is the golden ビザ?

The 投資 ビザ ― known 一般的に as the golden ビザ ― 許すs 制限のない residency to an 投資家 (同様に as their spouse and 扶養家族 children) ― who spends at least 500,000 euros on Spanish 所有物/資産/財産. The 購入(する) cannot be made with a mortgage.

The ビザ can also be 得るd with an 初期の 投資 of at least 2 million euros in 社債s 問題/発行するd by the Spanish 政府 or 1 million euros in 株 in Spanish companies or 基金s, or deposited in a Spanish bank account.

On paper, the ビザ sounds like a boon for Britons wishing to spend time in Spain unbound by 地位,任命する-Brexit 支配するs. These 明言する/公表する that 非,不,無-EU 国家のs cannot spend more than a total of 90 days in the EU within a total period of 180 days without a ビザ.

The golden ビザ 許すs 支えるもの/所有者s to remain 税金 居住(者) どこかよそで and therefore also 免除された from Spain's wealth 税金s, which are 徴収するd on Spanish 税金 居住(者)s' 世界的な 資産s.

However, in reality, few people use golden ビザs. Just 5,000 golden ビザs were 問題/発行するd between their 開始する,打ち上げる in 2013 and November 2022, Spanish 政府 人物/姿/数字s show.

And just a fraction of these go to Britons ― a mere 177, によれば 人物/姿/数字s from the 省 of Foreign 事件/事情/状勢s, European Union and 協調 of Spain and analysed by Transparency International.

Nearly half of 受益者s ― 2,712 ― were Chinese, 1,159 were ロシアの, 203 Iranian and 179 U.S. 国民s. By comparison, 87,365 所有物/資産/財産s in Spain were bought by foreigners in 2023 alone ― 8,326 of which were 購入(する)d by British 買い手s.

What are the 代案/選択肢s?

There are around 303,000 Britons living in Spain on ビザs that are not 影響する/感情d by last week's 告示.

The '非,不,無-lucrative' ビザ is most popular の中で retirees as it 許すs 支えるもの/所有者s to reside in Spain without 限界 so long as they can show they have enough to live on without needing to earn money.?

This is a 最小限 of 28,800 euros for a 選び出す/独身 person or 36,000 euros for a married couple.

The ビザ lasts for a year, after which it can be 新たにするd four more times. After five years, 支えるもの/所有者s can 適用する for 永久の residency.?

支えるもの/所有者s are considered 税金 居住(者) in Spain, so Britons on this ビザ 支払う/賃金 税金 on their income and wealth to the Spanish 政府, rather than HMRC.

There are also work ビザs for those who are looking to start a 商売/仕事 in Spain or work for a Spanish company.

A growing number of Britons are also moving to Spain on a '数字表示式の nomad' ビザ, introduced by the Spanish 政府 last year for people who are working remotely for 非,不,無-Spanish companies.?

They are popular の中で people who could work from anywhere and so choose to be based in Spain where they have better lifestyle and lower living costs than they would in their home country. These ビザs 要求する a 最小限 income of 31,752 euros a year for a 選び出す/独身 person.

Holly 対処する, 31, was living and working in Sheffield as a podcast 顧問 and host of the podcast More Than a Lawyer when she had a realisation.

'All of my work is 完全に online, so I can really do it from anywhere,' says Holly. 'I was living in Sheffield and 戦う/戦いing train str ikes all the time, terrible 天候 and expensive rent and 法案s. I suddenly thought: if I can live anywhere, why do I live in Sheffield?'

Holly 適用するd for Spain's 数字表示式の nomad ビザ and moved to Madrid in May last year. She spends 900 euros a month on a spacious two-bedroom flat with a terrace just outside of the city centre.?

The 天候 is so 穏やかな even in winter that she never has to turn the heating on so her gas 法案 is 無. Her remaining 世帯 法案s, 含むing electricity and water, 追加する up to 50 euros a month.

'The cost of living is so much cheaper here,' says Holly. 'A coffee costs 1.60 euros instead of の近くに to £4 as it is in the UK. I live 権利 next to a beautiful park and even now in spring it doesn't get dark before 9pm so I often go out with friends in the evening for a nice Sangria.'

Why is the 計画/陰謀 存在 孤立した?

The golden ビザ was created in 2013 in an 成果/努力 to 支える Spain's struggling 所有物/資産/財産 market in the wake of the eurozone 危機.

Now the 所有物/資産/財産 market has swung the other way and, in some major cities, there is a 不足 of affordable 住宅 for 居住(者)s.

Armand Arton, 長,指導者 (n)役員/(a)執行力のある of Arton 資本/首都, a 主要な 会社/堅い in the 投資家 移民/移住 産業, believes that the 政府 needs someone to 非難する and foreigners are a 'convenient 的'.

'Spain and other countries that have 孤立した or watered 負かす/撃墜する their golden ビザs are doing it to please 投票者s ― to show that they are taking necessary 活動/戦闘 to make 住宅 affordable for 国民s by pointing the finger at foreign 買い手s.'

He 追加するs that Portugal withdrew its own golden ビザ 計画/陰謀 for 所有物/資産/財産 投資家s last year and it hasn't made 所有物/資産/財産 prices any more affordable.

Hans Lenz, managing director of Engel & V?lkers Mallorca 南西, says even the high-end 所有物/資産/財産 market has not been 衝撃d by golden ビザ 買い手s.

'Around 144,000 所有物/資産/財産s are sold on 普通の/平均(する) every year in the Balearic Islands, and 31 per cent are to 非,不,無-居住(者)s. But just two per cent of these are golden ビザ 購入(する)s,' he says.

'When the ビザ was introduced 11 years ago we were prepari ng ourselves for all these new 買い手s, but it never really took off. It means we never really 利益d from it, but now it means we won't be 影響する/感情d when it is 孤立した either.'

Will its 終結 衝撃 Britons?

Jonathan Eshkeri, a director of E&G Solicitors in Spain, helps Britons 適用する for Spanish ビザs, but says that under five per cent of those 使用/適用s are for golden ビザs.

So far he has heard from just one (弁護士の)依頼人 who had ーするつもりであるd to buy a 所有物/資産/財産 to 適用する for a golden ビザ, but has put 計画(する)s on 持つ/拘留する に引き続いて the 撤退 告示.?

'British holidaymakers with holiday homes in Spain rarely take advantage of the golden ビザ because most don't want to be in Spain more than 90 days in 180 anyway,' he says.

Sean Wooley, who lives in Marbella and sells high-end 所有物/資産/財産s is seeing a flurry of activity, but says that in the long 称する,呼ぶ/期間/用語 the 撤退 of the golden ビザ will have little 衝撃 on British 所有物/資産/財産 買い手s in Spain. いっそう少なく than 10 per cent of sales are to those with or wishing to 得る golden ビザs.

'I tell British 買い手s who are in their 40s and 50s with a holiday home here to 適用する for the ビザ now,' he says.?

'Because while they may not need it now as they only come for shorter breaks, they may 高く評価する/(相場などが)上がる having it when they're retired and want to spend longer in the country than the 90 days in 180 permitted to those without the golden ビザ.'

詳細(に述べる)s of the 計画/陰謀 終結 have not yet been 公表する/暴露するd, but so far solicitors 推定する/予想する that 存在するing 支えるもの/所有者s will be able to hang on to theirs.?

What next for the golden ビザ?

As it stands, 詳細(に述べる)s of the planned 終結 of the golden ビザ 計画/陰謀 are 限られた/立憲的な to last week's 告示 by PM Sanchez ― there is 現在/一般に no 法律制定 to 支援する it.

It is also not yet known whether the 計画/陰謀 will be scrapped altogether, or just the element that 許すs ビザs for real 広い地所 投資.?

Sanchez's speech made it (疑いを)晴らす it was 所有物/資産/財産 投資家s he was 的ing, whom he 非難するd for 強調する/ストレスing the 住宅 market and making it harder for Spanish 居住(者)s to find decent affordable homes.

He said: 'Today, 94 out of every 100 such ビザs are linked to real 広い地所 投資... in major cities like Barcelona, Madrid, Malaga, Alicante, Valencia or Palma de Mallorca that are 直面するing a 高度に 強調する/ストレスd market and where it's almost impossible to find decent 住宅 for those who already live, work and 支払う/賃金 their 税金s there.'

Although 計画(する)s to 身を引く the golden ビザ 抑制(する)s the 選択s 利用できる to Britons wishing to reside in Spain, some Britons in the country support the 提案.

Anna Evans, 58, has lived in Costa Blanca since she left the East Midlands eight years ago. She was able to move to Spain without a ビザ as she did so before the 地位,任命する-Brexit 支配するs kicked in.

'The 除去 of the golden ビザ may not have an 衝撃 on many people, but it sends a wider message that Spain will look after its own,' she says.

'That 態度 may make it harder for foreigners and we may have to jum p through more hoops to be here, but some of us feel that there is something the UK could learn from Spain.'
