ROS ALTMANN: The 政府's stealth 税金 (警察の)手入れ,急襲 on pensioners shows they're just giving with one 手渡す and taking away with the other

In the coming months many British pensioners will 直面する a horribly unwelcome surprise when they 選ぶ up their 地位,任命する from the doormat.

There could be a letter in one of those brown envelopes 知らせるing them they will have to fill in a 税金 self-査定/評価 form ? even worse, that they did not 支払う/賃金 their 税金 and 直面する a 刑罰,罰則.

式のs, the 脅し of the taxman making his presence felt の中で our 年輩の is very real. 見積(る)s 現れるd yesterday that 1.6 million more pensioners could become liable for 所得税 in the next few years, 儀礼 of the 政府's 決定/判定勝ち(する) to 凍結する the personal 税金 threshold rather than 許すing it to rise with インフレーション.

For Britain's pensioners this is an アイロンをかける 握りこぶし 覆う? in a velvet glove. The trumpeted 明言する/公表する 年金 rise ? the いわゆる 3倍になる lock 保証(人)ing a reasonable 増加する ? is welcome. But it has dragged many more unsuspecting pensioners into the 税金 逮捕する.

Indeed, it could mean more than 9 million having to 支払う/賃金 税金 ? a 二塁打ing of the 4.5 million liable in 2010, when the 連立政権 (機の)カム to 力/強力にする.

Don't get me wrong ? I'm delighted that after years of 腐食, the 3倍になる-lock has 上げるd 明言する/公表する 年金s. Under the system, the 8.5 per cent インフレーション 増加する this year has raised the 明言する/公表する 年金 by £17.35 a week, to £221.20.

But this good news comes with a 汚い sting in the tail, as the 明言する/公表する 年金 now accounts for 90 per cent of the 税金-解放する/自由な allowance before you have to start 支払う/賃金ing 所得税. Even a bit of extra 私的な income will take pensioners into 税金 義務/負債, and the …を伴ってing nightmare of paperwork.

Many pensioners, 存在するing on modest sums, will never have had to 支払う/賃金 税金 on their 年金s before nor, in their working lives, done a self-査定/評価.

Given there are no 計画(する)s for any form of marketing or advertising (選挙などの)運動をする 警報ing them to this, many are going to find themselves 支配する to 税金 without realising it ? thus incurring 刑罰,罰則s for not doing something they didn't know needed to be done in the first place.

Nor can they rely on HMRC for help, if its helpline becomes 圧倒するd. Where are they 推定する/予想するd to turn for help, 特に those who are not 確信して online?

At the very least, the Department for Work and 年金s must 令状 to 警報 pensioners to check whether they may be liable for 税金 ? and we should have better 連絡事務s between DWP and HMRC, with a 献身的な helpline for pensioners who want to speak to someone.

Either way, this 状況/情勢 leaves me exasperated ? a feeling with which as a 長年の 年金s 専門家, I have become ますます familiar.

Whether it be the constant moves to 増加する the 年金 age ? to 68 by the 中央の 2030s, meaning much higher poverty 率s for 65-67 year-olds ? the 失敗 to 改革(する) social care or cutbacks to 年金 credit, it's hard not to feel that our 年輩の, 特に the poorer の中で them, are getting a rum 取引,協定.

Even the laudable rise in 年金 income is partly 相殺する by the spiralling cost of living: 分析 by the think 戦車/タンク 決意/決議 創立/基礎 設立する that the 普通の/平均(する) 受取人 would be left only £190 a year better off in practice.

Factor in the (ドイツなどの)首相/(大学の)学長's 現在進行中の 凍結する on 所得税 thresholds, and that is likely to be wiped out altogether.

Pensioners with little more than just a 明言する/公表する 年金 deserve better than a 政府 giving with one 手渡す ? and cynically taking with the other.
