Jeremy 追跡（する） today said lower 利益／興味 率s could give him room to 削減（する） 税金s in the spring 予算 ahead of the 総選挙.

The （ドイツなどの）首相／（大学の）学長 主張するd the 政府 計画（する）s to 減ずる the 税金 重荷（を負わせる） 'if we are able to' ? but 警告するd he will not know what is possible until the Office for 予算 責任／義務's 予測（する）s next year.
