EXCLUSIVE会議s spent over £1BILLION more on energy last year: Questions raised over value for taxpayer cash

When the energy 危機 攻撃する,衝突する last year, 世帯s up and 負かす/撃墜する the country were met with exponential 引き上げ(る)s to their 法案s.

At the same time, 地元の 当局 were 軍隊d to look at their own energy 契約s - and 人物/姿/数字s 株d 排他的に with This is Money show some paid over the 半端物s for 力/強力にする used in their offices and other public buildings such as schools and libraries.?

Questions are now 存在 raised as to how they hedged against rising prices, and how much value for money they are getting from taxpayer cash.?

It comes as many taxpayers 直面する higher 会議 税金s as 地元の 当局 come under 増加するing 財政上の 圧力, with some 恐れるing 破産.

Over the odds? Box Power's figures reveal some local authorities overpaid for their energy during the crisis and have since hiked council taxes

Now, This Is Money can 明らかにする/漏らす the 十分な extent of the 危機 that 攻撃する,衝突する 会議s a cross the UK.?

Box 力/強力にする CIC, a not-for-利益(をあげる) energy consultancy, has 収集するd a 業績/成果 (米)棚上げする/(英)提議する of how much 会議s paid for their energy at the 頂点(に達する) of the 危機 - and which vastly overpaid.

It 示すs the first time any (米)棚上げする/(英)提議する has been published, 収集するing all 会議s' energy usage and spend and 明らかにする/漏らすs the 抱擁する 不平等 between what 地元の 当局 paid.

Scroll 負かす/撃墜する for the 十分な 最高位のs.?

How do 会議s buy energy?

The way 地元の 当局 and public 部門 団体/死体s buys energy 異なるs from how 世帯s, and even 商売/仕事s, buy energy.

Their 過程 is more 類似の to 国内の energy 供給者s, whereby they 本体,大部分/ばら積みの buy energy in 前進する and have hedging 政策s in place to 確実にする they get a good 取引,協定.

But public organisations have to either 捜し出す a 十分な f ormal open tender 過程 and buy 独立して, or they could join an 存在するing 枠組み 協定, によれば Box 力/強力にする.

These are mostly run by Public Buying Organisations, of which the largest is the 栄冠を与える 商業の Service, while other 会議s form their own buying group - usually in 地域の clusters.

Unlike 世帯s, who were 軍隊d to 支払う/賃金 the 量 申し込む/申し出d by their 供給者s, 地元の 当局 have 接近 to economies of 規模 and 専門家 買い手s.

Energy crisis: Like households, councils were forced to pay more for their power following Russia's invasion of Ukraine in 2022 - but some claim they could have got cheaper deals

Energy 危機: Like 世帯s, 会議s were 軍隊d to 支払う/賃金 more for their 力/強力にする に引き続いて Russia's 侵略 of ウクライナ共和国 in 2022 - but some (人命などを)奪う,主張する they could have got cheaper 取引,協定s

This is because they buy en ergy for their own offices, but also public places like schools, libraries and swimming pools. 会議 energy spend also 含むs street and traffic lights.

会議s tend to have a degree of 柔軟性 on when they 購入(する) energy, and can often leave this to nearer the date of 供給(する) so it is more cost 効果的な, says Box 力/強力にする.

These 存在するing 枠組みs are supposed to help 会議s to navigate periods where prices rise quickly and they have 危険 誘発する/引き起こすs in place to 保護する the public purse.

However, the energy 危機 that followed Russia's 侵略 of ウクライナ共和国 in February 2022 seems to have caught some 会議s by surprise, 主要な to much higher 法案s.

Box 力/強力にする's co-創立者 and CEO Corin Dalby says: 'For the 会議s that had their energy 契約 新たにするd on 1 April of that year, then realistically they could or should have re-tendered up to 12 months earlier to enable them to 今後-hedge their Winter 2022 energy before the prices spiked.'

Of course, 会議s couldn't 心配する the spike in prices - but Dalby 示唆するs that 会議s buying energy 独立して could have joined an 存在するing 枠組み to minimise 危険.

'We understand one type only bought their winter energy in September 2022, but may not have had 危険 price 誘発する/引き起こすs in place to 保護する the public purse.

'A 戦略 is just that… but if world events like the 侵略 then 令状d proactive 活動/戦闘 to 問題/発行する a 改訂するd 戦略 that did 含む price cap 誘発する/引き起こすs, this should have 保護するd the (危険などに)さらす from その上の 上向き price shocks.'

The energy 法案 救済 計画/陰謀 which was introduced for 非,不,無-国内の 顧客s in September 2022 helped to 緩和する some of the 圧力, by capping prices at 21.1p/kWH for electricity and 7.5p/kWH for gas.

It means that while the 会議s might have paid a fraction of the 予報するd prices, they were 保護するd by EBRS and money from the public purse.

How much have 会議s paid for energy?

With this in mind, Box 力/強力にする CIC approached 地元の 当局 across the UK, asking them for their usage and cost 人物/姿/数字s for 2022/23.

The 人物/姿/数字s show that 会議s across the UK paid an 概算の £1billion more for energy in 2022/23 than the previous year.

The 人物/姿/数字s show that the 272 会議s that 公表する/暴露するd the previous year's 人物/姿/数字s spent £1.114billion in 2021/22, and this rose by £835million to £1.939billion. It 代表するs a 74 per cent 増加する over just one year.

Ranked: These five councils were judged spent the most on energy,? overall spend on energy

These five 会議s were 裁判官d to have spent the most on energy, by Box 力/強力にする. Its method 連合させるd the price per kWh and also the cost value, to come up with an 全体にわたる 最高位の

This (米)棚上げする/(英)提議する shows the 残り/休憩(する) of the 最高の,を越す 10 会議s that spent the highest p/kWH on energy?

Dalby said: 'When you consider there are also 100 会議s we didn't receive (警察などへの)密告,告訴(状) from, it' s reasonable to 見積(る) that 会議s paid £1billion more than the previous year.'

人物/姿/数字s 公表する/暴露するd by 政府 機関s show this rose just 34 per cent last year.

To adjust for any differences in sizes between 会議s, Box 力/強力にする translated usage and spend to the price per kWh to give a fairer 査定/評価.

Its 業績/成果 (米)棚上げする/(英)提議する 階級s the 最高の,を越す 会議s and 連合させるs the price per kWh for both and also the cost value of each, looking at their 全体にわたる spend on energy.

Which 会議s paid more for energy?

Manchester takes the 最高の,を越す 位置/汚点/見つけ出す, having paid 62.1p/kWH for electricity によれば Box 力/強力にする's 人物/姿/数字s.

By comparison, the 普通の/平均(する) for the 会議s in the 最高の,を越す half of the (米)棚上げする/(英)提議する was 40.3p/kWh and 23.9p/kWH for the 普通の/平均(する) 会議 who paid いっそう少なく.

A spokesperson for the 会議 said: 'We do not believe that taking our pence per 部隊 人物/姿/数字 for this 明確な/細部 period 供給するs a fair or 現実主義の comparison.?

'It was a period of high turbulence in the energy market 予定 to 全世界の factors, such as the war in ウクライナ共和国, and 必然的に some 会議s - such as those who happened to have 契約d earlier - will have been 衝撃d いっそう少なく than others but they are likely to have paid a higher 賞与金 in the period before.

'It is also 不明瞭な whether the 人物/姿/数字s 引用するd are a like-for-like comparison. The total we 引用するd was inclusive of 20 per cent 付加価値税 (which the 会議 subsequently 回復するs) and さまざまな 政府 徴収するs such as the 気候 Change 徴収する which will inflate the t otal. It is not (疑いを)晴らす whether the 人物/姿/数字s for other 地元の 当局 含む these or not.'

Until this point, there has been no (判断の)基準 for 会議s to see how they have 成し遂げるd, meaning many will be unaware of whether they have paid over the 半端物s.

Dalby says: 'We think more transparency and scrutiny is 必須の, as without it the public cannot 持つ/拘留する these public 団体/死体s that are spending their money to account.

'The 衝撃 that the cost of living 危機 is having on ordinary people is 存在 悪化させるd by 会議 税金 増加するs and 削減(する)s to 地元の services. It's 決定的な that ordinary people can see that their 地元の 会議 is 配達するing best value for money and 保護するing the public purse with the buying 決定/判定勝ち(する)s made on their に代わって.'

Box 力/強力にする has 概算の that 地元の 当局 who overpaid for energy could have saved £676million by buying in line with the 底(に届く) half of its (米)棚上げする/(英)提議する.

The City of London takes the second 位置/汚点/見つけ出す, with an 普通の/平均(する) 56p spent per kWH, some 16p higher than the 普通の/平均(する) for the highest 支払う/賃金ing 会議s. The price paid for gas was 6.4p/kWH, meaning it fell below the 普通の/平均(する).

A spokesperson said: 'These 人物/姿/数字s are 誤って導くing. The City 会社/団体 has a much wider remit than that of a 地元の 当局.

'The reality is that we have 削減(する) our 年次の 逮捕する 炭素 放出/発行s by 66 per cent and our energy 消費 by 21 per cent since 2018/19, and we use 100 per cent renewable electricity.'

Islington also paid more per kWH at 55.9p/kWH for electricity and 15.3p/kWH for gas.

Cllr Diarmaid 区, Islington 会議's 副 leader and (n)役員/(a)執行力のある member for 財政/金融 said: 'As part of our 成果/努力s to create a more equal borough, we work hard to 確実にする we're 安全な・保証するing good prices for electricity and gas, to help 減ずる 居住(者)s' 法案s and to save money that can be spent on 決定的な public services.

'However, the 前例のない rise in prices during the energy 危機 meant that, like 会議s up and 負かす/撃墜する the country, we had to spend more on energy and electricity between April 2022 and April 2023.?

'While our previous approach to buying had worked 首尾よく for many years, this 前例のない rise has led to us 可決する・採択するing a new 戦略 from 2023 onwards , ーするために 安全な・保証する better prices in the long-称する,呼ぶ/期間/用語.'

Call for more scrutiny

The 人物/姿/数字s 明らかにする/漏らす 重要な 不平等 between 会議s on the price paid for electricity and gas, 主要な for calls for more scrutiny.

Dalby said: 'Each 会議's energy costs have been 公表されていない until we 解放(する)d the Box 力/強力にする CIC 業績/成果 (米)棚上げする/(英)提議する.?

?If they have so far been oblivious to each other's 業績/成果, then no 会議, in our 見解(をとる), could honestly 論証する that they are 達成するing value for money

'That means if they have so far been oblivious to each other's 業績/成果, then no 会議, in our 見解(をとる) , could honestly 論証する that they are 達成するing value for money if they have nothing to compare to.

'Our 報告(する)/憶測 shows it's 簡単に not the 事例/患者 that factors such as the war in ウクライナ共和国 made it 必然的な that some 当局 would have 購入(する)d energy at a much higher 率 ? as the £500 million in cost differences within our Box 力/強力にする CIC 業績/成果 (米)棚上げする/(英)提議する lays 明らかにする.

'We will continue to call for greater transparency and for a 類似の 国家の 報告(する)/憶測 to be published by the 会議s themselves so the public can scrutinise spend more easily. But if they don't do it then we will. Transparency should be an 義務 not an 選択.'
