What the 政党s 提案する for 住宅: We look at the 計画(する)s of 保守的なs, 労働 and Lib Dems

As the next 総選挙 draws ever closer, 利益/興味 will grow around what the main 政党s are 約束ing to 配達する on.

The 住宅 market is one area we can 推定する/予想する them all to 焦点(を合わせる) on, with each wishing to be seen as the party of choice for homeowners, first-time 買い手s and renters.??

With the next 総選挙 予定 by January 2025, we decided to take a closer look at what three of the main 政党s are 約束ing when it comes to 住宅.

What are the 保守的なs 約束ing?

300,000 new homes a year by 中央の-2020s?

The 保守的な Party's 客観的なs for 住宅 s eemed rather vague at their party 会議/協議会 in Manchester earlier this month.

In fact, 住宅 was barely について言及するd. However, that doesn't mean the Tories don't have a 計画(する).

To start with they remain focussed on their 的 of building 300,000 new homes each year. This is a 約束 they made in their 2019 総選挙 manifesto, in which they 誓約(する)d to 'continue to 増加する the number of homes 存在 built.'

However, they gave themselves some 余裕/偏流 by also 明言する/公表するing that the 300,000 a year 的 would be arrived at by the 中央の-2020s.

Since 2019, the 政府 is yet to 配達する on its 300,000 的. They have 普通の/平均(する)d around 230,000 instead, with around 233,000 new homes 供給(する)d in 2021/22.

The 保守的なs' are also 約束ing to?保護する the green belt and favour 開発 of Brownfield 場所/位置s.

Renters 改革(する) 法案?

Another 保守的な 客観的な is to pass the Renters 改革(する) 法案, which will change the 法律 in regard to rented homes.

It 含むs 廃止するing 直す/買収する,八百長をするd 称する,呼ぶ/期間/用語 保証するd tenancies and 保証するd shorthold tenancies, 同様に as 廃止するing いわゆる 'no fault' evictions that 許す landlords to 終結させる tenancies 早期に without giving any 推論する/理由.

There are also 確かな 義務s to be placed on landlords that should give tenants greater 安全 such as no more 独断的な rent reviews and longer notice periods for rent 増加するs.

Although the 法案 was 現在のd to 議会 earlier this year - the first reading, the date for the second reading is yet to be 発表するd.

With 多重の steps 要求するd before a 法案 is given 王室の Assent and becomes 法律, it's 安全な to say we may be waiting a while.

Stamp (義務 一時的な 救済) 行為/法令/行動する?

It's also 価値(がある) pointing out that in February 2023, the 政府 passed the Stamp 義務 Land 税金 (一時的な 救済) 行為/法令/行動する, which 減ずるs the 量 of stamp 義務 paid for many house 買い手s, until 31 March 2025.

This 増加するs the threshold up to which stamp 義務 is not paid ? the 'nil 率 禁止(する)d', from £125,000 to £250,000.

It also 増加するd the nil 率 禁止(する)d for first-time 買い手s, from £300,000 to £425,000 and 増加するd the 最大限 量 first-time 買い手s can buy a house for and still be 適格の for 救済, from £500,000 to £625,000.

For example, someone buying their first home for £600,000 would now 支払う/賃金 stamp 義務 of £8,750 rather than the £20,000 they would have done 以前.

Timothy Douglas, 長,率いる of 政策 and (選挙などの)運動をするs at Propertymark, said: 'The 保守的な Party's 記録,記録的な/記録する in 政府 means we are continuing to talk about building more homes that the country 猛烈に needs.

'改革(する)ing planning, new homes to 逮捕する 無 and more affordable places to live are 決定的な but we need 活動/戦闘 now.?

'その上に, the party of home 所有権 also needs to be the party of renting which means a whole-規模 review of 税金s 衝撃ing landlords and 投資 in the 私的な rented 部門.

'The money to support 地域の 開発 is welcome but the 割合 of towns that will receive support is a 減少(する) in the ocean compared to what is needed.'

What is 労働 planning?

Get Britain Building?

住宅 was a central 問題/発行する at last week's 労働 Party 会議/協議会 in Liverpool with grand house building 計画(する)s 発表するd と一緒に stamp 義務 改革(する).

During the 労働 Party 会議/協議会, there were 約束s from 影をつくる/尾行する (ドイツなどの)首相/(大学の)学長 Rachel Reeves to 改革(する) stamp 義務 and Britain's planning system.

Angela Rayner, 労働's 副 leader 約束d to build more affordable and social 住宅 if 労働 ge ts into 力/強力にする.

Rayner said: 'I 誓約(する) to you today that Keir and I will 配達する the biggest 上げる in affordable and social 住宅 in a 世代, and that 含むs 会議 住宅.'

This was followed by 労働 Leader Sir Keir Starmer's 誓約(する) to 'get Britain building again.'

He said 労働 will commit to building 1.5 million more affordable first homes over a five year period.

Henry Pryor believes although 労働's five-year housebuilding 的 is essentially the same as the 保守的な Party's, the 労働 party at least seems like the more 信頼できる 選択, given the 政府's 現在の 記録,記録的な/記録する.

'300,000 new homes a year has been the 的 for the past 10年間 and yet has never been 達成するd.

'労働 won't find it a lot easier but they have one thing on their 味方する - 信用性. The 保守的なs have 非,不,無 after their u-turn on HS2 and their fixation with the long-称する,呼ぶ/期間/用語 rather than the 即座の problems and public support.

'It's taken years but finally the 大多数 of people agree that more homes are needed and it may be that 労働 can 小衝突 aside the 反対s for the usual 嫌疑者,容疑者/疑うs and get on and 配達する.

'As for building social houses on Brownfield land my call is 'build, build, build'.

Higher stamp 義務 on foreign 買い手s?

Rachel Reeves also made it (疑いを)晴らす that 労働 ーするつもりであるs to 的 overseas 買い手s by 増加するing the stamp 義務 they 支払う/賃金 when they 購入(する) UK 所有物/資産/財産.

Reeves 再確認するd 労働's 意向 to make 70 per cent of British 世帯s homeowners.

To help them 達成する this, the 労働 party 計画(する)s to use any extra 歳入 生成するd by the 割増し料金 to 投資する in building more affordable 住宅.

At 現在の, overseas 買い手s 支払う/賃金 an 付加 stamp 義務 割増し料金 同等(の) to 2 per cent of the 購入(する) price.

The 割増し料金 作品 と一緒に the 3 per cent 割増し料金 for anyone buying a second 所有物/資産/財産 in the UK, meaning an overseas 投資家 who already owns another 所有物/資産/財産 anywhere in the world is liable for both and see 5 per cent 追加するd to 基準 stamp 義務 levels.

Reeves said: 'It is not 権利, that while so many people are struggling, so many of our homes are bought by overseas 買い手s, who may own a 所有物/資産/財産 but leave it 空いている. 運動ing up prices while young people and families are desperate to get の上に the 所有物/資産/財産 ladder.

'Because a house should be first a home and not an 資産, we will raise the stamp 義務 割増し料金 on overseas 買い手s.'

The 目的 of the new 税金 would arguably help to make house prices in those areas more affordable, helping people get の上に and move up the 住宅 ladder more easily.

'Arguably, if you want to kickstart the market and bring in more 歳入, stamp 義務 needs to be 減ずるd rather than 増加するd.'

Although the 自由主義の 民主党員s' only have 15 members of 議会 in the House of ありふれたs it's 価値(がある) looking at what the party's 住宅 計画(する)s are, in 事例/患者 their numbers 改善する at the next 選挙.?

After all, if things are tight between the 保守的なs and 労働, they could be used once again as part of a 連合.

The 自由主義の 民主党員s' now have a 国家の 的 for building social or 会議 homes. They are 目的(とする)ing for 150,000 a year by the end of the next 議会, with new po wers for 地元の 当局 to build their own social and affordable 住宅.

They also have a ten-year 緊急 programme to 絶縁する Britain's homes 同様に as new 基準s to 確実にする new homes are warm, cheap to heat and produce 極小の 放出/発行s.

They want to 確実にする developers build appropriate 組織/基盤/下部構造 needed for new 住宅 開発s and also want to 廃止する leaseholds for 居住の 所有物/資産/財産s and 効果的に end ground rents by cutting them to a 名目上の 料金.
