  • (ドイツなどの)首相/(大学の)学長 Jeremy 追跡(する) 始める,決める out the 対策 in the Autumn 声明?
  • 支持者s say it will create more homes, helping first-time 買い手s and renters

The 政府 is planning to 捨てる the need for planning 許可 for 所有物/資産/財産 owners who want to 変える a house into two flats.

(ドイツなどの)首相/(大学の)学長 Jeremy 追跡(する)?発表するd the 計画(する) in the Autumn 声明?as part of a 一括 目的(とする)d at 削除するing red tape and 増加するing the number of new homes.

The new 支配する, known as a 'permitted 開発 権利,' will 適用する so long as the 外部の 外見 of the building does not change.?

But the idea has already 証明するd 議論の的になる.?

支持者s believe it could lead to a greater 供給(する) of hom es for both renters and homeowners, helping to 戦闘 ますます?unaffordable house prices and rents.

However, some worry that 除去するing the need for 調印する-off from the 地元の 会議 could have a detrimental 衝撃 on communities, changing the character of neighbourhoods forever without giving 居住(者)s their say.?

We explain how the new system could work, and ask 所有物/資産/財産 専門家s for their thoughts on whether or not it is a good idea.??

Peter 法案, co-author of Broken Homes: Britain's 住宅 危機: Faults, Factoids and 直す/買収する,八百長をするs, says there will be プロの/賛成のs and 反対/詐欺s if the 提案s are 器具/実施するd.

'Cutting red tape for those looking to 変える is a good idea and should result in a ごくわずかの 増加する in the number of f lats 利用できる.

'The downsides are the 必然的な parking problems, and the worries of long-称する,呼ぶ/期間/用語 owners.?

'They may be thinking, "Will these new people 影響する/感情 the トン of the neighbourhood, and bring 負かす/撃墜する the price of my house?"'

What are permitted 開発 権利s?

In essence, permitted 開発 権利s cover the most 重要な changes someone can make to a home without needing planning 許可.

The 支配するs of permitted 開発 are 始める,決める by central 政府, and they 変化させる depending on whether you are in England, むちの跡s, Scotland or Northern Ireland.

地元の 当局 can also make 改正s to permitted 開発 権利s within their areas, which means planning 許可 may be 要求するd for an 拡張 in one place, and not in another.

Is it allowed? The rules of permitted development are set by central Government, and they vary depending on whether you are in England, Wales, Scotland or Northern Ireland

Is it 許すd? The 支配するs of permitted 開発 are 始める,決める by central Gov ernment, and they 変化させる depending on whether you are in England, むちの跡s, Scotland or Northern Ireland

It is also important to 公式文書,認める that permitted 開発 権利s which 適用する to many ありふれた 事業/計画(する)s for houses, do not always 適用する to flats or maisonettes.

Paula Higgins, 長,指導者 (n)役員/(a)執行力のある of the Homeowners 同盟 says: 'Permitted 開発 権利s する権利を与える you to 延長する or renovate your home without the need for a 十分な planning 使用/適用.'

'This is a fantastic 選択 for anyone who is looking to 避ける the subjective nature of a 伝統的な planning 使用/適用 - not to について言及する the 行政, time and costs 伴う/関わるd.'

Why could the 計画(する)s 証明する 人気がない?

Other 著名な permitted 開発 権利s already in place 含む the 権利 to 延長する a building's 高さ by one or two storeys in some circumstances, and to 変える 確かな office buildings into flats.

Both of these have also been 議論の的になる and 見解(をとる)d by some as watering 負かす/撃墜する 保護(する)/緊急輸入制限s to over-開発.?

Jeremy Leaf, north London estate agent, says the proposals?could have a detrimental effect on communities

Jeremy Leaf, north London 広い地所 スパイ/執行官, says the 提案s?could have a detrimental 影響 on communities

Jeremy Leaf, north London 広い地所 スパイ/執行官 and a former Rics 居住の chairman believes the 政府's 最新の 提案 could be met with 類似の 激しい非難.

He says: 'This idea is 類似の to the one where you can build on rooftops ? it sounds 広大な/多数の/重要な in theory but doesn't 控訴 every area, 特に those where there is a pre-dominance of family 住宅.

'While you may not be changing the 外部の 外見 of the 所有物/資産/財産, you are changing the culture and making it multi-占領/職業, which could have a detrimental 影響 on the community.

'The character of the area needs to be taken into consideration, along with practical 関心s such as the 可能性のある 増加する in parking created by having more 世帯s in one 所有物/資産/財産.

'But on the other 手渡す, in areas where there is a greater mix of accommodation and perhaps a 欠如(する) of affordable 所有物/資産/財産 to rent or buy, it could be a good idea.

'Whatever is 器具/実施するd, there needs to be careful 支配(する)/統制する to make sure it doesn't 原因(となる) more problems than it solves.

'We don't know what 権利 of 反対 隣人s will have. It is important that there is an 客観的な 査定/評価 ーに関して/ーの点でs of parking or the character of the neighbourhood.'

関心s have also been raised about the 質 of the homes created when 存在するing buildings are sub-divided into smaller 部隊s, and about the need to 保持する a 供給(する) of larger 所有物/資産/財産s for families who need them.?

Who 利益s from permitted 開発 権利s?

The 提案s will be attractive to some homeowners, landlords and developers as they could make sizeabl e returns on their 投資s by 変えるing houses into flats and then selling them on or renting them out.?

Although not true of all neighbourhoods, a house divided into two flats will tend to sell or let for more than if it was left as an individual home.?

'Two flats tend to be 価値(がある) more than a 選び出す/独身 house, in selected areas,' 追加するs Peter 法案.? 'The ability to turn a detached home or even big Victorian 半分s into a pair of apartments without planning 許可 could work 井戸/弁護士席 for the owner or landlord.

'Squeezing two pokey flats into a terraced house can also be profitable, as a legion of landlords can 証言する.'

Landlord exodus: Some 報告(する)/憶測s 示唆する that buy-to-let 投資家s are 存在 軍隊d to sell up まっただ中に 急に上がるing mortgage costs

The changes could also be 有益な for both renters and aspiring first-time 買い手s.

There are growing 関心s that the 賃貸しの market is 苦しむing from a 厳しい 住宅 不足.

There are 概略で 4.6 million 世帯s within the 私的な rented 部門, によれば 政府 人物/姿/数字s, 代表するing 19 per cent of all 世帯s in England.

一方/合間, the social 住宅 部門 is made up for a その上の 4 million 世帯s 代表するing 17 per cent of the 住宅 在庫/株.

In 最近の years, more 私的な landlords have been 出口ing the market than entering it, all the while 需要・要求する from renters is 増加するing.

By the end of this year, 私的な landlords will have sold almost 300,000 more homes than they have bought since 2016, によれば 分析 by the 広い地所 スパイ/執行官 Hamptons.

This is putting 上向き 圧力 on rents. In the last three years between October 2020 and October this year, the 普通の/平均(する) UK rent has risen by almost 32 per cent from £974 a month to £1,283, によれば the Homelet 賃貸しの 索引.

Leaf says: 'In the 権利 areas and circumstances, the new permitted 開発 権利 will 潜在的に 供給する more affordable accommodation which is in such short 供給(する) to rent.

'This should help keep prices and rents in check so if 適切に controlled, it will be a good idea.?

'It was always that way anyway with 転換s but it remains to be seen what difference this 提案 will make.

'It should 緩和する 圧力s on housebuilding and 供給する a greater 供給(する) of 所有物/資産/財産 for rent, 特に smaller, affordable 所有物/資産/財産s, which are in short 供給(する).'

Housing shortage:?According to Zoopla, there is currently a larger disparity between supply and demand for three-bedroom homes than any other type of property in the UK

住宅 不足:?によれば Zoopla, there is 現在/一般に a larger 不平等 between 供給(する) and 需要・要求する for three-bedroom homes than any other type of 所有物/資産/財産 in the UK

一方/合間, 障壁s to becoming a homeowner remain high, with first-time 買い手 mortgage lending 負かす/撃墜する by almost a 4半期/4分の1 in the last year, によれば UK 財政/金融.

Earlier this year 物陰/風下d Building Society 明らかにする/漏らすd that 426,000 より小数の first-time 買い手s would be able to buy their first home over the next 5 years compared to the past 40-year 普通の/平均(する) if cur rent 経済的な 発射/推定s play out.

If it becomes easier for homeowners, landlords and developers to divide a house into flats this could 利益 the 買い手s と一緒に renters.

Henry Pryor, a professional buying スパイ/執行官, welcomed the 提案s.

'It's 現実に やめる a clever idea,' says Pryor. '増加する the 住宅 在庫/株 without 現実に building anything new.

'Does it solve all our problems? No, it doesn't - but like 変えるing 商業の buildings - offices in old houses in the High Street for instance - this will make a 肯定的な 出資/貢献 to the 住宅 在庫/株.

Aneisha Beveridge?doesn't think this policy will have much of an impact at all

Aneisha Beveridge?doesn't think this 政策 will have much of an 衝撃 at all

'It may make a 重要な 衝撃 on the 供給(する) of 利用できる rented 所有物/資産/財産s at a time when they are 不正に needed.

'There will doubtless be some chancers who try to take advantage of the 率先, but on balance and perhaps 異常に I think that this is a good idea a nd will make a 肯定的な difference to people.

'Whilst he could and should have done much more for 住宅 I say - two 元気づけるs for the (ドイツなどの)首相/(大学の)学長.'

However, Aneisha Beveridge, 長,率いる of 研究 at Hamptons believes the changes will have 極小の 衝撃.

'一般に we don't think this 政策 will have much of an 衝撃 at all,' says Beveridge.?

'If anything, it's more likely to 供給する developers and landlords clarity and 範囲 to 分裂(する) a house into 多重の dwellings, which could 増加する densification for homes in some areas.

'First-time 買い手s are ありそうもない to want to take on the work, 特に given the costs associated with 購入(する)ing a larger home and then do the 作品 to divide it up.

'As always, the devil's in the 詳細(に述べる) and it will be 利益/興味ing to see what the 基準 is to keep the fa?広告 the same. For many houses, this 簡単に won't be possible.'

Four in 10 over-65s live in home that is 'larger than they need' says Zoopla?

Older homeowners have a 集団の/共同の 10 million spare bedrooms between them, new 研究 has 示唆するd.

The 研究 by Zoopla says many people over 65 are living in larger homes than they need, which the 所有物/資産/財産 portal (人命などを)奪う,主張するs is 妨げるing young people from getting の上に the 所有物/資産/財産 ladder.?

Could it lead to a 不足 of larger homes??

There are also 関心s that it could lead to a 不足 of 正確に/まさに the type of homes that are 現在/一般に in short 供給(する).

によれば Zoopla, there is 現在/一般に a larger 不平等 between 供給(する) and 需要・要求する for three-bedroom homes than any other type of 所有物/資産/財産 in the UK.

Zoopla says that this 衝撃s those going from their first home to a larger 所有物/資産/財産, but it also 衝撃s first-time 買い手s who (不足などを)補う a third of the market.

The 普通の/平均(する) first time 買い手 is now 34, compared to 30 a 10年間 ago, meaning many now need a family-sized home from the get-go.

Daniel Copley, 消費者 専門家 at Zoopla said: 'We know that three bedroom homes are very popular for families and first-time 買い手s, but there are 簡単に not enough on the market.'

Jeremy Leaf 追加するs: 'It could mean より小数の larger homes, which is why there needs to be some 支配(する)/統制する.

'This is what planning offices and 地元の 当局 are for. It doesn't have to be 十分な planning 許可, but a bit like with 拡張s and loft 許可s, just some checks and balances.'

When will new permitted 開発 支配するs come into 軍隊??

The 政策 is 始める,決める to be 協議するd on 早期に in the new year and then 器具/実施するd later in 2024.

Paul Higgins of the Homeowners 同盟 says the 政府 doesn't have a good 跡をつける 記録,記録的な/記録する on 延長するing permitted 開発 権利s.

'The 質 element can be 行方不明の and is too often not up to 基準, as we have seen with these office to flat 転換s,' says Higgins.

'基準s need to be 持続するd as 規制緩和 in this area does mean a greater 危険 of bad 転換s - for example, 最小限 space 基準s are often not 固執するd to.

'And unlike when you buy a new home, 買い手s of these 転換s will not be given a warranty.

'可能性のある 買い手s will need to be educated about the 危険s and an 独立した・無所属 調査する will be a must.

'Newly 変えるd flats without planning 許可 should be 要求するd to be 支配する to more stringent building 支配(する)/統制する checks.'
