Can I stop an old 財政上の 助言者 taking £60 a month from my 年金? STEVE WEBB replies

I'm now 55 so I went to a 年金 助言者. I について言及するd I had been to a 財政上の 助言者 more than a 10年間 ago who 始める,決める up my 年金 in the first place, although I thought it strange that I had not heard from them since.

Steve Webb replies: Your experiences relate to a big change in the way that 年金s advice is paid for which was 器具/実施するd in 2012. You may hear this referred to as the '小売 配当 Review' (RDR).

But since then, you have been 支払う/賃金ing a smaller 正規の/正選手 量 of (売買)手数料,委託(する)/委員会/権限 which is likely to be a 百分率 of your (growing) 年金 マリファナ. At first this was around £30 per month but more recently this has risen to over £60 per month.

Whilst your 年次の 声明s from your 年金 provider would have shown you the total 告発(する),告訴(する)/料金s you were 支払う/賃金ing, these would have 含むd the normal '年次の 管理/経営 告発(する),告訴(する)/料金' on your 政策, and you might have had to look やめる hard to 位置/汚点/見つけ出す that 現在進行中の (売買)手数料,委託(する)/委員会/権限 was 存在 taken 同様に.

Much depends on the 初めの 取引,協定 that was done as to whether this is 簡単に meant to cover basic 記録,記録的な/記録する keeping and so on, or whether it was also supposed to cover some sort of 現在進行中の support (for example around your 投資 戦略).

So, you should ask your 初めの 財政上の 助言者 for a copy of what services they 約束d to 供給する when you took out the 製品.

How has 支払う/賃金ing for 財政上の advice changed?

Before 2012, the 政府 looked into this model of 支払う/賃金ing for 年金 advice through (売買)手数料,委託(する)/委員会/権限 and became ますます 関心d that 財政上の 助言者s might have mixed 動機s.

Although some 助言者s would 簡単に have 手配中の,お尋ね者 to do the best for their (弁護士の)依頼人s, others may have been tempted to choose a 年金 company that paid the best 率s of (売買)手数料,委託(する)/委員会/権限.

To try to 打ち勝つ this 可能性のある for bias, the 政府 廃止するd (売買)手数料,委託(する)/委員会/権限 on 年金 sales at the end of 2012.

Since then (with some 限られた/立憲的な exceptions), if you want 年金 advice you have to 支払う/賃金 for it up 前線, and your 助言者 does not get a (売買)手数料,委託(する)/委員会/権限 from the 年金 provider.

The question then was what to do with 政策s ? such as yours ? which were taken out before the 支配するs changed and where the 取引,協定 was that you would 支払う/賃金 a 安定した level of (売買)手数料,委託(する)/委員会/権限 for years after the sale?

It was felt at the time that it would have been 不公平な if the 政府 had 簡単に scrapped these 契約s, so instead they 許すd this '追跡する' (売買)手数料,委託(する)/委員会/権限 to continue 地位,任命する 2012, whilst banning it for new 年金 sales.

However, it is worrying that you seem to have had no idea that for the last 10年間 or more your 年金 provider has been deducting (売買)手数料,委託(する)/委員会/権限 of hundreds of 続けざまに猛撃するs per year from your 年金 and also that you have 明らかに not been getting any service over this period.

What 活動/戦闘 can you take now?

The 財政上の 行為/行う 当局 供給するs 指導/手引 on its website about the 支配するs surrounding this 現在進行中の or '追跡する' (売買)手数料,委託(する)/委員会/権限.

As you will see, whilst it is not (a)自動的な/(n)自動拳銃 that these 支払い(額)s can be stopped, the FCA 始める,決めるs out some things that you may be able to do.

I would encourage anyone who has a 年金 taken out before the end of 2012 to check if they are also in this position?

The 重要な 選択s are:

- You could sell the 投資 (ending the 政策) and then reinvest the money どこかよそで; however because this is a 年金 政策 this might not be straightforward;

- You can ask for a better service from your 助言者 ? or switch the 製品 to a different 助言者 who would then receive the '追跡する' (売買)手数料,委託(する)/委員会/権限, but who might be willing to 申し込む/申し出 you more for the money;

- You can try to '(人命などを)奪う,主張する 支援する' some of the (売買)手数料,委託(する)/委員会/権限 and, if your 現在の 助言者 辞退するs to do so, consider switching to another 助言者 who might be more willing to do so.

The FCA has continued to look into the fact that people have gone on 支払う/賃金ing '追跡する' (売買)手数料,委託(する)/委員会/権限 for years after the 支配するs changed in 2012.

It brought this form of (売買)手数料,委託(する)/委員会/権限 to an end for 年金s held on 投資 '壇・綱領・公約s' in 2016, but it seems that your 年金 was not covered by this change.

In 2017 the FCA said that it would be open to その上の 証拠 as to whether all forms of 追跡する (売買)手数料,委託(する)/委員会/権限 should be ended but said that it was 関心d that this could be 不公平な on 'self-雇うd 助言者s who rely on this source of income'.

In 2018 the FCA said that although it was '...still considering the 問題/発行する [we] have no 即座の 計画(する)s to bring 今後 提案s for 政策 change at this point'.

As you know, in your 事例/患者, 追跡する (売買)手数料,委託(する)/委員会/権限 has continued 権利 up to this year.
