ANDREW PIERCE: How Sadiq 旅宿泊所 has spent £21million plotting a 支払う/賃金-per-mile 計画/陰謀 to 大打撃を与える drivers even more - while 否定するing all knowledge of it

Hidden in an 公表されていない building in 輸送(する) for London’s sprawling 所有物/資産/財産 網状組織, a team of engineers is developing a secret new road-非難する system.

The 計画(する)s are so hush-hush, the 市長 of London, Sadiq 旅宿泊所, is 気が進まない to talk about them.

But thanks to 最近の Freedom of (警察などへの)密告,告訴(状) requests, it was 明らかにする/漏らすd yesterday that millions of taxpayers’ money has already been spent on the shadowy 計画/陰謀.

The cost of the 事業/計画(する) in total has already 急に上がるd past £21 million since its inception in 2021 ― even though, as recently as 中央の-November, the 労働 市長 was, in public at least, 否定するing he knew anything about this 最新の planned (警察の)手入れ,急襲 on drivers’ pockets.

旅宿泊所, who is 捜し出すing an 前例のない third 称する,呼ぶ/期間/用語 as 市長 in May’s 選挙, 苦しむd a 抱擁する (激しい)反発 over his 拡大 last August of the hated Ultra Low 放出/発行 Zone (Ulez).

Now covering all 32 of the 資本/首都’s boroughs, the £12.50 daily 徴収する (which is in 新規加入 to the £15 Congestion 告発(する),告訴(する)/料金 for 運動ing into central London) penalises everyone from tradesmen to parents on the school-run whose old cars don’t 会合,会う low-放出/発行 支配するs.

It 影響する/感情s 石油 cars 製造(する)d before 2006 and ディーゼル cars before 2015.

There are £180 罰金s for those who unintentionally fail to 支払う/賃金 the 告発(する),告訴(する)/料金, which operates 364 days a year (Christmas Day is 免除された).

にもかかわらず 減ずるing traffic 存在 one of 旅宿泊所’s 明言する/公表するd goals when introducing Ulez, new 人物/姿/数字s from the 衛星 航海 company TomTom showed this week that traffic congestion in the 資本/首都 has 増加するd since the 計画/陰謀 was introduced, making London one of the slowest cities to 運動 through.

No wonder then that the 拡大 of Ulez was so 人気がない that it was 非難するd by 労働 leader Sir Keir Starmer for his party’s 失敗 to take the Uxbridge and South Ruislip seat vacated by Boris Johnson, in a 補欠選挙 last summer. にもかかわらず 苦しむing 鎮圧するing 敗北・負かすs in two other 補欠選挙s that day, the To ries held Uxbridge by turning the contest into a 国民投票 on Ulez.

No surprise, then, that the 市長 wants to keep the new road-非難する system under 包むs. For if 運転者s 運動ing into the 資本/首都 think Ulez is bad, it will be nothing compared with a 支払う/賃金-per-mile 税金.

In January 2022, 旅宿泊所 公然と floated the idea of a 支払う/賃金-by-the-mile 告発(する),告訴(する)/料金 for 非,不,無-electric 乗り物s 運動ing in London. Given that there are some two million drivers in London, such a 徴収する could be a 抱擁する money-spinner for City Hall.

旅宿泊所’s new sc heme is 推定する/予想するd to 取って代わる Ulez, as its 歳入s will dwindle as older 汚染するing cars are 取って代わるd with more eco-friendly models.

The 指名する ‘事業/計画(する) Detroit’ surfaced in a 2022 TfL 文書, which was 暴露するd by the 保守的なs. Last November, Tory London 議会 member Peter Fortune asked 旅宿泊所: ‘Can you please tell me more about “事業/計画(する) Detroit”?’ The reply from the 市長 was astonishing. ‘I’m afraid I can’t. I don’t know what 事業/計画(する) Detroit is.’

Yet Fortune had in his 所有/入手 the 文書, published almost a year earlier, that 明言する/公表するd: ‘We are building a new 核心 科学(工学)技術 壇・綱領・公約 for road 使用者 非難する to 取って代わる the 現在/一般に outsourced system, for which the 契約 満了する/死ぬs in 2026. The 事業/計画(する) is 指名するd Detroit.’

旅宿泊所 is the chairman of TfL. How could he かもしれない not have known of this 事業/計画(する)?

TfL was already 雇うing 97 staff on 事業/計画(する) Detroit at the end of 2022. The 人物/姿/数字 is now 157, with some engineers 存在 paid salaries of more than £100,000. The cost of the 事業/計画(する) is 予報するd to reach up to £150 million by 2026, which is when the 契約 (with Capita) to run Ulez 満了する/死ぬs.

A Freedom of (警察などへの)密告,告訴(状) 文書 published in February 確認するd that one of 事業/計画(する) Detroit’s ‘重要な milestones’ is to ‘develop a 原型 for a distance-based 旅行 estimation’.

It continues: ‘The Detroit 壇・綱領・公約 has the 能力 to be 延長するd and we will be looking to build the system flexibly so that other forms of 非難する based on distance, 乗り物 type, etc., could be catered for if a 決定/判定勝ち(する) was made in 未来 to do so.’

In other words, a 支払う/賃金-by-the-mile road 税金.

Yet a tetchy 旅宿泊所 繰り返し言うd in February: ‘I’ve been 水晶 (疑いを)晴らす. A 支払う/賃金-per-mile 計画/陰謀 is not on the (米)棚上げする/(英)提議する and not on my 協議事項.

‘What I said last year, and again in September, is that TfL keeps its 計画/陰謀s under review. Some time in the 未来, smarter 科学(工学)技術 might be 利用できる to 簡単にする the 現在の 計画/陰謀s like [the] Congestion 告発(する),告訴(する)/料金 and Ulez.’

So what ― or who ― should we believe? This, after all, is the same 労働 市長 who told Fortune, in a written 声明 in July 2021, that he had ‘no 計画(する)s to 延長する the Ulez to outer London’.

A mere eight months later, he 発表するd he was doing just that. It also 現れるd that 契約s had been placed for new Ulez camera 科学(工学)技術 two months before a public ‘協議 演習’ ended.

The fact is that, にもかかわらず his 否定s, 旅宿泊所 has always been a fan of 支払う/賃金-per-mile. As 早期に as 2018, his 輸送(する) 戦略 文書 said an ‘統合するd 支払う/賃金-per-mile 告発(する),告訴(する)/料金 could 取って代わる pre-存在するing 計画/陰謀s’ such as the Congestion 告発(する),告訴(する)/料金.

The London 市長, who has a taxpayer-基金d, 弾丸-proof, £300,000 範囲 Rover Sentinel ― kitted out with spike-抵抗力のある tyres, a five-litre engine and an ‘緊急 escape system’ ― has always been willing to (警察の)手入れ,急襲 ordinary drivers’ pockets.

歳入 from 運転者s in London this year is 推定する/予想するd to 最高の,を越す £1 billion for the first time. This is before the 推定する/予想するd introduction of a £4 (死傷者)数 to use the Blackwall Tunnel 同様に as the new £2 billion Silvertown Tunnel 予定 to open next year, which, together, will 生成する £125 million, 毎年.

In 最近の years, TfL has also 供給するd 基金ing for an 豊富 of Low Traffic Neighbourhood 計画/陰謀s (LTNs), which use 木造の 障壁s and 罰金s to discourage drivers who are not 居住(者)s from using an area’s roads.

LTNs are a real cash cow ― 労働-run Hackney 会議, for instance, has 告発(する),告訴(する)/料金d 非,不,無-居住(者) drivers over £20 million for using 19 roads it has shut.

The Tories 計画(する) to (選挙などの)運動をする hard against 旅宿泊所’s new (警察の)手入れ,急襲 on 運転者s in the run-up to the 市長の 選挙 in May.

Fortune says: ‘Sadiq 旅宿泊所 can 否定する it but to use his own words: it’s “水晶 (疑いを)晴らす” he 計画(する)s to introduce 支払う/賃金-per-mile road-使用者 告発(する),告訴(する)/料金s for every 運転者. He has a history of 説 one thing and doing the opposite.’

事業/計画(する) Detroit is also a bizarre 指名する for the 計画/陰謀. While Detroit is the spiritual home of the U.S. car 産業, with three major 製造業者s headquartered there, the city has become a symbol of 都市の decay.

Its 組織/基盤/下部構造 is 崩壊するing, the city is in 負債 and it is often called the 罪,犯罪 資本/首都 of the U.S., with the third highest number of 殺人s in 2022.

As for London, it’s becoming the strike 資本/首都 of the UK.

When 旅宿泊所 first ran for 市長 in 2016, he 誓約(する)d ‘無 days of strikes’ on public 輸送(する).

Two years ago, he clocked up the unenviable 記録,記録的な/記録する of having 統括するd over more strikes on the 地下組織の in his six years in office than Ken Livingstone and Boris Johnson did in their 連合させるd 16 years in 力/強力にする. The cost of his 超過s is rising each year. In February, 旅宿泊所 発表するd, to howls of derision from 通勤(学)者s, that he had spent £6.3 million rebranding six 支店s of the Overground 鉄道 with woke 指名するs such as the ‘Suffragette Line’ and ‘Lioness Line’.

旅宿泊所’s 株 of Londoners’ 年次の 会議 税金 法案 has 急に上がるd by 71 per cent, from £276 for an 普通の/平均(する) 禁止(する)d D 世帯 in 2017 to £471 next year.

In Boris Johnson’s final 予算 for 2016-17, City Hall’s staffing costs were £36 million.

In 旅宿泊所’s 2020-21 予算, the 法案 had 急に上がるd to £65.5 million ― an 注目する,もくろむ-watering 82 per cent jump. Only last month, it 現れる d that Amy Lam?, who 占領するs the nebulous 役割 of ‘Night Tsar’, saw her 支払う/賃金 rise by almost 40 per cent to £117,000.

In the last year, she has been in Australia to 会合,会う fellow ‘night tsars’ from around the world, while her 研究 has also taken her to Italy, Spain, India and the U.S. Her critics point to the struggling nightlife economy in the 資本/首都 where, によれば one 調査する, 1,165 発生地s have shut in just three years.

引用するing from the 旅宿泊所 copybook, TfL 主張するd this week that there will be no 支払う/賃金-by-the-mile 計画/陰謀.

A TfL spokesperson said: ‘Any work carried out or staff 雇うd as part of 事業/計画(する) Detroit has been in relation to TfL’s 存在するing road-使用者 非難する 計画/陰謀s. This was part of TfL’s wider work to bring in-house the 現在/一般に outsourced system for which the 契約 満了する/死ぬs in 2026. 支払う/賃金-per-mile 非難する has been 支配するd out by the 市長. No such 計画/陰謀 is on the (米)棚上げする/(英)提議する or 存在 developed.’

The Tories, however, don’t believe the 否定s.

Peter Fortune says: ‘支払う/賃金-per-mile is Sadiq 旅宿泊所’s secret 計画(する) to 攻撃する,衝突する 運転者s for billions of 続けざまに猛撃するs if he 勝利,勝つs a third 称する,呼ぶ/期間/用語 as 市長.

‘支払う/賃金-per-mile w ill see all 運転者s ― taxi drivers, 配達/演説/出産 drivers ― 支払う/賃金 Sadiq 旅宿泊所’s TfL every time they 運動.

‘The cameras are already in place. Sadiq 旅宿泊所 has been talking about introducing a 支払う/賃金-per-mile 計画/陰謀 for years but is いっそう少なく keen to talk about it as the 市長の 選挙 approaches.’
