If you're a hardware vendor or run a large IT organization, desktop Linux is generally a way to get your MSFT rep to call you with a better offer. Linux netbooks got MSFT to offer a much cheaper basic MS-Windows version for low end PCs. Previous public sector desktop Linux projects got discounted licenses and local investment. Desktop Linux projects generally don't fail, they're successful on their own terms. Expect that this one will bring them a nice discounted MSFT Azure cloud deal and some good jobs at a new R&D center before it's sacrificed.
