危機? Of course there's a 危機!

The 規模 of 乱用s 主要な 最終的に to Beverley Hughes' 辞職 from the Home Office has come as a very unwelcome surprise to the 政府. But it will not 大いに surprise any card- carrying, paid-up member of the general public who has long known in his guts that the system is hopelessly 欠陥d.

Over the past 40 years, since the 連邦/共和国 移民/移住 行為/法令/行動する of Harold Macmillan's 政府, we have had 法律制定 without end, 支配する changes without number and Whitehall 率先s of 変化させるing degrees of desperation to 抑制(する) the 流入. But the 乱用s 単に become more ingenious and, now, from countries which were not even thought of as sources of 移民/移住.

The way that 政治家,政治屋s have tried to 納得させる each other over the years that there is not a 危機 is a 思い出の品 of how 宣伝 may have a deeper 影響 on the propagandists than on the public. And on 移民/移住 宣伝 the 保守的な 記録,記録的な/記録する is every bit as bad as 労働's.

But perhaps now, a 詐欺師 divide is in prospect. Tony Blair's 態度 に向かって 平易な 接近 for 国民s of countries joining or wishing to join the EU has 供給するd a (疑いを)晴らす 問題/発行する on which battlelines can be drawn and on which the Tories can and must capitalise.

We can also 推定する/予想する a serious fallout from this on the question of the 提案するd European 憲法. We may not know its final form yet. But we know that Blair is 決定するd that the public should not be 協議するd, にもかかわらず the all-party (選挙などの)運動をする for a 国民投票, 加える 投票s showing that the public wants one (and wisely 不信s what is 提案するd).

At this point, the whole 問題/発行する of 'Europe', 国家の 身元, 国家の 主権,独立 and 移民/移住 begins to converge in the public mind in a way which should send a shiver 負かす/撃墜する 大臣s' spines.

On the 問題/発行する of whether there should be a 国民投票, Blair is on a hiding to nothing. Michael Howard showed in a 破滅的な attack last Monday, that the 総理大臣 an d his 上級の 同僚s have a striking 記録,記録的な/記録する of 肯定的な enthusiasm for such 投票s - only now recoiling from one which would not 控訴 them at all.

If Blair 辞退するs to have a 国民投票, he will lose 投票(する)s. If he agrees to one, he can 推定する/予想する to lose it. The prospects should serve at last to wipe that manic grin off Blair's 直面する.


Pundits, so I read, are baffled by the 明らかに unstoppable rise in house prices. But perhaps the 推論する/理由 is 星/主役にするing us in the 直面する: 移民/移住.

It is now at a faster 率 that at any time in the past 30 years. 公式の/役人 人物/姿/数字s show a 逮捕する intake 率 between 1997 and 2002 of 160,000 a year.

However, these are only the 合法的な 移民,移住(する)s. The real total will be much higher. And all of these people put 上向き 圧力 on the 住宅 market as 買い手s or renters - with their own money or, in many 事例/患者s of 亡命 探検者s, with 明言する/公表する 住宅 利益.

But, say 支持者s of the 公式の/役人 移民/移住 政策, the totals arriving each year are too small in a country of 60 million to account for the large rises we have see in house prices. But this is to ignore the 影響 of what 経済学者s call ごくわずかの pricing.

The point is illustrated by 石油輸出国機構, the oil producing cartel. People think that because 石油輸出国機構 始める,決めるs the price of oil in the world, it must account for the 広大な/多数の/重要な 本体,大部分/ばら積みの of 全世界の oil 生産/産物.

On the contrary, it accounts for only 40 per cent. But that is ample to 許す it to 始める,決める 全世界の prices by 変化させるing its members' 生産(高).

What we have in the UK is a 比較して small 流入 - though cumulatively it is far from small - which is concentrated on particular areas and which is 圧力(をかける)ing on a 住宅 在庫/株 which can only 増加する very slowly.

That produces price rises out of all 割合 to the number of wouldbe renters or would-be landlords or 簡単に house purchasers who are in the market. As the 説 goes, it only takes two to make an auction.

The prospect of a 集まり o f 移民,移住(する)s arriving from the new EU 即位 明言する/公表するs in Eastern Europe could 明白に have a その上の major 衝撃 on the 緊急発進する for accommodation and thus 支える rising house prices.

True, some home 買い手s are very stretched. A modest rise in 利益/興味 率s could have a big 影響 which would ripple through our 負債-laden economy.

But that will still not solve the problem of under-供給(する) and overdemand.

The 政府's answer to the problem is a 計画(する) to 固める/コンクリート over South-East England - as if the social cost of 移民/移住 was not high enough already.


The 殺人 of the four Americans in Fallujah and the 野蛮な behaviour of the 暴徒 will have stunned people in the U.S. who assumed, as so often, that there could only be a welcome for their 軍隊s of 解放.

Vietnam, Lebanon and Somalia should have 供給するd 警告s but they were ignored.

How will people here 反応する if our 軍隊s become the 犠牲者s of such horrors?

The 圧力 for an 出口 would be 極端に strong. Our own 政府 has been as wilful as the Americans in ignoring history's painful lessons.
