非難する music, goat curry and why crying 人種差別主義 won't help us (警官の)巡回区域,受持ち区域 黒人/ボイコット 罪,犯罪

Kwasi Kwarteng

棒 Liddle is what Americans might call a 'shock jock'. He's a 新聞記者/雑誌記者 who has cornered the market in boorish 論争.

In normal circumstances, his inflammatory comments are best taken with a large pinch of salt. But his 最新の 爆発, 配達するd on his online blog, has 原因(となる)d particular offence.

答える/応じるing to a news story about two 黒人/ボイコット 青年s who conspired to 押し進める a 妊娠している woman into a canal as part of a failed 殺人 陰謀(を企てる), he wrote that 'the 圧倒的な 大多数 of street 罪,犯罪, knife 罪,犯罪, gun 罪,犯罪, 強盗 and 罪,犯罪s of 性の 暴力/激しさ in London is carried out by young men from the African-Caribbean community.'

In return for all this 罪,犯罪, says Liddle, the 黒人/ボイコット community has given Britain '非難する music, goat curry and a far more vibrant and diverse understanding of cultures which were once 外国人 to us. For which, many thanks'. (Sarcasm is one of Liddle's trademarks).

議論の的になる: 棒 Liddle's comments have inflamed 審議 on 黒人/ボイコット 罪,犯罪

Even by his own 基準s, these comments have cre ated a firestorm of 論争, 刺激するing 乱暴/暴力を加える and 告訴,告発s of 人種差別主義 from all 4半期/4分の1s.

Diane Abbott, MP for Hackney, has compared him to 国粋主義者/ファシスト党員 leader Oswald Mosley, while Bonnie Greer, the 脚本家 who appeared on Question Time with Nick Griffin recently, said: 'My 返答 would be to say that the 圧倒的な 大多数 of paedophiles, 殺害者s, warmongers and football ごろつきs are white males and all we got in return was beans on toast and 最高の,を越す Gear.'

The whole 熱狂的興奮状態 has descended into 指名する-calling and 天然のまま 告訴,告発s. Which is a sadness, because behind the overblown rhetoric from both 味方するs there are some 深遠な 問題/発行するs at 火刑/賭ける - not least of which is freedom of speech.

We live in a 解放する/自由な country and 新聞記者/雑誌記者s should be able to 令状 what they like, within 推論する/理由.

You may not admire Mr Liddle's style of 令状ing, nor agree with his 見解(をとる)s, but that does not mean that he should be 解雇(する)d from the magazine for which he 令状s, as some have 示唆するd. It is his 職業 to 刺激する. And that is 正確に/まさに what he has done.

But beyond that most precious civil liberty lies a more uncomfortable truth, for the fact is that in his own clumsy way, Liddle has touched on a very real problem - the disproportionate number of young 黒人/ボイコット men who commit 罪,犯罪.

省 of 司法(官) 人物/姿/数字s for 2007/2008 show that while only 2.2 per cent of Britons 老年の ten or above are 黒人/ボイコット, 14 per cent of 犯罪の 事例/患者s tried in a 栄冠を与える 法廷,裁判所 伴う/関わる 黒人/ボイコット 嫌疑者,容疑者/疑うs.

For some 罪,犯罪s, the 人物/姿/数字s are even more alarming. One 議論の的になる 報告(する)/憶測 行為/行うd by Scotland Yard last year 設立する that more than half of teen knife 罪,犯罪 offences in the 資本/首都 伴う/関わる 黒人/ボイコット 嫌疑者,容疑者/疑うs.

Small wonder, then, that two years ago the ありふれたs home 事件/事情/状勢s 委員会 警告するd of a 'serious 危機' の中で Britain's young community.

It's no use howling '人種差別主義', this is a real problem 直面するing our society - and にもかかわらず her 政治上 訂正する posturing, Diane Abbott knows it.

On her b スピードを出す/記録につける, Abbott 令状s: 'Sadly 80 per cent of gun 罪,犯罪 in London is "黒人/ボイコット on 黒人/ボイコット", often 伴う/関わるing boys in their teens. As a 黒人/ボイコット woman and the mother of a teenage son, this is 脅すing and wholly 容認できない.'

So 脅すing and 容認できない, indeed, that にもかかわらず her hard-Left 信任状, she chose to send her children to a 料金-支払う/賃金ing school, rather than to a 地元の 明言する/公表する 第2位. In her own words, 'too many 黒人/ボイコット boys were 不成功の within inner-city 明言する/公表する schools'.

Why is it 許容できる for Ms Abbot to raise such 問題/発行するs, but not Mr Liddle?

Yes, he may have 表明するd his 見解(をとる)s in rather inflammatory 条件, but he has touched on a 決定的な 問題/発行する: Why do so many young 黒人/ボイコット men in our cities turn to 罪,犯罪?

This is more than just about race and underachievement. It 関心s culture and the direction of modern Britain. When people from the West Indies first (機の)カム to Britain in the late Forties, they were as 法律-がまんするing, and often 同様に-educated, as the indigenous 全住民.

What happened to this 移民,移住(する) community is a snapshot of what happened to Britain in the 介入するing 10年間s, although the 状況/情勢 is much worse の中で some of the new 移民,移住(する)s.

First of all, there has been a みごたえのある 増加する in family 決裂/故障. The 伝統的な British family in many parts of the country 簡単に doesn't 存在する. This has been noticed by organisations such as the Centre For Social 司法(官).

In a 熟考する/考慮する they published in 2007, the organisation 観察するd that 罪,犯罪 has a direct correlation with family 決裂/故障 - 70 per cent of young 違反者/犯罪者s are from 孤独な-parent families.

Yet for many years these 観察s have been derided by a 自由主義の マスコミ, too 特権d to care about something which seems so 外国人 to them.

Secondly, an almost 審議する/熟考する 強襲,強姦 on education in the past few 10年間s has created a terrible 状況/情勢. Our schools, 特に those in the inner city, have lost many of the 特徴 which made British education famous throughout the world.

The 廃止 of grammar schools in the Sixties made the problem worse. Children from いっそう少なく 特権d backgrounds were even いっそう少なく likely to find a ladder up the social 規模, and so social mobility in Britain 拒絶する/低下するd.

Thirdly, a bloated 福利事業 system 確実にするd that there was no real incentive for people to get out of their 状況/情勢.

Together, these three factors create a 有毒な cocktail which has enabled a large class to be created which has no real 火刑/賭ける in the country.

And unfortunately, a large 割合 of this class - often called the 'underclass' - is from the 移民,移住(する) 全住民 who (機の)カム to Britain in the Fifties to better their lives. Indeed, they have 影響する/感情d the Afro-Caribbean community more than any other.

The ultimate irony is that the Britain in which those West Indian 移民,移住(する)s had aspired to live has changed beyond 承認. And their children and grandchildren are the ones worst 影響する/感情d.

最終的に, though, it is foolish to 見解(をとる) this 肉親,親類d of social 決裂/故障 排他的に through the prism of race. It is true that young Afro-Caribbean males in the larger cities have a particular problem, but the 問題/発行する is one which 直面するs the whole country.

Ignorance and 暴力/激しさ are a blight across the nation, from multi-racial London to いっそう少なく diverse places such as Newcastle and Sunderland.

Any inhabitant will say how these towns have become more 脅すing places to live. Any person in any town in Britain will tell the same story about how it is no longer 安全な to go out at night. This is not just a '黒人/ボイコット problem', it is a 国家の one.

I would 示唆する that these problems, and 特に those of the Afro-Caribbean community in our cities, 茎・取り除く from the fact that this 決裂/故障 has 大部分は been ignored by the political class.

The chattering classes and their friends in 政府 廃止するd grammar schools, 辞退するd to support the idea of the family, 拡大するd the 福利事業 明言する/公表する and fostered 大混乱/混沌とした 移民/移住 政策s.

Through 欠陥d ideology and a 失敗 to 促進する 伝統的な values, the Left made the 状況/情勢 for all those at the 底(に届く) of the heap far worse - whatever the colour of their 肌.

As Liddle himself has said: 'There is an important argument to be had about 罪,犯罪 levels in London, Manchester and Birmingham which are 負かす/撃墜する to culture.'

Neither his boorishness nor the 膝-jerk reactions of the anti-人種差別主義者 暴徒 really help that 審議.

There is a need to have a 国家の discussion about how to solve a serious problem. We should be able to have that discussion in a 合理的な/理性的な, 円熟した way.
