The 創立者 of the web, Tim Berners-物陰/風下, is today 明かすing a new website, data.gov.uk, which 約束s to get more public 部門 data into the public domain.

He points out that we have already spent the money for the 政府 to 収集する all the data - for instance 罪,犯罪 人物/姿/数字 and traffic 分析. Rather than have it sitting in a desk it should be opened up for 独立した・無所属 scrutiny. After a long struggle it was 支配するd by the (警察などへの)密告,告訴(状) 法廷 that the expenses should be 公表する/暴露するd. But the then (衆議院の)議長, Michael ツバメ, challenged this in the High 法廷,裁判所. By fighting it Heather Brooke 危険d 破産 but she won.

What was the 政府's 返答? Harriet Harman introduced a ありふれたs 動議, which 労働 MPs were under a three line whip to support. This would have 免除されたd MPs from the Freedom of (警察などへの)密告,告訴(状) 必要物/必要条件s that they regarded as such a good idea for others. The 激しい抗議 meant Harman dropped the 提案.

Still, even after the bravery and tenacity of Heather Brooke, we only got the 十分な story on MPs expenses after a 集まり 漏れる of all the (人命などを)奪う,主張するs. The 公式に 解放(する)d ‘redacted’ 見解/翻訳/版 was a pretty feeble 代用品,人.

The more 圧力(をかける)ing 優先 at the moment is the 明言する/公表する of the public 財政/金融s. Yet the (警察などへの)密告,告訴(状) on the new website on just what the 政府 spends is only very general.

This year nearly half our money - 47.6 per cent - is 存在 spent for us b y the 明言する/公表する. It comes to £655 billion. The 人物/姿/数字 needs to come 負かす/撃墜する and the Tories believe that one way to help 達成する that would be transparency of where the money is going at 現在の.

The 影をつくる/尾行する (ドイツなどの)首相/(大学の)学長 George Osborne says: ‘Transparency and 開いていること/寛大 are powerful 道具s in the fight against waste. Publishing spending programmes online is a 広大な/多数の/重要な example of how new 科学(工学)技術 can be harnessed to 改善する accountability.

‘Everyone can see 正確に/まさに how their money is 存在 spent. They can follow their money. If we 勝利,勝つ the next 選挙, all items of public spending over £25,000 will be published on-line. I know that it may create ぎこちない stories for 大臣s from time to time. But that is 正確に/まさに the point.’

Would this make a difference in practice? Some 証拠 is already there. 直面するd with 公表,暴露 of their expense (人命などを)奪う,主張するs, MPs have started to 減ずる the 量 they (人命などを)奪う,主張する. In Windsor and Maidenhead the 地元の 会議 publishes all spending items over £500. They have ‘smart メーターing’, which puts the energy 法案s for the main 会議 buildings on their website, in real time. This has 誘発するd staff to be 軽く押す/注意を引くd into keeping 法案s 負かす/撃墜する.

For Boris Johnson the transparency has brought some problems - one of his 副 市長s had to 辞職する over expenses (人命などを)奪う,主張するs. Last week it was queried why City Hall spends £13,314.11 in a 選び出す/独身 month on window きれいにする. But while the questions may be ぎこちない it is 最終的に helpful for Boris to 直面する them if he is to 達成する a culture of value for money.

So one 元気づける for the 政府 on today's website. We should be able to Google the (警察などへの)密告,告訴(状) rather than try to prise it out of obstructive 支店s of the 明言する/公表する. Three 元気づけるs are reserved for when really 詳細(に述べる)d, intelligible transparency is 供給するd on where our money is spent.
