ANDREW NEIL: Starmer's new Wonder 軍隊 to stop the boats sounds like something out of James 社債. But everything he's 約束ing to do has already been tried and 設立する wanting

So, now we know, at last, how 労働 would stop the small boats coming across the Channel with their human 貨物 of 違法な migrants.

It would ― cue 派手に宣伝する roll ― 始める,決める up a new quango. Yes, a new 政府 機関 to 追加する to the plethora already dotted all over every 面 of British 明言する/公表する 官僚主義. The people smugglers must be 地震ing in their shoes.

True, it will have an impressive sounding 指名する: 国境 安全 命令(する).

Good word that ― '命令(する)' ― if you want to be regarded as a serious grown-up. Echoes of James 社債, don't you think, who was a 海軍の 指揮官, after all? Indeed, the spooks are part of 労働's cunning 計画(する): 知能 スパイ/執行官s will be 草案d in to work と一緒に 国境 軍隊, the 国家の 罪,犯罪 機関 (NCA), the police and さまざまな specialist 捜査官/調査官s to make Britain '敵意を持った 領土' for the evil people traffickers. Amen to that.

Maybe she, too, has had enough of Tory 'gimmicks'.

Yet what can be more gimmicky than 発表するing you're (軍隊を)展開する,配備するing MI5 to take on the bad guys? It's a secret service. Why 旗 it up? Then again, it's the sort of meaningless gesture that 政治家,政治屋s love and the マスコミ (競技場の)トラック一周 up.

Harold Wilson, a previous 労働 leader who was 総理大臣 in the 60s and 70s, always had 負かす/撃墜するing Street 簡潔な/要約する the 圧力(をかける) that he was 'sending in the SAS' whenever some 軍の or 安全 災害 struck. It made for 広大な/多数の/重要な headlines and got him through the news cycle.

Starmer 保証するd us that the BSC ― 初期のs that no 疑問 will soon be 定期的に rolling off the tongue ― would be an エリート 軍隊. 井戸/弁護士席, you woudn't want to put a bunch of duds in 告発(する),告訴(する)/料金 of such a 政治上-極度の慎重さを要する 使節団. That approach, so far, is only 目だつ by its 失敗.

Whether any 機関 which 報告(する)/憶測s to the Home Office can long remain 'エリート' is another 事柄. Starmer's people have been 要点説明 that up to 1,000 assorted spooks and 巡査s could be 割り当てるd to the new Wonder 軍隊, its £75 million 予算 paid for by の近くにing the 'Tory' Rwanda 計画/陰謀. This could be somewhat premature. I am no 広大な/多数の/重要な fan of the 政府's Rwanda play. But I do notice that ― as it looked like getting off the ground after all ― a number of 違法な migrants legged it to Belfast then slipped over the 国境 into the Irish 共和国, somewhat upending Irish politics in the 過程.

If, against the 半端物s, it does 証明する to be a deterrent after all, would 総理大臣 Starmer still pull the plug on the Rwanda 計画/陰謀 to bankroll his untried quango instead?

That looks like a 人質 to fortune. いつかs 労働 doesn't really think things through, which might be a consequence of 存在 in 対立 for so long.

I 嫌疑者,容疑者/疑う that Starmer and those around him 簡単に can't conceive of Rwanda working. They could be 権利.

にもかかわらず the migrant dash to Ireland, more than 9,000 have arrived in small boats so far this year, a 記録,記録的な/記録する for 早期に May, putting the crossings on 的 to 越える the almost 46,000 who 危険d the Channel crossing in 2022 (the worst year so far).

Curiously, Starmer would not be drawn on what success might look like. He 辞退するd time and again yesterday to say how far the numbers would 落ちる under his new approach. Perhaps that's because the 計画/陰謀 is not 現実に new but just an agglomeration of previous 成果/努力s dressed up in a fancy new quango.

I 屈服する to nobody in criticising the 無資格/無能力 of the 現在の Tory 政府 in general and the Home Office in particular.

But even I have to 譲歩する that much of what Starmer 約束s to do has already been tried in さまざまな guises and 設立する wanting by those 現在/一般に in 力/強力にする ― or discarded because the necessary 協定 of other 政府s could not be 安全な・保証するd. If more 反対する-テロリスト 力/強力にするs could be used against the people smugglers, or more special 検察官,検事s, or the seizure of boats as they travel 陸路の to Calais were likely to make a difference, I'm pretty sure they would have been tried already.

Or, more pertinently, ask Italian 総理大臣 Giorgia Meloni. She was elected on a 堅い, 右翼, anti-migrant ticket, 誓約(する)ing to stop the boats coming from North Africa. Last year the numbers rivalled the 記録,記録的な/記録する 181,000 who made the parlous trip in 2016.

So, this is not 平易な. Yet Starmer speaks with all the inexperience of 対立.

Yesterday he complained that too few failed 亡命 探検者s were returned to their country of origin. But so many of those arriving on small boats come from Afghanistan, Iran, Syria, Somalia, Libya and Sudan, basket 事例/患者s one and all.

Is this former human 権利s lawyer really arguing a 労働 政府 would return migrants to these 裁判権s?

I understand why our 政治家,政治屋s spend so much time on the 漂流難民,ボートピープル. 投票者s don't like to think that we can't 支配(する)/統制する who comes to our country ― or what sort of folk are 伸び(る)ing 違法な 入ること/参加(者).

政治家,政治屋s are embarrassed by their 失敗 to stop it. But the 規模 of 合法的な 移住 is a far bigger 問題/発行する. 歴史的に, Britain has been a country of 逮捕する 移住, a nation of nomads 捜し出すing work and fortune across the globe. Only in 1998 did 逮捕する 移民/移住 越える 100,000 for the first time.

In the 25 years before Tony Blair took 力/強力にする in 1997, cumulative inward-bound 移住 totalled a mere 68,000. In the 25 years after that it totalled almost six million ― almost 90 times more.

O nly a couple of 10年間s ago 政治家,政治屋s worried when 逮捕する 移住 reached 150,000 a year. In the past two years it has been almost five times that. Last year's 概略で 750,000 逮捕する 移住 is 予測(する) to come 負かす/撃墜する to 315,000 by the end of the 10年間.

That is still 30 per cent more than the 年次の 普通の/平均(する) between 2010 and 2019 ― and the 同等(の) of another Birmingham before the 10年間 is out.

These are 合法的な migrants, remember, individuals and families who come here under the 支配するs we 始める,決める (and, since Brexit, only we 始める,決める). Are such numbers 維持できる?

Does the economy really need that many? Is it wise to proceed this way when we can't build anything like the 要求するd number of houses for those already here, never mind those still to come.

It is not 平易な to have a civilised and 建設的な 審議 about 移民/移住. The 理解できる 強調 on the 漂流難民,ボートピープル has made it even harder. But it is necessary. As a nation we are 輸入するing 広大な numbers of people for the 全労働人口 even though we have several million of working age who have left the 労働 軍隊 because they'v e given up looking for work.

A sensible 政策 would 減ずる the numbers coming in but 増加する the flow of folks 支援する into the 労働 market.

It would 要求する hard choices and much 激しい 解除するing, from setting 限界s to 移民/移住 to 雇うing 堅い-love 福利事業 改革(する)s to get people 支援する to work. Which is probably why Keir Starmer, so far, has had nothing to say about it.
