DOMINIC LAWSON: Sir Keir Starmer's 税金 on 私的な school 料金s is a sordid 戦略 to throw red meat to Corbynistas - and 証明するs he's still a class 軍人 at heart
準備する to be driven to distraction by the 審議する／熟考する vagueness of Sir Keir Starmer when, over the next weeks of the 選挙運動, he is asked how, 正確に／まさに, a 労働 政府 will 会合，会う its 約束 to 'change' the country.
But in an さもなければ narcoleptic interview with the BBC's Mishal Husain last week, the 労働 leader made one hard かかわり合い: 非難する 20 per cent 付加価値税 on school 料金s in the 独立した・無所属 部門 would be 'a day one 優先'.
Or as Starmer 述べるd it: 'Ending 税金 breaks for 私的な schools so we can have [an extra] 6,500 [明言する／公表する school] teachers.'
But the fact that 付加価値税 has never been 適用するd to the 料金s paid by families for their children's education is not a '税金 break'. Across what is いつかs 称する，呼ぶ／期間／用語d 'the civilised world', it has been understood that as education is a public good, it should not be 支配する to this form of 課税. This is a 原則 held not just across Europe, but also the US and Australia. For the same 推論する／理由, 付加価値税 is not 告発（する），告訴（する）／料金d on university 料金s.
脅し
I am old enough to remember that when bidding for his party's leadership in 2020, Sir Keir said he would 'build on' Jeremy Corbyn's 遺産／遺物, and that 'we should 扱う／治療する the 2017 manifesto as a foundational 文書'.

It is not the '最高の-rich' who will find an extra 20 per cent cost very hard to cover. Nor will the 政策 be much of a problem for schools such as Eton (pictured), and indeed Winchester, supported as they are by very large endowments
The 脅し to 適用する 付加価値税 to school 料金s was in both of 労働's manifestos under Corbyn ― a long-standing 需要・要求する from the Left of the party, but which had never been indulged by Tony Blair or Gordon Brown.
In Starmer's 注目する，もくろむs, this '遺産／遺物' from the man he 原因（となる）d to be expelled from the 労働 Party has one very 明確な／細部 political 目的. It is designed to remind 投票者s that Rishi Sunak was sent by his parents to Winchester College (which now 告発（する），告訴（する）／料金s almost £52,000 a year for 搭乗 pupils), and that the PM had made a six-人物／姿／数字 寄付 to his 古代の 母校.
Yet Starmer was himself the 受益者 of a bursary, which enabled him to continue to …に出席する Reigate Grammar School when it went 独立した・無所属.
The 現在の 長，率いる of that school, Shaun Fenton, says of the 政策 now 可決する・採択するd by its most 井戸／弁護士席-known ex-pupil: 'Attacking 独立した・無所属 schools won't help . . . I would support an 増加する in 明言する／公表する school 基金ing, but this 提案 may not raise any money at all, with the movement of many families out of the 独立した・無所属 部門, 支援する to 存在 educated at the cost of the taxpayer in the 明言する／公表する 部門.'
Mr Fenton is 権利. 労働's implausible （人命などを）奪う，主張する is that, 直面するd with a 20 per cent extra 告発（する），告訴（する）／料金, no parents will 身を引く children 現在／一般に in 独立した・無所属 schools, and that it will not even 原因（となる） a 拒絶する／低下する in 未来 使用／適用s.
On that basis, the party 誇るs that it will raise an extra £1.7 billion a year, which it would use to 基金 the 'extra' 6,500 teach ers in the 明言する／公表する 部門. (By the way, even this would 支払う／賃金 for いっそう少なく than one-third of a teacher per school, given there are 25,000 明言する／公表する schools.)
I have spoken to one headmaster who is 予算ing for a 20 per cent 減少（する） in 使用／適用s ― this is 現実に starting to happen ― and he says that other 長，率いるs talk of an even steeper attrition 率.
The Adam Smith 学校／設ける (ASI) produced a paper which 論証するd that if there were a 25 per cent 拒絶する／低下する, and 同等（の） '移住' into the 持続するd 部門, this would 現実に cost the 財務省 £1.6 billion a year.
Which means, given 労働's （人命などを）奪う，主張するs that all of its spending かかわり合いs will be 'fully 基金d', it would have to raise 付加 税金s どこかよそで to 基金 the 'extra 6,500 teachers'.
圧倒するd
The ASI also 公式文書，認めるd: 'In 2015, Greece 適用するd 23 per cent 付加価値税 on 独立した・無所属 school 料金s. Schools の近くにd [and] the 明言する／公表する 部門 was 圧倒するd.'
Bridget Phillipson, 労働's 影をつくる／尾行する Education 長官, makes it （疑いを）晴らす where she is coming from, 述べるing the 政策 as part of 'ending 税金 advantages for the 最高の-rich'.
Yet it is not the '最高の-rich' who will find an extra 20 per cent cost very hard to cover. Nor will the 政策 be much of a problem for schools such as Eton, and indeed Winchester, supported as they are by very large endowments.
にもかかわらず the caricature 現在のd by the likes of Phillipson, the grand old all-male 搭乗 schools, such as Eton, are 絶対 not typical of the 独立した・無所属 部門.

The 広大な／多数の／重要な 大多数 of 私的な schools are co-教育の day schools, on 普通の／平均（する） 非難する around £15,000 a year. And they need to be good because, as the 長，率いる teacher of one such school told me: 'We are competing with 解放する／自由な.'
He 恐れるs that ーするために keep his school solvent, in the wake of an exodus, he ― and others in his position ― would need to 削減（する） 支援する on bursaries for families with gifted children who can't afford the 料金s. Those like Keir Starmer's parents, in other words.
And what of the more than 100,000 children who …に出席する special schools in the 私的な 部門 but who do not, at the moment, receive 明言する／公表する 基金ing under the 部類 of Special 教育の Needs and Disabilities (SEND)?
Lord (Alistair) Lexden, the 大統領 of the 独立した・無所属 Schools 協会, 宣言するd in the House of Lords last month: 'How on earth would the 明言する／公表する 部門 対処する with the large number of special needs students in 独立した・無所属 schools who would be 軍隊d to leave them, with 墓／厳粛／彫る／重大な 損失 to their education, by 労働's education 税金?'
The 労働 Party 主張するs that its 20 per cent 付加価値税 告発（する），告訴（する）／料金 will not 影響する／感情 pupils with special 教育の needs whose places at such 独立した・無所属 設立s are 明言する／公表する-基金d 経由で Education, Health and Care 計画（する）s (EHCP). But of the 111,154 pupils at special schools in the 私的な 部門, just 7,646 are under the EHCP umbrella.
Exodus
I have a 確かな knowledge of these 事柄s, as our younger daughter has 負かす／撃墜する's syndrome. She was educated in the 明言する／公表する 部門, in a 第２位 school which made a special 成果／努力 to take on children with the 条件, and was given extra 補助金s 経由で EHCP (基金ing speech therapy, for example).
Yet the 明言する／公表する 部門 is far from 井戸／弁護士席-placed to do this on a much larger 規模, as will be necessary if there is a 重要な '移住' from 私的な special schools whose parents, already financially on the 辛勝する／優位, cannot 吸収する a sudden 政府 税金 告発（する），告訴（する）／料金 of 20 per cent.
告訴する Peacock, a 顧問 in the field of special 教育の needs, told the i newspaper this month that 'most of the parents who I know are already struggling to 会合，会う the 料金s', and had only turned to the 私的な 部門 often 'out of desperation' because their children had been unhappy, or worse, in mainstream schools.

And there are many other ways in which 労働 could 基金 '6,500 extra 明言する／公表する school teachers' ― for example by ごくわずかの tweaks to 資本／首都 伸び（る）s 税金 ― if it 手配中の，お尋ね者 to 避ける 増加するing the 重荷（を負わせる） on what it always calls 'ordinary working people'.
But, instead, Sir Keir has chosen a method designed to 申し込む／申し出 社会主義者 red meat to Left-wing party members 要求するing appeasement に引き続いて the 追放 of their beloved Jeremy Corbyn. What a sordid stratagem.
