DOMINIC LAWSON: Starmer's 冷笑的な class war, on 私的な schools and hereditary peers, will make this country more, not いっそう少なく, divided - and here's why...
The hard-Left are 準備するing a （選挙などの）運動をする against Sir Keir Starmer under the スローガン of '福利事業 not 戦争'.
They are in an elevated 明言する／公表する of 乱暴／暴力を加える ? even more so than usual ? because of the 削減（する） in the overseas 援助（する） 予算 to 基金 more defence spending, and over the あわてて concocted 厳重取締り on sickness 利益s.
Indeed, the 社会主義者 労働者 （人命などを）奪う，主張するd: 'The 強襲，強姦 on 無能にするd people is the thin 辛勝する／優位 of the wedge in Starmer's class war.'
In reality, the 総理大臣 is 行為／行うing a very different sort of class war, and one designed to keep him in the good 調書をとる／予約するs of the Left of the 議会の 労働 Party.
It is 存在 行うd on two 前線s ? in our schools and in the Palace of Westminster. The former 伴う／関わるs the 政策 of 適用するing 20 per cent 付加価値税 to the 料金s 告発（する），告訴（する）／料金d by 独立した・無所属 schools, and also 除去するing their entitlement to charitable 商売／仕事 率s 救済.
The latter is 含む／封じ込めるd in the 法案 which 提案するs to 除去する the remaining 88 hereditary peers from the House of Lords.
A number of parents' groups spent last week in the High 法廷，裁判所 in an 試みる／企てる to 証明する the 課税 of 付加価値税 on education is a form of unlawful 差別.
If there is a 労働 war on the 無能にするd it is this: there are more than 100,000 pupils with special 教育の needs who …に出席する small 私的な schools.

The 目的 of 改革（する）ing the House of Lords is to 取って代わる the excised hereditary peers with dozens of 労働 life peers loyal, 本人自身で, to Starmer
As 告訴する Peacock, a 顧問 in this field, said, 'most of the parents I know are already struggling to 会合，会う the 料金s' and had turned to the 私的な 部門 'out of desperation' because their children had been unhappy, or inadequately 供給するd for, in mainstre am schools.
A 熟考する／考慮する （売買）手数料，委託（する）／委員会／権限d by the Education Not 課税 （選挙などの）運動をする 明らかにする／漏らすd that one in five of such families have already remortgaged their home to 会合，会う the 料金s.
The brittle Education 長官, Bridget Phillipson, who （人命などを）奪う，主張するs all the money raised by the 付加価値税 will go into the 明言する／公表する 部門 (in fact it is not （犯罪の）一味-盗品故買者d at all) 述べるs the 政策 as part of the 計画（する） of 'ending 税金 advantages for the 最高の-rich'.
Aside from the fact that such parents did not have a '税金 advantage' 否定するd to anyone else, it 現れるd in last week's High 法廷，裁判所 審理，公聴会 that the 財務省 itself had an 公式の／役人 要点説明 公式文書，認める which 明言する／公表するd that '25 per cent of 世帯s 影響する／感情d will 落ちる in the 底（に届く） half of the 世帯 income 配当'.
As Lord Pannick KC, who led the 事例／患者 for the parents, told the 法廷，裁判所: 'It is illogical for the （ドイツなどの）首相／（大学の）学長 to say that because most of those at 独立した・無所属 schools have parents with high incomes, a child's 出席 at an 独立した・無所属 school means their parents are 豊富な… there are parents who so value 独立した・無所属 education for their children that they make 厳しい 財政上の sacrifices to be able to 支払う／賃金.'
Many of these are from British-Asian homes. If 労働 苦しむs a loss of 選挙（人）の support from this demographic, it will be an 完全に 長所d 罰.
Unfortunately the 政策 is, in general, a popular one, so Bridget Phillipson paid no political price for her snide and even spiteful 発言／述べる that 'our 明言する／公表する schools need teachers more than 私的な schools need embossed stationery'.
Speaking of embossed stationery, last week the 政府 (1)偽造する／(2)徐々に進むd ahead in the House of Lords with its 計画（する） to 除去する the remaining hereditary peers (敗北・負かすing さまざまな 改正s to keep some of them in place).
The 労働 manifesto at the last electi on gave two 推論する／理由s for this cull: that 'too many peers do not play a proper 役割 in our 僕主主義' and 'hereditary peers are indefensible'.
Yet, during last week's 審議, the 保守的な life peer, Lord (Kevin)Shinkwin, pointed out: 'In the 2019-2024 議会, life peers …に出席するd 47 per cent of the time; our hereditary 同僚s …に出席するd 49 per cent.'
He also 公式文書，認めるd that more than half of the hereditaries serve as members of select 委員会s (which do much of the 決定的な scrutiny of 法律制定 ? the point of the second 議会).
If the 目的（とする） of the 改革（する） were truly to を取り引きする those peers who 'do not play a proper 役割', it would look at the likes of 94-year-old Lord (Swraj) Paul, the 億万長者 former 寄贈者 to the 労働 Party who, in the last 議会, （人命などを）奪う，主張するd more than £100,000 in allowances but did not once speak or 持つ／拘留する a 委員会 地位，任命する ? and 投票（する）d on just one occasion.
Lord Paul would indeed be out if 労働 had also proceeded with its other manifesto かかわり合い to make all peers retire from the Lords during the 議会 in which they reached the age of 80. It's good that the 政府 has dropped that 提案, since many of the most impressive contributors to 審議 in the Lords are over 80, 含むing a number of former 上級の 閣僚 大臣s.
But why was that manifesto かかわり合い not carried through? Because it 夜明けd on Starmer's team that such a change would have 不均衡な 減ずるd the 労働 代表 on the red （法廷の）裁判s.
At the end of the last 議会, 54 of the 172 労働 peers were 老年の 80 or more, while only 52 of the 275 保守的な peers were.
This also 示すs the true 動機 for the 除去 of the hereditary peers. It is not, really, because of 対立 to the 原則 of 相続するd 階級 ? さもなければ, why would 労働 not 立法者 to 確実にする the 役割 of 長，率いる of 明言する／公表する 中止するd to become the 特権 of one family?
No, it is because only four of the remaining hereditary peers take the 労働 whip ? the 残り／休憩（する） are mostly 保守的な or crossbenchers, with a smattering of Lib Dems.
So this is not a 事柄 of high 原則, but pure political gerrymandering. The 目的 is to 取って代わる the excised hereditary peers with dozens of 労働 life peers loyal, 本人自身で, to Starmer, so that he can bulldoze his 法律制定 through a tamed House of Lords.?
I can understand why he should wish to do this, and why it galls 労働 that they should be under-代表するd in the 参議院.
That is partly the consequence of not 持つ／拘留するing the strings of patronage during 14 y ears of 保守的な 政府.
But Starmer is more than making up for lost time. He has already 任命するd more new peers in his first 200 days than the 保守的な 総理大臣s Theresa May, Boris Johnson and Rishi Sunak did in their 連合させるd first 200 days.
You can be sure that those numbers will 加速する, once Starmer has 除去するd the hereditaries (to be 解雇（する）d without 補償（金）, as the 職業 is essentially a glorified 無-hours 契約, with no 直す／買収する，八百長をするd salary or 年金).
The real political game was given away に向かって the end of last week's 審議, when the peer winding up for the 政府, the former 労働 Party General 長官, Lord (Ray) Collins, 刺激するd by 保守的な 介入s, blurted out: 'Can I just say… we are 取引，協定ing with an 不均衡 at the moment?'
Starmer need 恐れる no wider 選挙（人）の 対立 to his gerrymandering ? the House of Lords does not much 関心 the public. But, as with the attack on 独立した・無所属 schools, 労働's 冷笑的な use of the rhetoric of class war, while conveniently appeasing its own Left-wing, will make the country more, not いっそう少なく, divided.
