The harmful 影響s of alcohol are 存在 ignored by large numbers of drinkers, a 大臣 has 警告するd.

And many others 簡単に do not realise the 損失 they are doing to their 団体/死体s, public health 大臣 Anne Milton has told MPs.

Her 警告 comes the day after an 検死 into the death of Amy Winehouse 設立する she died after drinking up to three 瓶/封じ込めるs of vodka.

Ms Milton argued that in contrast to the 危険s of smoking and obesity - which are often 定評のある by the マスコミ and the general public - many are not are of how dangerous drinking can be.

Giving 証拠 to the House of ありふれたs science and 科学(工学)技術 委員会, which is looking into the 証拠 base for 現在の alcohol 指導基準s, she also said often people 簡単に choose to ignore any messages that come from 政府.

She told MPs: 'I think [the 指導基準s] have an 衝撃 in as much as we know that the first step in changing behaviour is people 存在 aware of the 害(を与える) it can 原因(となる).'

But, she 追加するd: 'I still think that 反して people 受託する the 害(を与える) that smoking 原因(となる)s, they 受託する the problems 存在 overweight 原因(となる)s, there is still some 問題/発行する about 受託するing the 害(を与える) that alcohol 原因(となる)s.

'I think that's still a message that we 港/避難所't got through in the 指導基準s.'

And even where people do 受託する the 危険s, they are often ignored.
'People do things that they know 害(を与える) their health, so 22 per cent of people still smoke,' she told the 委員会. 'We do have to look at why it is that people feel the need to go and get very, very drunk and 害(を与える) their he alth.'

Ms Milton also 示すd the 政府's updated alcohol 戦略 could 含む その上の 税金 対策 to discourage the 消費 of high-strength drinks.

Growing problem: A recent report predicted that binge-drinking will cost the NHS £3.8 billion by 2015, with 1.5 million A&E admissions a year

Growing problem: A 最近の 報告(する)/憶測 予報するd that binge-drinking will cost the NHS £3.8 billion by 2015, with 1.5 million A&E admissions a year

She said that the 25p-a-can 税金 賞与金 on 最高の-strength beers introduced in this year's 予算 has already had an 衝撃 in encouraging the 産業 to 減少(する) alcohol levels.

She told 委員会 that the Department of Health was in '現在進行中の discussions' with the 財務省 on the 問題/発行する of how price changes can encourage safer drinking.

Tragic lesson: Amy Winehouse's untimely death might help raise awareness of how dangerous drinking is

悲劇の lesson: Amy Winehouse's untimely death might help raise 認識/意識性 of how dangerous drinking is

The new alcohol 戦略, 推定する/予想するd later this year or 早期に in 2012, 'will say more about what we are going to do on price', she said.

But Ms Milton said there was a 審議 about the degree to which price changes are able to alter drinking habits, 特に の中で problem dr inkers.

She also 最高潮の場面d that 80 per cent of alcohol was drunk by one-third of the 全住民.

But she said there were 指示,表示する物s that the 'truly dreadful' scenes of drunken behaviour in town centres have 拒絶する/低下するd over the past two or three years as alcohol has become more expensive.

In his March 2011 予算, (ドイツなどの)首相/(大学の)学長 George Osborne 発表するd a 25 per cent 引き上げ(る) in 義務 on beers over 7.5 per cent alcohol by 容積/容量, 追加するing about 25p to the price of a can of 最高の-strength lager.

一方/合間, いっそう少なく potent brews with between 1.2 per cent and 2.8 per cent alcohol enjoyed a 50 per cent 削減 in 税金, saving drinkers around 18p a pint.

The changes (機の)カム into 影響 at the start of this month, but Ms Milton told the 委員会 that they were already having an 衝撃.

'Already, there has been a 返答 from the 産業,' she said. 'Already they are dropping the alcohol strength to get below that 義務 level.

'There is no 疑問 about it, price can manipulate the market, so 増加するing 義務 on high-strength alcohol is not a bad idea, because for every litre sold there is いっそう少なく alcohol in it, which is a move in the 権利 direction.'

SHOULD MPs HEED MS MILTON'S WARNING?

MPs are 'susceptible' to 過度の drinking because of the 条件s they work under, public health 大臣 Anne Milton said today.

Ms Milton said 議会's anti-social hours and the need to spend long periods away from their families, made them more likely to indulge in 'risky be haviour'.

But she stopped short of 支援 保守的な MP Sarah Wollaston's 最近の call for 改革(する) of the drinking culture in Westminster, 説 instead that it would be 利益/興味ing to 行為/行う a 調査する to find out how much alcohol is 現実に 消費するd in Westminster and how aware MPs are of the 損失 they may be doing to their health.

As she gave 証拠 to the House of ありふれたs science 委員会, Ms Milton was asked whether she thought some of the Palace of Westminster's many 妨げる/法廷,弁護士業s should be shut 負かす/撃墜する in a 企て,努力,提案 to make MPs more sober.

強調する/ストレスing that she was speaking as an MP, rather than in her 大臣の 役割, she replied: 'I don't like the word "should".

Dr Wollaston put a スポットライト on MPs' drinking habits at a fringe 会合 of the 保守的な 会議/協議会 in Manchester earlier this month, when she asked: 'Who would go to see a 外科医 who had just drunk a 瓶/封じ込める of ワイン at lunchtime?

'But we fully 受託する that MPs are perfectly 有能な of 成し遂げるing as MPs, にもかかわらず some of them drinking really やめる ひどく.'

?
Ms Milton played 負かす/撃墜する any prospect of England に引き続いて Scotland in 課すing a 最小限 部隊 price for alcohol, 警告 that her department's 合法的な advice was that it was 'probably 違法な' under European 自由貿易 法律s.

Although she said she had 'an appropriate degree of cynicism' about 産業 (選挙などの)運動をするs to 促進する responsible drinking, Ms Milton said she believed drink 生産者s had an 利益/興味 in 保護するing their brands from 存在 linked to scenes of 超過.

'A brand that's associated with 罪,犯罪, anti-social behaviour and people 存在 paralytically dru nk isn't やむを得ず a 肯定的な brand,' she told the 委員会, before 追加するing: 'However, they are there to sell alcohol.'

的ing 税金 on problem drinks was a good way to 影響(力) the 産業 because '減ずるing the level of alcohol does no 害(を与える) to their sales but 減ずるs the 害(を与える) to people's health', she said.
