Doctors and charities 支援する smoking 禁止（する）

Doctors' leaders and health charities have joined 軍隊s to 支援する a 企て，努力，提案 to 許す the Welsh 議会 to introduce its own 禁止（する） on smoking in public places.

Cardiff North MP Julie Morgan today 正式に開始する，打ち上げるd a 私的な Member's 法案 that would 移転 the 関連した力／強力にするs to the 議会 - where her husband, Rhodri Morgan, is First 大臣.

A White Paper 明かすd by Westminster Health 長官 John Reid last November 提案するd a 類似の move by 2008, but Ms Morgan's 法案 would 移転 the 力／強力にするs すぐに.

The British Heart 創立／基礎 said Ms Morgan's 法案 would be the "quickest 大勝するに向かって保護するing the health of the Welsh public", while the BMA said waiting until 2008 for a 禁止（する） would mean more deaths from smoking-関係のある illnesses.

'Absurd nonsense'

The White Paper 提案するd a 禁止（する） on smoking in England's restaurants and offices, and a 制限 in pubs, by 2008, and giving むちの跡s the 選択 to follow 控訴.

In a 解放する／自由な投票（する） last year the Welsh 議会投票（する）d in favour of a 完全にする禁止（する）, but cannot introduce one without a change in the 法律 at Westminster.

Dr Tony Calland, chairman of the BMA's Welsh 会議, said: "We feel that the Westminster 政府, when it published the Public Health White Paper, 行方不明になるd a 抱擁する適切な時期 because they 港／避難所't gone for a 完全にする禁止（する） in enclosed public spaces.

"All this absurd nonsense about whether places serve food and so 前へ／外へ - the reality is that passive smoking is a 抱擁する問題／発行する."

Dr Calland 追加するd: "I'm pleased there is a 勢い behind a 禁止（する）, unfortunately the 勢い is everywhere but Westminster. John Reid is talking about a 禁止（する） three years away; you can have an awful lot of people die of smoke-関係のある病気 in those three years."

Peter Hollins, director general of the British Heart 創立／基礎, said: "We are delighted to support Julie Morgan's 私的な Member's 法案.

保護するing the health of the public

There is 普及した support for this 活動／戦闘 from the 医療の community and the public based on strong 証拠 of the dangers of passive smoking.

"We believe it will 供給する the quickest 大勝するに向かって保護するing the health of the Welsh public, and in particular those pub 労働者s who will be 定期的に left to breathe 損失ing smoke under the UK 政府's Public Health White Paper 提案s."

The 法案 has also been 支援するd by anti-smoking charity Ash and the Roy 城肺癌創立／基礎.

労働 MP Ms Morgan said: "The 目的 of the 法案 is to give 力／強力にするs to the 議会 to 制限する smoking in whatever way it wishes.

Without this 法案 the 議会 would be 扶養家族 on public health 法律制定 from Westminster.

This 法案 would enable むちの跡s to do what it wants.

"The White Paper would give the 力／強力にする to むちの跡s, but that is 扶養家族 on if and when 法律制定 is introduced, 反して it can be done quickly with a 私的な member's 法案."

A 類似の私的な法案, which fell, was introduced in the House of Lords by Baroness Finlay of Llandaff in 2003. With a General 選挙推定する／予想するd in the spring, Ms Morgan's 法案 stands little chance of becoming 法律.

Scottish First 大臣 Jack McConnell has 約束d to introduce a "包括的な" 禁止（する） by spring 2006, while Ireland introduced a 禁止（する） in March 2004.
