Utah abandons first-in-nation abortion 法律 that said fetuses need anesthesia during 操作／手術 - because no one will tell doctors how they should do it

Last year, Utah 制定するd a first-in-the-nation 法律 要求するing that fetuses receive anesthesia or painkillers for abortions after 20 weeks gestation.
Nine months later, no one has 施行するd the 支配する at the only licensed abortion clinic in the 明言する／公表する.
Medics （人命などを）奪う，主張する they have tried to 捜し出す 指導／手引 on how 国会議員s want them to 治める anesthesia - a 複雑にするd and risky 手続き.
But nobody - 含むing 立法議員s, the 知事's office staff, and the 弁護士／代理人／検事 general's office staff - will 供給する 指導／手引 or documentation explaining the 支配するs.?
It means practitioners are continuing as normal - with the blessing of 国会議員s.?
Dr Leah Torres, one of five licensed 内科医s who 成し遂げる abortions at the Planned Parenthood 協会 of Utah, said she has tried to follow the 法律 but was 解任するd
The handful of doctors who do the abortions at the clinic are trying to 従う with the 法律 passed last May.
'I guess I'm breaking the 法律, but I don't know how to not break it because no one would tell me,' Dr Leah Torres, one of five or six licensed 内科医s who 成し遂げる these elective abortions at the Planned Parenthood 協会 of Utah, told The Associated 圧力（をかける）.??
Dr Torres said she went to 立法議員s, the 知事's office and the 弁護士／代理人／検事 general's office 捜し出すing an explanation on what 治療 she's supposed to give.

Dr M Sean Esplin, a Utah 内科医 who 成し遂げるs these abortions in 緊急 状況／情勢s, such as if the mother's life is at 危険, which is not covered by the 法律, said a strict 解釈／通訳 could 軍隊 doctors to choose between two risky 手続きs: 治めるing anesthesia 経由で a needle 直接／まっすぐに into the umbilical cord or giving women general anesthesia.
The 法律, he said, 'is, in my opinion, a waste of our money and our time by someone who is trying to make a political 声明 and really not worried about what's best medically or what's best for people's health'.
Utah Gov. Gary Herbert told the AP that 内科医s should try to get directions from the 弁護士／代理人／検事 general's office if they don't understand how to follow the 法律.
Dan Burton, a 広報担当者 for the 弁護士／代理人／検事 general's office, said that the office does not '特に 規制する doctors in Utah.'

Dr. David Turok, another 内科医 who 供給するs the abortions at the Planned Parenthood clinic, said he tells his 患者s that 研究 shows fetuses likely cannot feel 苦痛 事前の to 24 weeks but believes he is probably に引き続いて the 法律 by giving women 穏健な sedation.
Mary Taylor, the 大統領，／社長 of プロの／賛成の-Life Utah, said her group supported the 法律 but that she wishes it had been 制定するd with tougher language and that there was more 施行 so 内科医s would be more likely to 従う.
Eric Scheidler of the 国家の anti-abortion group プロの／賛成の-Life 活動／戦闘 League （刑事）被告 the clinic's doctors and Planned Parenthood of trying to skirt the 法律.
'What's happening here is that these abortionists do not want to have to 認める the value of the life of the unborn child and the 苦痛 that those children experience,' he said.
Galloway said the 混乱 surrounding the 法律 is proof that Utah's 明言する／公表する 立法議員s did not understand the 医療の 衝撃 of what they were doing when they passed it.
