KANWAL SIBAL: We are 認めるing Pakistan the upper 手渡す


Another 一連の会議、交渉/完成する of the India - Pakistan 対話 has been 完全にするd with 外部の 事件/事情/状勢s 大臣 S M Krishna's visit to Islamabad on September 8.

The 協定 on relaxing the ビザ 政権 and 持つ/拘留するing the 会合 of the Pakistan-India 共同の (売買)手数料,委託(する)/委員会/権限 after a gap of 5 years seems 一貫した with our 政策 of making 進歩 step-by-step in normalising our relations with Pakistan.

圧力(をかける)ing Pakistan again at Islamabad to expeditiously bring to 司法(官) those 責任がある the Mumbai 大虐殺 明らかに 伝えるs that we are not relenting on this 重要な 需要・要求する for 決定するing the pace at which our relations will move 今後.

In reality, rather than this 暗示するing that India has the upper 手渡す in 取引,協定ing with Pakistan, it is 現実に the 逆転する. Pakistan has put us on the 防御の, certainly vis-a-vis its own public opinion, by (人命などを)奪う,主張するing that it has taken several steps to reach out to India, that it has moved away from its 伝統的な positions in 重要な ways, but that it is India that is not 報いるing.

This explains Pakistani 外務大臣's spurious talk about 'serious signals', 'breaking away from many positions we have held' and 'big leaps 今後' and the 'need to change the mindset'.

The sub-text of such pronouncements is that India has 堅固に守るd 態度s. Such (人命などを)奪う,主張するs by Pakistan are without 実体. With its 議会の 決意/決議 in April this year, Pakistan has 退却/保養地d to its old mantra that the Kashmir 問題/発行する should be 解決するd on the basis of UN 決意/決議s.

Pakistan wants us to 身を引く from Siachen, it will not agree to a 合理的な/理性的な 妥協 on Sir Creek and it will not end its 10年間s old 対立 to the Wullar 一斉射撃,(質問などの)連発/ダム. It covers up its 不本意 to 行為/法令/行動する against the anti-India jihadi groups on its 領土 by the phony argument that it is itself a 犠牲者 of テロ行為.

It will not put 抑制(する)s on Hafiz Saeed as 十分な 証拠 to arraign him in a 法律 法廷,裁判所 is 恐らく 欠如(する)ing. Its 記録,記録的な/記録する of 合法的な inaction against the 悪党/犯人s of the Mumbai 大虐殺 is there to see.

The irony is that barring India's 需要・要求するs on テロ行為, the 協議事項 of normalisation 残り/休憩(する)s on India 満足させるing Pakistan's 需要・要求するs.

Pakistan wants us to 論証する our かかわり合い to peace by 譲歩するing what it wants, failing which the 'naysayers' in Pakistan will 推定では continue to consider India a 脅し.

We should ask Pakistan to 行為/法令/行動する on the basis of the glib 声明 by 外務大臣 Khar at Islamabad that 'whatever has happened today is the past'.

Pakistan should, accordingly, 中止する making untenable 領土の (人命などを)奪う,主張するs on J&K and stop calling for- in the 直面する of India's known p osition- associating the 'Kashmiri people' with the Indo-Pakistan 対話 on Kashmir.

One would hope that the next time she or the Pakistani Foreign 長官 comes to Delhi she will, がまんするing by her own sane advice, shed past habits of confabulating provocatively with Hurriyat leaders in Delhi.

The 共同の 声明 says, somewhat cryptically, that the two 味方するs 再確認するd the importance of がまんするing by the 準備/条項s of the Indus Waters 条約 (IWT).

Pakistan would have 手配中の,お尋ね者 this 傾向, but India seems to have worked on the language to deflect any finger-pointing in its direction. Pakistan has created an impression amongst its public that India is 奪うing it of its 予定 株 of water, making the 問題/発行する another 焦点の point of 敵意 に向かって India.

It is 決定するd to 妨げる India from 建設するing run of the river 事業/計画(する)s on the Jhelum 供給するd for by the IWT by 捜し出すing international 仲裁 on the Kishenganga 事業/計画(する).

Again, it is Pakistan that is 反対するing to what India is 合法的に doing, not India raising contentious 問題/発行するs with Pakistan about its 事業/計画(する)s on the rivers 配分するd to it.

India is legitimately asking Pakistan to 抑制(する) テロ行為 from its 国/地域 directed at India. It is 権利 in asking Pakistan to 証明する the anti-テロリスト 信任状 it (人命などを)奪う,主張するs for itself by not endlessly 延期するing the 裁判,公判 of those 責任がある the Mumbai attack.

It is truly astonishing that the pert Pakistani 外務大臣 should be 'appalled' when told テロ行為 continues to be an 問題/発行する, that this is 'old time' stuff, that 'テロ行為 was a mantra of the past', not of the 未来 and that India should 見解(をとる) the Mumbai attack 裁判,公判 'realistically' and 'not emotionally'.

平等に extraordinarily, she spoke about テロ行為 as a 時代遅れの 問題/発行する on the day the US 宣言するd the Haqqani group 避難所ing in Pakistan and linked to the ISI as a テロリスト outfit.

The disconnect at the political level in Pakistan between the reality of the country's テロリスト affiliation and any honest 承認 of it is staggering.

She, of course, failed to について言及する the word テロ行為 in her 共同の 圧力(をかける) 会議/協議会 with 大臣 Krishna, laying 明らかにする the scant regard Pakistan 支払う/賃金s to our (人命などを)奪う,主張する that we raise the 問題/発行する at 'every 考えられる 適切な時期'.

大臣 Khar's position on テロ行為 hardly opens the door for PM's visit to Pakistan, as he wants Pakistan to make 信頼できる 進歩 on trying those 有罪の of Mumbai, besides some 事実 results such as an 協定 on Sir Creek.

While the 貿易(する) 開始 has occurred because of Pakistan's 悲惨な 経済的な 状況/情勢 and the ビザ 政権 緩和 利益s Pakistan much more, 進歩 in both areas should be welcomed.

Time is not, however, 熟した for PM's visit, as Pakistan wants to の近くに the テロ行為 and Mumbai 一時期/支部 without real 配達/演説/出産. 大臣 Khar's egregious 声明s make this abundantly (疑いを)晴らす.

Even with regard to PM's visit, by 圧力(をかける)ing for it Pakistan has put us on the 防御の. We are now squirming to explain why, にもかかわらず his keenness to visit Pakistan, he cannot do so for the moment.

We are both laying 条件s for the visit and 否定するing any are 存在 laid.
