How 大統領 Ghani can solve Afghanistan's Pakistan problem
The Heart of Asia (HoA) 会議／協議会 in Amritsar on December 4 was most 著名な for the frontal attack by Afghanistan 大統領 Ashraf Ghani on Pakistan.
He 演説（する）／住所d Pakistan's 助言者 on Foreign 事件／事情／状勢s, Sartaj Aziz, by 指名する at the 会議／協議会 to 登録（する） his grievance at Islamabad's continuing support for テロ行為 directed at Kabul from its 国／地域.
The Taliban would not 生き残る a month without 安全な 港／避難所s in Pakistan, he averred, 引用するing one of their leaders.

In a stinging rebuff, he advised Aziz to spend the $500 million 申し込む／申し出d for Afghanistan's 開発 on 戦闘ing extremism inside Pakistan itself.?
失望／欲求不満
Ghani was remarkably bold in venting his 深い 失望／欲求不満 with Pakistan before the 42 関係者s in the HoA 会議／協議会, and pinpointing it as the real 妨害 in the way of a 地域の 成果／努力 to 促進する political and 経済的な 安定 in Afghanistan.
The HoA 過程 needs Pakistan's 十分な 協調 for success. It is from Pakistan's 国／地域 that the Taliban 現れるd and took 支配（する）／統制する of Afghanistan in 1996, and it is from there that the Taliban are re-現れるing again as a violent 軍隊.

The cost to Pakistan for its duplicitous 行為／行う has not become unbearable till now because of US 不本意 to 課す meaningful 許可／制裁s on it.

中国 has a 保護の 態度 because of its １０年間s-long geopolitical 投資 in Pakistan.

Unless Pakistan 結論するs that it is 存在 progressively 孤立するd and that its Afghan 政策 is becoming unsustainable, it will not make the 要求するd course 是正.?
That course 是正 is, however, organically linked to its India 政策 which will not change in the foreseeable 未来 because friendship with India will 必然的に 緩和する the 支配する of the 武装した 軍隊s and 極端論者 outfits on Pakistan's polity.

This 外交の 続けざまに猛撃するing of Pakistan by Ghani was all the more remarkable as it occurred on Indian 国／地域.
総理大臣 Narendra Modi too 間接に 的d Pakistan for spawning テロ行為 in the whole 地域, but the 衝撃 of India's denunciations is diluted by perceptions that Pakistan's abetment of テロ行為 is linked to the 未解決の 問題／発行する of Kashmir and the human 権利s 状況／情勢 there on which there is 伝統的な Western prejudice against India.
The Afghan 大統領，／社長's upbraiding of Pakistan on テロ行為 is not 影響する／感情d by any such preconceptions.
Ghani was unbothered that taking Pakistan to 仕事 in a 会議／協議会 in India might 追加する grist to Islamabad's 宣伝 about India and Afghanistan colluding against Pakistan's 安全, a （人命などを）奪う，主張する that Islamabad makes to 正当化する its 介入 in Kabul's 内部の 事件／事情／状勢s.
In the light of Modi's comments about Balochistan, Pakistan's paranoia about the 要塞 of India-Afghanistan 戦略の understandings is bound to 増加する.?

If India and Afghanistan 設立する ありふれた language on the spread of terror by Pakistan eastwards and 西方のs, the surprise was the discordant 公式文書，認めるs from Russia's 大統領の （外交）使節／代表 for Afghanistan, Zamir Kabulov, while speaking to the 圧力（をかける）.
He would 普通は have been 推定する／予想するd to be 極度の慎重さを要する to the 関心s of both countries on テロ行為, given Russia's own experience with that menace and its 決定／判定勝ち（する） to 戦闘 such 軍隊s in Syria 軍事的に before they sprea d closer to ロシアの 領土.
Kabulov, who considers the Taliban a 合法的 political 軍隊 in Afghanistan, sees the Islamic 明言する／公表する (ISIS) a greater danger there, though many believe that the ISIS 脅し in Afghanistan is 誇張するd.
It is not （疑いを）晴らす whether because of 内部の differences 後援 groups of the Taliban are 事業／計画（する）ing themselves as the ISIS.
Pakistan's 目的 would of course be served by playing up the ISIS 脅し as that makes the Taliban look 穏健な and 改善するs Islamabad's 事例／患者 for 融通するing them 政治上.
Russia seems to have bought into this game, though why it believes it can 信用 Pakistan is unexplained.
孤立／分離
What 誘発するd Kabulov to disapprove of India and Afghanistan 得点する／非難する／２０ing 'brownie points' against Pakistan at Amritsar is difficult to comprehend.
