NSW 弁護士／代理人／検事-general 勧めるs 麻薬 法律 pivot
The NSW 弁護士／代理人／検事-general is 勧めるing 改革（する） of 犯罪の 刑罰，罰則s for 麻薬 使用者s, 説 the 現在の approach isn't working.
示す Speakman is again 押し進めるing for a 操縦する of a 麻薬 転換 program that would give police the discretion to 手渡す people caught with 麻薬s for personal use two $400 刑罰，罰則s, before 軍隊ing them into the 法廷，裁判所s.
Mr Speakman defended the 計画／陰謀 after a 報告（する）／憶測 in the Daily Telegraph referred to it as "過激な" and 示唆するd it had been 敗北・負かすd in 閣僚.
The 押し進める comes after the NSW 政府 支配するd out five 重要な 推薦s from a 2020 調査 into ice use, 含むing decriminalising 麻薬s 設立する for personal use.
"Illicit 麻薬s can 廃虚 the lives of 使用者s and those around them," Mr Speakman told AAP in a 声明 on Thursday.
"Sadly illicit 麻薬 use is 普及した in our community; for example, 統計（学） 示唆する that one in seven Australian men in their 20s have used コカイン in the last 12 months.
"The 現在の approach is 明確に not working."
He said the first 目的（とする） of any 麻薬 改革（する） should be to 削除する illicit 麻薬 use, and the second should be to 減ずる 害（を与える）.
The 操縦する would give police the discretion to 問題／発行する two $400 違反s, with those 刑罰，罰則s waived if 使用者s undertook health 介入s.
"Such a 計画／陰謀 would not be 'soft' on 麻薬 use," Mr Speakman said.
The $400 罰金 was larger than the 普通の／平均（する） one 問題／発行するd for first 違反者／犯罪者s in 法廷，裁判所, and the ice 調査 recommended a more generous three notices.
違反 計画／陰謀s were supported by former police commissioner Mick Fuller in his submission to the ice 調査, and were also 支援するd by former police commissioner Andrew Scipione.
"This is hardly 過激な - we already have an 違反 notice 計画／陰謀 in place for 麻薬s at music festivals, but without health 介入s," Mr Speakman said.
厳しい 刑罰，罰則s for 供給（する）ing and trafficking would remain in place.
"I welcome ca binet 審議 of this and other ways to 取り組む the 天罰（を下す） of illicit 麻薬s in our communities," Mr Speakman said.
The 政府 has 以前 支配するd out decriminalisation, にもかかわらず it 存在 recommended by the ice 調査, over 恐れるs of "normalising" 麻薬 use.

"The shenanigans in 閣僚 make （疑いを）晴らす why we think it's so important," he said.
"We think the best way you build social 信用 is to 持つ／拘留する a 麻薬 首脳会議 in which you're listening to the police, and listening to communities, you're listening to health 専門家s, rather than having these conversations behind の近くにd doors."
治療 providers say the 計画／陰謀 could be a step 今後, but the 政府 must embrace ambitious change of its 麻薬 政策s.
"It's やめる obvious to every family, to every police officer, to every social 労働者 and even for 政治家，政治屋s that our 麻薬 法律s are an abysmal 失敗," said CEO of the Ted Noffs 創立／基礎, Matt Noffs.
"Locking kids up transforms them into 犯罪のs, and often for life."
法律 Society of NSW 大統領，／社長 Joanne 先頭 der Plaat called on the 政府 to listen to the 専門家s and 配達する 改革（する）s to help 麻薬 使用者s.
"The 法律 society agrees ... with 法律 施行 当局 who have said we can't 逮捕（する） our way out of 麻薬 problems," she said.
Greens MP Cate Faehrmann said the 弁護士／代理人／検事-general's 提案 would not 減ずる 害（を与える） and would 許す police to 差別する against 攻撃を受けやすい people.
"The 政府 has ignored the 推薦s of the ice 調査 for over two years now, にもかかわらず it bringing together the 見解（をとる）s of the 主要な 麻薬 and alcohol 専門家s," Ms Faehrmann said.
