抑留者s at a 議論の的になる West Australian 青年 刑務所,拘置所 were left with no 選択 but to 暴動 to 捜し出す 改善するd 条件s and services at the 施設, the 明言する/公表する 対立 says.

But 刑務所,拘置所 操作者s and the 政府 said there was no 原因(となる) behind the 暴動s at Perth's 議論の的になる Banksia Hill 青年 拘留,拘置 centre.

The 暴動 ran into the 早期に hours of the new year as 抑留者s took to rooftops and lit a 解雇する/砲火/射撃 before 存在 returned to their 独房s.

"The only 乗り物 that they've got is to 暴動," Mr Collier said on Sunday.

Mr Collier said Banksia Hill was 存在 used for 罰, not rehabilitation, and this 廃虚d the 抑留者s' self-esteem and resilience and therefore their prospects after 刑務所,拘置所.

"Why don't you just tattoo 'loser' on their forehead?" Mr Collier said.

"When they go to Banksia Hill we'd like to think when they come out the other end they're going to be better."

He called for "more meaningful and 効果的な rehabilitation programs" as he criticised the 政府's 堅い-on-罪,犯罪 approach.

WA Corrective Services 大臣 法案 Johnston said on Sunday a new model of care was 存在 introduced at the 施設, and 40 new staff were 存在 雇うd.

"We are doing all the things that are necessary to keep this 施設 as a 治療力のある 環境," he said .

"We have to have accountability for violent behaviour by 抑留者s," Mr Johnston said.

Mr Collier said one in four juvenile 囚人s in WA ended up in an adult 刑務所,拘置所 and there had been more than 100 自殺 試みる/企てるs at Banksia Hill in the past two years.

But Mr Johnston said Banksia Hill's 66 違反者/犯罪者 全住民 made up only 5 per cent of 青年 違反者/犯罪者s who 直面するd the Children's 法廷,裁判所.

The New Year's Eve 騒動 伴う/関わるd 22 抑留者s who 規模d 盗品故買者s and climbed on 最高の,を越す of buildings late on Saturday afternoon.

Five were over 18, five were over 17, five were over 16 and the 残り/休憩(する) 範囲d from 13 to 15.

Two demountable buildings were 損失d by 解雇する/砲火/射撃 started by a cigarette はしけ 設立する by inmates, before firefighters 消滅させるd the 炎.

Corrective Services Commissioner マイク Reynolds said any 修理s wouldn't be cheap.
