報告(する)/憶測 詳細(に述べる)s COVID struggle for artists

Many artists and cultural 労働者s slipped through the 割れ目s of Australia's 早期に 一連の会議、交渉/完成するs of COVID-19 support 対策, a new 報告(する)/憶測 finds.

研究員s from the University of South Australia looked at 明言する/公表する and 連邦の 政府 返答s to the pandemic's 攻撃する,衝突する on the arts 部門 in 2020.

"JobKeeper and JobSeeker were 不十分な for a large 割合 of artists and cultural 労働者s because the 肉親,親類d of frequently 不安定な and short-称する,呼ぶ/期間/用語 雇用 契約s commonplace in the 部門 did not 会合,会う the 適格(性) 必要物/必要条件s," the working paper Keeping Creative read.

適格(性) for JobKeeper was 次第で変わる/派遣部隊 upon having had the same 雇用者, or having operated as a 単独の 仲買人, for at least 12 months.

"Cultural and creative work is more likely to be freelance, seasonal, 大臣の地位-based and can often consist of 多重の casual 契約s throughout a year with 多重の 雇用者s," the 研究員s 公式文書,認めるd.

In June 2020, the 連邦の 政府 発表するd $250 million in arts 基金ing through the Creative Economy JobMaker 一括.

This 含むd $75 million in 競争の激しい 認めるs 基金ing, $50 million to kick-start 地元の 審査する 生産/産物, $35 million to support 連邦/共和国-基金d arts and culture organisations, and $90 million in 貸付金s to arts and entertainment 商売/仕事s for new 生産/産物s and events.

The 告示 (機の)カム off the 支援する of $27 million (ーのために)とっておくd to support Indigenous arts and 地域の arts in April 2020.

But the $90 million of concessional 貸付金 手はず/準備 were 報道によれば inaccessible to many, who would be unable to 返す the 貸付金.

"Few other 産業s 不正に 衝撃d by COVID-19 have been 支配する to concessional 貸付金 手はず/準備, and these 肉親,親類d of 手はず/準備 can only 利益 larger arts and culture organisations," the 報告(する)/憶測 read.

連邦の Arts 大臣 Paul Fletcher said the Morrison 政府 was 投資するing more than $1 billion into the arts and creative 部門 in 2021/22.

"This 含むs our 年次の 投資 of around $750 million in 核心 基金ing. In the 2021/22 予算, the 政府 発表するd 付加 投資 in the 部門 of more than $400 million over five years," a spokesperson said.

The 再開する 投資 to 支える and 拡大する (RISE) 基金, 最初 $75 million over one year, has been 拡大するd to $200 million over two years.

"That is already supporting 242 arts 事業/計画(する)s that will create over 89,000 職業s across all Australian 明言する/公表するs and 領土s. (There is) $100 million of 基金ing ...利用できる this year and 使用/適用s remain open."

調査するing 明言する/公表する 返答s to the 衝撃 of the pandemic on arts and culture during 2020, the Keeping Creative 報告(する)/憶測 設立する that Victoria 成し遂げるd the best.

"(Victoria) has a mix of 戦略s for supporting cultural and creative 労働者s, 同様に as large, medium and small-規模 cultural 組織/基盤/下部構造 and 企業s, と一緒に broader 政策 介入 that is both arts-明確な/細部 and inclusive of 隣接する 産業s more 概して," the authors wrote.

However, 全体にわたる 明言する/公表する 基金ing for the arts "明らかにする/漏らすs a general 傾向 に向かって large-規模 arts and cultural 組織/基盤/下部構造, rather than direct-to-artist 認める 基金ing".

The 研究員s called on all levels of Australian 政府 not to 適用する a one-size-fits-all approach, or over-焦点(を合わせる) on large organisations when 明確に表すing support for the arts.

マスコミ, Entertainment and Arts 同盟 長,指導者 (n)役員/(a)執行力のある Paul Murphy said the 報告(する)/憶測 showed 連邦の 政府 support for the arts in 2020 was "woefully 不十分な and too slow coming".

"The only 結論 that can be drawn from the Morrison 政府's poor 返答 is that it does not understand the nature of 雇用 in the arts 部門, and it does not value the enormous 出資/貢献 the 部門 makes," he said.

The 報告(する)/憶測 明らかにする/漏らすd the 不平等 in support 供給するd to arts and creative 産業s at a 連邦の level, 国家の 協会 for the Visual Arts advocacy director M imi Crowe said.

"Artists' careers often rely on many short-称する,呼ぶ/期間/用語 (売買)手数料,委託(する)/委員会/権限s or 事業/計画(する)-based work," she said.

"大部分は their incomes are low and intermittent as they work 事業/計画(する) to 事業/計画(する).

"This precarity, 構内/化合物d with the 衝撃s of rolling lockdowns, 不確定 in the 全労働人口 and ineligibility for income support 一括s has left visual artists some of the most 攻撃を受けやすい and 逆に 影響する/感情d in the pandemic."
