Chad peace 会談 （許可，名誉などを）与える to be 調印するd without 重要な 反逆者／反逆する group

Chad's 軍の leader will 調印する a 取引，協定 on Monday with more than 40 対立 groups to 開始する，打ち上げる 国家の peace 会談, but the central African country's main 反逆者／反逆する outfit has 辞退するd to take part.
Under the （許可，名誉などを）与える, to be 調印するd in the Qatari 資本／首都 Doha, 会談 目的（とする）d at 覆うing the way for a 大統領の 選挙 will start on August 20.
Since March, Qatar has been 調停するing between 対立 groups and the 軍の 政府 of Mahamat Idriss Deby Itno, a general who 掴むd 力／強力にする after his father died in a 戦う／戦い with 反逆者／反逆するs last year.
But the 前線 for Change and Concord in Chad (FACT), the main 反逆者／反逆する group, said it would not 調印する the 取引，協定 にもかかわらず last-minute 成果／努力s by Qatar's 調停者s.
In a 声明 解放（する）d in Doha, FACT said it "拒絶するs the （許可，名誉などを）与える that will be put to 加盟国s on Monday".
It 追加するd that 関係者s in the 国家の 対話 would not be 扱う／治療するd 平等に and 需要・要求するd a new 委員会 be 始める，決める up to organise the 会談, 同様に as the 解放（する） of 反逆者／反逆する 囚人s in 政府 刑務所，拘置所s.
"However FACT remains 利用できる for 対話 anywhere and anytime," 追加するd the 声明 from the group, which is 概算の to have between 1,500 and 2,000 闘士，戦闘機s.
FACT 闘士，戦闘機s led the 反逆者／反逆する 不快な／攻撃 in which Deby's father, Idriss Deby Itno, who had been 大統領，／社長 for 30 years, was killed.
Chad has had little 安定 since its independence in 1960, and the coming 会談 are 存在 広範囲にわたって watched, as the country is seen as a 重要な 同盟（する） in international 成果／努力s to 反対する Islamic 極端論者s fighting around the 地域.
Qatar's foreign 省 said the 会談, to be held in Chad's 資本／首都, N'Djamena, would 捜し出す "inclusive 国家の 仲直り".
Some 42 of the 47 groups 代表するd in the Doha 会談 will 調印する the （許可，名誉などを）与える, 公式の／役人s said.

But FACT and other groups say the 保証（人）s were not strong enough. They have also 需要・要求するd that Deby 誓約（する） in 前進する that he will not stand in any 選挙.

"Getting this many groups to 調印する the （許可，名誉などを）与える is a good launchpad for the 国家の 対話, but it will struggle without outfits such as FACT," said the 長，率いる of one political group that has agreed to 調印する on Monday.
The Chadian 政府 has said that more than 1,300 代表者／国会議員s of 反逆者／反逆する groups, civil society, 貿易（する） unions, 政党s and 政府 公式の／役人s will …に出席する the N'Djamena 会談.
