フラン is 主張するing that the 不本意 of Morocco to 受託する French 申し込む／申し出s of 援助（する） in the wake of Friday's 破滅的な 地震 does not 代表する a 無視する，冷たく断わる, even if it comes at a time of growing 緊張s between Rabat and the former 植民地の 力／強力にする.
Along with the 部隊d 明言する／公表するs, フラン was conspicuously absent from a 名簿（に載せる）／表（にあげる） of four countries Morocco said on Sunday it would 捜し出す 援助（する） from -- Britain, Qatar, Spain and the 部隊d Arab 首長国s.
The 明らかな 拒絶 of Rabat to call on Paris has 誘発するd astonishment の中で some 援助（する） groups, given that 普及した use of French in Morocco could 緩和する 配当 and also considering フラン's 評判 for technical 専門的知識 in the 部門.

Former French 外務大臣 and 首相 Dominique de Villepin told Franceinfo 無線で通信する that the 地震 had happened at a time of "strong 緊張s" between フラン and Morocco and that relations were "difficult".
"We have never known such a 継続している build-up of 緊張s," he said.
