US 国会議員s to 回避する shutdown with 投票（する） on eve of major Biden speech

US 国会議員s were 始める，決める to 投票（する） Wednesday to end a long-running 列／漕ぐ／騒動 over the 連邦の 予算 with a 巨大（な） 法案 to 基金 several major 連邦の 機関s through the 落ちる, 回避するing a 部分的な／不平等な shutdown 予定 to start at the 週末.
The 投票（する） comes on the eve of 大統領 Joe Biden's 年次の 明言する／公表する of the Union 演説（する）／住所, with the 民主党員 準備するing to 配達する a career-defining speech as he 企て，努力，提案s for a second 称する，呼ぶ／期間／用語 against his 共和国の／共和党の 競争相手, Donald Trump.

The 法案 -- 基金ing the departments of 農業, 内部の, 輸送（する）, 住宅, 退役軍人s 事件／事情／状勢s, 司法（官）, 商業 and energy -- is 推定する／予想するd to get the 要求するd two-thirds 大多数, setting up 上院 passage before the 週末.
But it covers いっそう少なく than a third of 全体にわたる discretionary spending, and some of the most contentious 戦う／戦いs have been put off for a second 法案 that needs to get to Biden's desk by March 22.
Without a 決意／決議, cash would run out for the 軍の, 司法（官） Department, 国境 安全, 議会, and many other 連邦の departments and 機関s.
