Philippines 調査（する）s '刑務所，拘置所'-like children's centre

There has been a growing 激しい抗議 over 条件s at the 政府-run 施設 where 浮浪者 children and some homeless adults are held, まっただ中に 主張s of 乱用.

Former Philippine 大統領，／社長 Joseph Estrada, now the 市長 of Manila, who is in 告発（する），告訴（する）／料金 of the 政府-run Manila 歓迎会 and 活動／戦闘 Centre, said he had ordered an 調査 into the 施設, which is 位置を示すd 近づく the city hall.
"I have already ordered an 調査 of that," he told AFP, 反応するing to the newspaper images.

"The centre has many 乱用s going on: 暴力／激しさ, 性の 乱用, 栄養不良, 拷問 of children," she told AFP.
She said those running the 施設 had 認める it could only 融通する 50 people, but was often 持つ／拘留するing about 250.
Children were locked in at night with only a pail to urinate in, she said.
Manila 公式の／役人s 非難するd the 厳しい 条件s on 欠如（する） of money, she said.
But many of the children also complained of beatings and 乱用 by other children or staff of the centre, problems which could not be 非難するd on 基金ing.
"If they cannot commit (to 改善する 条件s), we are asking them to の近くに shop. It is so 残忍な what they are doing there," she said.
Social 福利事業 長官 Corazon Soliman said her 機関 was also carrying out its own 調査 and she 推定する／予想するd to receive a 十分な 報告（する）／憶測 by November 30.
