US 検討する,考慮するs 解除するing 禁止(する) on gay 血 寄付s
A US 禁止(する) on 血 寄付s by gays could be 緩和するd after 31 years, depending on the 決定/判定勝ち(する) of a Food and 麻薬 行政 諮問委員会 that began two days of 会合s Tuesday.
現在の US 法律 妨げる/法廷,弁護士業s any man who has had sex with a man -- even once since 1977 -- from 寄付するing 血.
The 制限s were 設立するd in 1983 when the エイズ 疫病/流行性の was spreading quickly in the gay community, 誘発するing 普及した 恐れる about the deadly 感染, which was then 貧しく understood.

But now, a growing number of 医療の and 合法的な 専門家s say that the 制限s are outdated, and that sophisticated 実験(する)s for human immunodeficiency ウイルス (HIV) 存在する which can make 血 寄付 by gay men a much safer practice.
When the 17-member 委員会 makes its 推薦 Wednesday -- advice the FDA does not have to follow but typically does -- the 禁止(する) could be 解除するd or relaxed, or not changed at all.
An 諮問委員会 to the Department of Health and Human Services recently recommended 取って代わるing the 禁止(する) with a 12-month deferral period for men who have had sex with men in that time.
In that 事例/患者, sexually active gay men would still be 禁じるd from 寄付するing 血, but those who have not engaged in sex with other men in the past year would be 許すd to 寄付する.
Jason Cianciotta, director of public 政策 at Gay Men's Health 危機, said such steps would not 除去する the stigma or 差別 associated with the 禁止(する) on gays.
"While the 提案するd change from a lifetime 禁止(する) to a 12-month deferral is a step 今後, it does not go far enough," he said during the public comment 部分 of the FDA (a)忠告の/(n)警報 会合 近づく the US 資本/首都 on Tuesday.
"Any deferral based on a 性の orientation label -- MSM (men who have sex with men), gay or bisexual -- still perpetuates the harmful and unscientific notion that HIV is transmitted because of who you are rather than what you do."
He also 述べるd a 政策 要求するing 12 months of abstinence as a "de facto lifetime 禁止(する)" for most gay and bisexual men.
"We 支持する for a system that 審査するs all 寄贈者s, gay or straight, for high-危険 practices that could lead to HIV 感染," he said.
- Critics 特記する/引用する 危険s -
However, critics called on the パネル盤 to 拒絶する any move that could 増加する the 危険 of HIV in the 血 供給(する).
"I 勧める you to …に反対する any change," said Peter Sprigg, 上級の fellow for 政策 熟考する/考慮するs at the Family 研究 会議, a 保守的な group.
"Unless it can be scientifically proven that a 改訂するd 政策 would result in no 増加する in 危険 to the 血 供給(する). Even a small 増加する in 危険 is 容認できない," he told the 委員会.
"Let us not forget the 劇の magnitude of the 増加するd HIV 危険 in this 全住民."
- US lags behind -
Glenn Cohen, a 法律 professor at Harvard University, argued in a 最近の 編集(者)の in the 定期刊行物 of the American 医療の 協会 that the 部隊d 明言する/公表するs was lagging behind other developed nations like Japan, Britain and Australia, which 許す for gay 血 寄付s after a 12-month period of 性の abstinence.
South Africa 要求するs a 類似の period of abstinence for 可能性のある 血 寄贈者s, 関わりなく their 性の orientation.
Even though there is a short window of time 権利 after HIV 感染 when 実験(する)s may not come 支援する 肯定的な, scientists tend to agree that a period of one year is 大部分は 十分な to 保証する that a person was not 感染させるd に引き続いて 可能性のある (危険などに)さらす.
A 2010 熟考する/考慮する by the University of California, Los Angeles 概算の that a 完全にする end to the 禁止(する) on gay 血 寄付s in the 部隊d 明言する/公表するs would raise the total 量 of 血 collected just two to four パーセント.
