Qatar is considering 課すing 刑罰，罰則s against 会社／堅いs that fail to 支払う／賃金 migrant 労働者s on time, one of the biggest （民事の）告訴s 発言する／表明するd by 権利s groups against companies in the 湾 明言する／公表する.
The host of the 2022 football World Cup has come under 開始するing international 圧力 to 改善する 条件s for migrant labourers working on 事業／計画（する）s that are to 行う／開催する／段階 the event.
Under 草案 法律制定 now 存在 considered by the Qatari 政府, bosses who do not 支払う／賃金 their 労働者s on time could lose the ability to 雇う new staff.

The 提案 would also 許す the country's 労働 省 to 停止（させる） "all 取引" with 商売／仕事s until they pa y up.
The 問題／発行する was discussed by the 閣僚 on Wednesday, said the 明言する／公表する-run Qatar News 機関 (QNA).
Under the new system, known as the 行う 保護 System, 労働者s 雇うd on an 年次の or 月毎の 契約 must be paid their 給料 by direct deposit every month.
Other staff, 含むing those 存在 paid by the hour, must receive a salary 支払い（額） by bank 移転 every two weeks.
