ICC 手渡すs Bashir 事例／患者 to UN after Sudan fails to 逮捕（する） leader
Sudan has failed to 逮捕（する） its long-time leader Omar al-Bashir for 集団殺戮 and war 罪，犯罪s, the 国際刑事警察機構 法廷，裁判所 支配するd on Monday, referring the 事柄 支援する to the UN 安全 会議.
Bashir, 71, is 手配中の，お尋ね者 by The Hague-based ICC, the world's only 永久の 法廷，裁判所, for his 役割 in the western Sudanese 地域 of Darfur where 謀反のs rose up in 2003 in an 現在進行中の 衝突 that has left more than 300,000 people dead.
He 直面するs five counts of 罪，犯罪s against humanity 含むing 殺人 and 拷問, three of 集団殺戮 and two of war 罪，犯罪s 含むing attacking a 非軍事の 全住民.

The ICC in 2009 and 2010 問題／発行するd two 令状s against Bashir, but he continues to travel across the African continent にもかかわらず a 合法的な 義務 by ICC member 明言する／公表するs to 逮捕（する） him.
Sudan itself has not 調印するd up to the ICC's 設立するing 条約, the Rome 法令, but has been a member of the 国際連合 since 1956.
The 安全 会議 referred the Darfur 状況／情勢 to the ICC for 調査 in a 2005 決意／決議 and Sudan, as a UN member is therefore 強いるd to 協力する, the 法廷 裁判官s said.
"The 議会 considers that Sudan not only 無視（する）d the 2009 and 2010 requests 関係のある to its 義務s to 協力する in the 逮捕（する） and 降伏する of Omar al-Bashir," they said.
Khartoum also failed to 知らせる the ICC why it could not carry out the 逮捕（する）.
"This course of 活動／戦闘 calls upon the 安全 会議 to take the necessary 対策 they みなす appropriate," the 裁判官s said.
The 裁判官s however 警告するd that if no 活動／戦闘 was taken, the 安全 会議 would never 達成する its goal to end impunity for the world's worst 嫌疑者，容疑者／疑うd 違反者／犯罪者s.
Bashir, who is gearing up for an April 選挙 推定する／予想するd to return him to office, last month （刑事）被告 the ICC and Western 力／強力にするs of "hounding" him.
He （人命などを）奪う，主張するd the ICC was part "of the 道具s used to destabilise Sudan", and said there never was a 集団殺戮 in Darfur.
Apart from Bashir, four other Sudanese 含むing a 反逆者／反逆する leader is also on the ICC 手配中の，お尋ね者 名簿（に載せる）／表（にあげる）.
