政権 agrees to Syria peace 取引，協定 but 疑問s 固執する
Syria's 政権 agreed Tuesday to a 停戦 取引，協定 発表するd by the 部隊d 明言する／公表するs and Russia after it was conditionally 受託するd by the 対立 but 疑問s 固執するd it could 施行される by the 週末.
The 一時休戦 協定, 発表するd Monday, does not 適用する to jihadists like the Islamic 明言する／公表する group and Al-Nusra 前線, putting up major 障害物s to how it can be 器具／実施するd on Syria's コンビナート／複合体 戦場.
A foreign 省 声明 said the Syrian 政府 would continue to fight both those groups 同様に as other "テロリストs", while agreeing to stop other 軍の 操作／手術s "in 一致 with the ロシアの-American 告示."

The 取引，協定 calls for a "停止 of 敵意s" between 軍隊s loyal to 大統領 Bashar al-Assad and 対立 groups that would 施行される at midnight Friday Damascus time.
The High 交渉s 委員会 (HNC) -- the 主要な Syrian 対立 group -- gave its 条件付きの 受託 to the 取引，協定 late Monday.
But after several previous failed 試みる／企てるs, few had serious 期待s for a 継続している 停戦.
分析家s said the 取引，協定 may be 簡単に unworkable, 反逆者／反逆するs on the ground 疑問d the 政権's 好意／親善 and many 非軍事のs 推定する／予想するd their hopes to once again be dashed.
"It's a waste of time and it's difficult to 器具／実施する on the ground," said Abu Ibrahim, a 指揮官 in the 10th 旅団 対立 軍隊 in the northwestern Latakia 州.
He 推定する／予想するd "非常に／多数の 反逆者／反逆する groups" to 拒絶する the 協定, which he said was formed "without 協議するing any 派閥s on the ground."

The 一時休戦 "must be fully 尊敬（する）・点d and the sooner, the better," Hollande told reporters during a visit to Peru.
But in Damascus, 居住（者）s tired after nearly five years of war were 懐疑的な over the 取引，協定.
"It's a 壊れやすい 取引，協定," said Rana, a 54-year old pharmacist in the 資本／首都.
"停戦s have been 発表するd 繰り返して in the past and we didn't see any results on the ground because they were 侵害する／違反するd," she said.

分析家s say that given the facts on the ground -- in particular the 複雑にするd make-up of Syria's 対立 軍隊s and frequently 転換ing frontlines -- the 停戦 may be doomed to fail.
While IS 支配（する）／統制する over 領土 is 比較して （疑いを）晴らす and stable, its jihadist 競争相手 Al-Nusra 前線, the 地元の (v)提携させる(n)支部，加入者 of Al-Qaeda, 作品 closely with many other 反逆者／反逆するs groups 特に in Syria's north.
"'停止 of 敵意s' 許すs attacks on Nusra. That likely dooms it, since Russia/政権 tend to 攻撃する，衝突する others & call em Nusra (or IS)," Noah Bonsey, a 上級の 分析家 at the International 危機 Group, said on Twitter.
- Hope for peace 会談 -
The 停戦 計画（する） was 発表するd by 最高の，を越す 外交官s in Munich earlier this month, but failed to take 持つ／拘留する last week as 最初 planned.

US 国務長官 John Kerry said Tuesday that Washington was considering a "計画（する） B" if Damascus and Moscow are not serious about 交渉するing a political 移行 in Syria.

In a new （死傷者）数 解放（する）d Tuesday, the Syrian 観測所 for Human 権利s 監視するing group said that 271,138 people -- 含むing nearly 80,000 非軍事のs -- had lost their lives in the war.
Sunday saw the deadliest jihadist attack in Syria's 衝突, when 134 people were killed in a Shiite イスラム教徒 神社 south of Damascus in 爆破s （人命などを）奪う，主張するd by IS.
Also on Tuesday, IS and 連合した jihadists ひったくるd 支配（する）／統制する of the 重要な town of Khanasser in the northern 州 of Aleppo from 政権 軍隊s, the 観測所 said.
