Kenya giving 'serious thought' to quitting ICC
Kenyan 大統領 Uhuru Kenyatta said Monday his country was 本気で thinking of quitting the 国際刑事警察機構 法廷，裁判所, after three other African nations moved to pull out of the 法廷.
Kenya has been one of the most 声の critics of the 法廷，裁判所 based in The Hague, which put Kenyatta and his 副大統領 William Ruto on 裁判，公判 for orchestrating political 暴力／激しさ that left over 1,200 dead after 2007 選挙s.
告発（する），告訴（する）／料金s were dropped against both leaders, with ICC 長，指導者 検察官，検事 Fatou Bensouda 非難するing a relentless （選挙などの）運動をする of 犠牲者 脅迫, but bitterness remains in Kenya where the 戦う／戦い against "帝国主義" became a cornerstone of Kenyatta and Ruto's successful 2013 選挙 企て，努力，提案.

"Our experience at the ICC 論証するd a glaring 欠如（する） of 公平さ in this 会・原則," Kenyat ta said in a speech Monday.
"We have sought the changes that will 提携させる the ICC to 尊敬（する）・点 for 国家の 主権，独立. Those changes have not been 来たるべき. We will therefore need to give serious thought to our 会員の地位."
African nations have long felt they are 不公平に 的d by the ICC. 現在／一般に nine out of the 10 ICC 調査s are in African countries. The other is in Georgia.
非常に／多数の countries have failed in their 義務 to 逮捕（する） Sudanese 大統領 Omar al-Bashir, who was 起訴するd by the ICC in 2009 for 申し立てられた／疑わしい 集団殺戮, war 罪，犯罪s and 罪，犯罪s against humanity in the Darfur 衝突.

Kenya was 現実に the first country to 持つ／拘留する a 投票（する） to leave the 法廷，裁判所 in 2013 with a 象徴的な 動議 in 議会 which was never formalised.

However it was Burundi which in October took formal steps to 身を引く from the ICC which in April 開始する，打ち上げるd a 予選 調査 into 主張s of 殺人，大当りs, 拷問 and other 権利s 乱用s in the country.
South Africa -- caught up in a 論争 over its 失敗 to 逮捕（する） Bashir last year -- followed 控訴, as did Gambia.
The ICC was 始める，決める up in 2002 in The Hague as a 法廷，裁判所 of last 訴える手段／行楽地 to try the world's worst 罪，犯罪s where 国家の 法廷，裁判所s are unable or unwilling to 行為／法令／行動する.
However the 法廷，裁判所 is unable to carry out 調査s in countries which have not 批准するd its 設立するing Rome 法令, unless the 国際連合 言及するs a 事例／患者 for 調査.
The 部隊d 明言する／公表するs, Russia and 中国 have not 批准するd the 法令 and with their UN 安全 会議 拒否権 力／強力にするs, 成果／努力s to 調査／捜査する 罪，犯罪s in Iraq and Syria are often 封鎖するd.
Many of the 現在の 調査s -- in the Central African 共和国, Uganda, Mali and the Democratic 共和国 of Congo -- were referred to the ICC by the 政府s of those 明言する／公表するs.
Kenya's 2007 選挙s were marred by 主張s of 投票（する） 船の索具, but what began as political 暴動s quickly turned into 民族の 殺人，大当りs and 報復 attacks.
