Italy's 'anti-Trump' 企て，努力，提案 to 統合する migrants

As US 大統領 Donald Trump's anti-イスラム教徒法令燃料s a tumultuous 全世界の審議, Italy is 静かに実験ing with an 統合，差別撤廃事業／計画（する） to better the lives of both 亡命探検者s and 地元のs.

Snow 落ちるs 厚い and 急速な／放蕩な in Belluno, a town at the foot of the Dolomites, but a group of young men from across Africa 作品 cheerfully to clean up the grounds of a 軍の barrack that is to become a new cultural centre.

"It's the first time I've seen the snow; I love it and I love this 事業／計画（する）," Nawaz Tashawar, a 35-year-old from Pakistan, told AFP with a shy grin last week.

From Cameroon, the Ivory Coast, Niger, Nigeria and Senegal, they have been 地位，任命するd to this 産業の中心地域 of 35,000 inhabitants 近づく Venice, 収入 their keep by working without 支払う／賃金 in parks, kitchens and schools.

The 政府 has been watching, and is 推定する／予想するd to 明かす計画（する）s Wednesday to take the 事業／計画（する）全国的な, making it compulsory for those waiting for the 判決 on their 亡命 requests to work as volunteers.

"We'd be at home doing nothing, we have no work, we'd 簡単に eat, sleep," said Paul Adjei from the Ivory Coast. "So we decided together to help the town, so it can move 今後s."

The question of what to do with the thousands of people arriving in Italy each year has 証明するd 意見の不一致を生じる.

There are over 175,000 亡命探検者s languishing in 歓迎会 centres as they wait for their 使用／適用s to be 過程d, which can （問題を）取り上げる to two years.

"Many cannot 耐える not doing anything," Carlotta Sami, a spokeswoman for the UN High Commissioner for 難民s (国連難民高等弁務官), told AFP.

"So making themselves useful for a few hours a day for the community that is welcoming them can be a good thing for them psychologically," she said.

Migrants in Italy are 許すd to start working two months after they 宿泊する their 使用／適用 for 亡命, but 職業s are thin on the ground.

- 'Need to 投資する' -

The 政府 is 推定する／予想するd to 誓約（する） next week to 速度(を上げる） up the 本国送還 of those 辞退するd 許可 to stay, but has had difficulties 調印（する）ing 取引，協定s with many countries.

It will also 警告する地域の会議s across Italy that 亡命探検者s will be spread more 平等に, with 2.5 migrants to every 1,000 居住（者）s -- a 計画（する） that has been 公然と非難するd by some 市長s who say they have neither the 資源s nor the will to host 部外者s.

Belluno, which has a left-wing 市長 but sits in the middle of anti-移民，移住（する） Northern League 領土, is not complaining. The 100 or so migrants here have painted the town's railings and school gates and mowed lawns in parks under the 監督 of 地元の協会s.

The 事業／計画（する）, 開始する，打ち上げるd in 2014, is based on the idea that 自治 can 容易にする継続している統合，差別撤廃. Instead of 軍隊ing 亡命探検者s to live in テント（軍の）野営地，陣営s or large centres, they are given small apartments to 株, and do their own shopping and cooking.

市長 Jacopo Massaro laughs off the suggestion that he is the antithesis of Trump and other 支持するs of 塀で囲むs to keep migrants out.

"I don't feel like an anti-Trump, no! To put it 簡単に, we thought that what with the difficulties Italy and Europe are experiencing, we all need to 投資する a little to 解決する a problem that is bigger than us", he said.

The flow of people from the coasts of northern Africa to Italy -- 170,000 in 2014, 150,000 in 2015 and 181,000 last year -- has resulted in the biggest migrant 危機 since World War Two.

But as Italy groans under the 圧力, the idea of making 亡命探検者s work for 解放する／自由な has 怒り／怒るd those who say the country should be 取り組むing its 失業 problem.

青年失業 in the country stood at 40 パーセント in December.

Massaro says that the migrants are doing 職業s the town cannot afford, and that "we have not taken away work from anyone".

Not everyone, however, is keen to work without 支払う／賃金.

"We cannot be left with nothing in our pockets, we need more. We need a 職業," Adjei said.
