"We'd be at home doing nothing, we have no work, we'd 簡単に eat, sleep," said Paul Adjei from the Ivory Coast. "So we decided together to help the town, so it can move 今後s."

The question of what to do with the thousands of people arriving in Italy each year has 証明するd 意見の不一致を生じる.

"Many cannot 耐える not doing anything," Carlotta Sami, a spokeswoman for the UN High Commissioner for 難民s (国連難民高等弁務官), told AFP.

"So making themselves useful for a few hours a day for the community that is welcoming them can be a good thing for them psychologically," she said.

Migrants in Italy are 許すd to start working two months after they 宿泊する their 使用/適用 for 亡命, but 職業s are thin on the ground.

Belluno, which has a left-wing 市長 but sits in the middle of anti-移民,移住(する) Northern League 領土, is not complaining. The 100 or so migrants here have painted the town's railings and school gates and mowed lawns in parks under the 監督 of 地元の 協会s.

The 事業/計画(する), 開始する,打ち上げるd in 2014, is based on the idea that 自治 can 容易にする 継続している 統合,差別撤廃. Instead of 軍隊ing 亡命 探検者s to live in テント (軍の)野営地,陣営s or large centres, they are given small apartments to 株, and do their own shopping and cooking.

市長 Jacopo Massaro laughs off the suggestion that he is the antithesis of Trump and other 支持するs of 塀で囲むs to keep migrants out.

"I don't feel like an anti-Trump, no! To put it 簡単に, we thought that what with the difficulties Italy and Europe are experiencing, we all need to 投資する a little to 解決する a problem that is bigger than us", he said.

The flow of people from the coasts of northern Africa to Italy -- 170,000 in 2014, 150,000 in 2015 and 181,000 last year -- has resulted in the biggest migrant 危機 since World War Two.

But as Italy groans under the 圧力, the idea of making 亡命 探検者s work for 解放する/自由な has 怒り/怒るd those who say the country should be 取り組むing its 失業 problem.

青年 失業 in the country stood at 40 パーセント in December.

Massaro says that the migrants are doing 職業s the town cannot afford, and that "we have not taken away work from anyone".

Not everyone, however, is keen to work without 支払う/賃金.

"We cannot be left with nothing in our pockets, we need more. We need a 職業," Adjei said.
