South Sudan 苦しむing 'man-made' 飢饉

South Sudan on Monday 宣言するd 飢饉 in some parts of the country, with more than three years of war leaving nearly five million hungry in what 援助（する） groups called a "man-made" 悲劇.
Isaiah Chol Aruai, chairman of South Sudan's 国家の Bureau of 統計（学）, said some parts of the northern Greater まとまり 地域 "are 分類するd in 飢饉, or... 危険 of 飢饉".
援助（する） 機関s said 100,000 people were 影響する／感情d by the 飢饉, which 脅す to 影響する／感情 a その上の one million people in the coming months.
"A formal 飢饉 宣言 means people have already started dying of hunger. The 状況／情勢 is the worst hunger 大災害 since fighting 爆発するd more than three years ago," said a 声明 by the World Food Programme (WFP), UN children's 機関 UNICEF and the Food and 農業の Organisation (（国連）食料農業機関).
South Sudan, the world's youngest nation, was （海，煙などが）飲み込むd by civil war in 2013 after P 居住（者） Salva Kiir （刑事）被告 his 競争相手 and former 副 Riek Machar of plotting a クーデター against him.
An August 2015 peace 取引，協定 was left in tatters when fighting broke out in Juba in July last year.
暴力／激しさ -- 最初 between 民族の Dinka 支持者s of Kiir and 民族の Nuer 支持者s of Machar -- has since spread to other parts of the country, （海，煙などが）飲み込むing other 民族の groups and grievances.
The 国際連合 has 警告するd of 可能性のある 集団殺戮 and 民族の 洗浄するing and there is no prospect of peace in sight.
- 人道的なs under attack -
Oil-rich まとまり 明言する／公表する, a 伝統的な Nuer 母国 and Machar's birthplace, has been one of the flashpoints in the 衝突 and has flipped several times between 政府 and 反逆者／反逆する 軍隊s.
飢饉 in South Sudan
"The 集中 of 証拠 shows that the long-称する，呼ぶ／期間／用語 影響s of the 衝突 coupled with high food prices, 経済的な 危機, low 農業の 生産／産物 and 使い果たすd 暮らし 選択s" have resulted in 4.9 million people going hungry, Aruai said.
That 人物／姿／数字 代表するs 42 パーセント of the country's 全住民.
The 飢饉 分類 is made によれば an 国祭的な recognised 事情に応じて変わる 規模 of hunger in which an extreme 欠如（する） of food has led to 餓死 and death.
"The main 悲劇 of the 報告（する）／憶測 that has been 開始する，打ち上げるd today... is that the problem is man-made," said Eugene Owusu, the U nited Nation's 人道的な 調整者／コーディネーター for South Sudan.
"The を強調するing drivers have been there for some time and we have all known that we have a major food 危機."
He said 衝突 and insecurity for 人道的な 労働者s, who had 苦しむd attacks while carrying out their work, and the 略奪するing of "人道的な 資産s" had 悪化させるd the 危機.
In September last year, several 援助（する） 機関s had to pull out of the 飢饉-攻撃する，衝突する area of Leer because of 増大するing fighting between the two 軍隊s.
"I would like to use this 適切な時期 to call on the 政府, the warring parties and all actors to support 人道的なs to 供給する the necessary 接近 so we can continue to bring lifesaving services to those in need," Owusu said.
- 農業 混乱に陥れる／中断させるd -
によれば 援助（する） groups, the number of people 直面するing hunger is 推定する／予想するd to rise to 5.5 million at the 高さ of the lean season in July if nothing is done to 抑制（する） the spread of the food 危機.
"Many families have exhausted every means they have to 生き残る," said the （国連）食料農業機関's 代表者／国会議員 in South Sudan, Serge Tissot.
"The people are predominantly 農業者s and war has 混乱に陥れる／中断させるd 農業. They've lost their livestock, even their farming 道具s. For months there has been a total 依存 on whatever 工場／植物s they can find and fish they can catch."
The 飢饉 宣言 comes as millions across the Horn of Africa are going hungry 予定 to a 破滅的な 干ばつ に引き続いて two failed 雨の seasons.
The UN said Monday it is "規模ing up 援助 and 保護" in Somalia, as about 6.2 million Somalis, or half the country's 全住民, is in need of 人道的な 援助.
Nearly 1 million children will be acutely 栄養失調の.
"The 干ばつ 状況／情勢 is 悪化するing 速く," said Peter de Clercq, the 人道的な 調整者／コーディネーター for Somalia. "加速するd 規模-up...援助 is 要求するd to 避ける a 劇の rise in the number of 栄養失調の children and a spike in mortality."
飢饉 last 攻撃する，衝突する the 地域 six years ago, 殺人，大当り an 概算の 260,000 people in Somalia.
The 干ばつ has also 影響する／感情d food 安全 in South Sudan, however the biggest contributor to the 飢饉 is the 無（不）能 of 援助（する） 機関s to reach areas where the economy has 崩壊（する）d 予定 to the war.
