Belgium 捜し出すs to bring 支援する children 立ち往生させるd by IS

The 集まり 退却／保養地 of the Islamic 明言する／公表する group from its 領土s in Syria and Iraq has left Europe grappling with the 危険 of foreign 闘士，戦闘機s returning home.
But in Belgium, 当局 are also turning their attention to 本国に送還するing children 立ち往生させるd in the war zones.
With an 概算の 500 国民s who have reached or 試みる／企てるd to reach the 衝突 zones, Belgium has the highest number of jihadists per capita in the EU.
The 政府 has said there are at least 100 ベルギー children under 12 years 現在／一般に in Syria, who were either born there or were taken to the country with an adult.
In May, a ベルギー jihadist took his three-year-old daughter to Syria without the knowledge of her mother, にもかかわらず 存在 under electronic 監視.
法務大臣 Koen Geens said the children are usually brought home 経由で Turkey under the 保護 of ベルギー police officers.

- 'Small' 脅し from children -

An EU 報告（する）／憶測 in December said a third of the 概算の 5,000 European jihadists who went to Syria and Iraq had returned to Europe, and some may have orders to carry out attacks.
An 明示していない number of wives and children have also returned to their homes throughout Europe, with 公式の／役人s 関心d that they too could be planning 暴力／激しさ.
Jambon told 国会議員s last month that the chances are "比較して small" that children so young have been radicalised.
But he said these children would probably need psychiatric and other follow-up care to 回復する from 外傷／ショックs they might have 苦しむd during the 衝突.
Such support must 絶えず be "精製するd" to 確実にする the children settle 適切に into ベルギー life, 検察官，検事s from Belgium, フラン, Spain and Morocco said at a 会合 this week in Dutch-speaking Flanders.
Until now, children's 援助（する） 公式の／役人s in French-speaking Wallonia told AFP that they have cared for only four children in a specialised 教育の centre.
Under ベルギー 法律, a 裁判官 must review 事例／患者s of children who are at least 12 and have committed an offence in war zones, but this has not yet happened in the 地域.
That is a signal to some 観察者／傍聴者s that the ベルギー 政府 has not done enough to try to help bring 支援する its 国民s from the Middle East battlegrounds.

"It's a コンビナート／複合体 problem. What can we do? 派遣（する） teams to identify the children? If the parent is de 広告, his 国籍 may be difficult to ascertain," a 上級の 安全 公式の／役人 said on 条件 of anonymity.
"In Turkey, Belgium 供給するs 領事の services to help with 本国送還, which is not the 事例／患者 in Syria and Iraq," the 公式の／役人 said.
"But the minor will have first had to cross the 国境."
Bahar Kimyongur, a ベルギー 研究員 who 作品 with UN human 権利s 専門家s, said Turkish 大統領 Recep Tayyip Erdogan 持つ／拘留するs a 重要な to the 解答, at least for children 立ち往生させるd in the northwestern Syrian 州 of Idlib.
"Erdogan has support through the Turkmen 旅団s. The Turks have lots of 接触するs and room for manoeuvre," Kimyongur told AFP.

Through his family and other 接触するs on both 味方するs of the Turkish-Syrian 国境, Kimyongur helped two mothers, a French and a ベルギー, bring 支援する their young children.
