Weeks of gruelling 証言s at an 調査 in South Africa have tried to answer an unfathomable question -- how 当局 許すd 141 mentally-ill 患者s to die after 存在 moved out of a hospital.
The 証拠 現在のd has been a litany of neglect, 無資格／無能力 and cruelty that lawyer Dirk Groenewald 述べるd as "the greatest human 権利s 違反 since the 夜明け of 僕主主義" in South Africa.
Every day, families of the 犠牲者s have told shocking stories of how their loved ones were taken from the hospital, 不正に mistreated at unlicensed health 施設s and then died.
Starting last February, more than 1,700 患者s were 速く relocated from the Life Esidimeni hospital in Johannesburg to 27 個人として run clinics that were unable to care for them.
The Gauteng 地方の health department cancelled its 契約 with Esidimeni as a cost-cutting 手段.
"One day my sister went to go see our mother, but was told she was moved. Nobody 接触するd us," Boitumelo Mangena, 24, told the 調査 in just one of many harrowing personal accounts.
"My brother 設立する her (at a clinic). She lost a lot of 負わせる. She hadn't been bathed for a while, I could tell it from the smell.

Mangena's mother, who 苦しむd dementia, died three weeks after 存在 moved from Esidimeni to one clinic and then another in Soweto.
"The 原因（となる） of death was cardiac 逮捕（する） and epileptic fit. My mother was never epileptic. We discovered she had been 餓死するd and dehydrated to death," she said.
"These people were sent to their death and they died in the most horrible way possible, they were 拷問d to death.
"I was thinking we could get some answers so we can 傷をいやす／和解させる, but that didn't happen. Nobody wants to be held liable."
An earlier 公式の／役人 調査, which 誘発するd uproar in South Africa, 詳細（に述べる）d how 混乱させるd 患者s were hurriedly 除去するd from the hospital and taken to care cen tres that were often overcrowded and unheated.
Staff were untrained, the 施設s were ill-equipped, and 患者s were left far from their families, who didn't know where they were.
Joseph Maboe, a 牧師, told the 調査 that he went to Esidimeni to visit his son Billy, who was epileptic, but 設立する he had already been transferred.
Instead Maboe watched other 患者s 存在 moved in "big トラックで運ぶs".
"They were just like goats and sheep taken to an auction," he said.
Maboe said that "Billy was very happy to be there (Esidimeni)" but later he 設立する his son at a clinic outside Pretoria looking "frail, filthy, hungry and disorientated".
"He asked for water and they said they couldn't give it to him because he wets himself," he said.
Billy, 53, died いっそう少なく than a week later.

She said some families had even told of searching through 団体／死体s stacked on one another at the 霊安室 to find their lost loved ones.
