With 13,000 US 軍隊/機動隊s still in the country and the Taliban as strong as ever, Milley called the 状況/情勢 a "戦略の 行き詰まらせる" that can only be solved by a 交渉するd peace 解決/入植地 between the Taliban and the Kabul 政府.
